2020-09-02 REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION SEPTEMBER 2, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Due to the COVID-19 Pandemic, all Commissioners were in attendance via video conference. Staff Liaison Hernandez called the meeting to order at 4:33 P.M. 2. ROLL CALL Present: Commissioners Blakely, Burr, Colombo, Foo (4:38pm), Gonzalez, Kulick, Pacheco and Sakai. Also Present: Recreation Supervisor Hernandez, Acting Parks and Recreation Director Karlen, Recreation Supervisor Lainfiesta and Management Analyst Gilliam. Absent: Commissioner Schneider 3. PLEDGE OF ALLEGIANCE 4. SPECIAL PRESENTATIONS AND PROCLAMATIONS None 5. COMMISSIONERS OATH OF OFFICE Commissioners Blakely, Burr, Gonzalez and Pacheco took the oath of by Management Analyst Gilliam 6. INTRODUCTION OF PARKS, RECRATION AND CULTURAL ARTS DEPARTMENT STAFF Staff Liaison Hernandez introduced himself, Acting Director Karlen, Supervisor and Management Analyst Gilliam to the Commissioners. 7. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF None. 8. CHANGES TO THE AGENDA None 9. APPROVAL OF THE MINUTES JUNE 3, 2020 YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER SAKAI MOVED APPROVAL OF THE JUNE 3, 2020 REGULAR YOUTH COMMISSION MEETING MINUTES, SECOND BY COMMISSIONER FOO, AND THE MOTION CARRIED 4-0 (COMMISSIONERS BLAKELY, BURR, GONZALEZ AND PACHECO ABSTAINED, AND COMMISSIONER SCHNEIDER WAS ABSENT). 10. APPROVAL OF THE AUGUST 26, 2020 YOUTH COMMISSION ORIENTATION WORKSHOP ACTION COMMISSIONER COLOMBO MOVED APPROVAL OF THE AUGUST 26, 2020 YOUTH COMMISSION ORIENTATION WORKSHIP MINUTES, SECOND BY COMMISSIONER - 1 - REGULAR MEETING MINUTES CITY OF ENCINITAS YOUTH COMMISSION SEPTEMBER 2, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA SAKAI, AND THE MOTION CARRIED 8-0 (COMMISSIONER SCHNEIDER WAS ABSENT) 11. ACTION ITEMS 7A. Youth Commission Chair and Vice-Chair Staff Liaison Hernandez opened the floor for nominations for Cha nominated Commissioner Kulick. Commissioner Kulick nominated Commissioner Sakai. There being no other nominations, Staff Liaison Hernandez asked Kulick and Sakai if they accepted the nominations. Both Commissioners K accepted the nomination for Chair. The Commissioners voted 4-4 (Commissioner Schneider was absent) resulting in a tie. Commissioner Sakai ste running for Chair. As Commissioner Kulick became the sole Commissioner running, he was appointed the position of Chair. Staff Liaison Hernandez opened the floor for nominations for Vic-Chair. Commissioner Kulick nominated Commissioner Sakai. Commissioner Blakely nominated Commissioner Colombo. There being no other nominations, Staff Liaison Hernand Commissioners Sakai and Colombo if they accepted the nominations Commissioners Sakai and Colombo accepted nomination for Vice-Chair. The Commissioners voted 6-2 (Commissioner Colombo receiving two votes) to appoint Commissioner Sakai as Vice-Chair (Commissioner Schneider was absent) 11B. FY 2020-2021 Youth Commissions Proposed Work Plan Staff Liaison Hernandez reviewed a list of potential work plan initiatives with the Commissioners. Director Karlen provided additional direction and provided some for consideration regarding how COVID-19 may impact future goals. The Commissioners discussed the various items they would like to keep as well as some new focus areas for the work plan. 11C. FY2020-2021 Youth Commission Meeting Calendar Staff Liaison Hernandez presented the proposed FY 2020-21 Youth Commission meeting calendar. Commissioner Foo made a motion to approve the FY 2020-21 Youth Commission meeting calendar, second by Commissioner Sakai, and the motion carried 8-0 (Commissioner Schneider was absent). 12. INFORMATIONAL ITEMS 8A. Department Updates  Acting Director Karlen Director Karlen provided department updates sharing that most of the recreation programs currently being offered are virtual due to COVID-19. The fall recreation guide was published digitally, and registration opened on Monday. Olymus Park is scheduled for completion in December 2020. The Moonlight Beach playground has been replaced but is currently fenced off and closed due to the County restrictions resulting from COVID-19. Director Karlen provided updates regarding several art projects the City of Encinitas. Art pedestals will be placed in several public around the City to hold revolving art in 2021. VULCAN AVENUE, ENCINITAS, CA Staff is working on creating signage to identify each artist. Th Blvd Underpass will be posted next week for an art installation. All special events are currently on hold due to COVID-19. The department is monitoring the situation with the county and will be ready to provide meaningful events and programming for the community when safe to do so. 13.
