Call to Order
Due to the COVID-19 Pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:03 p.m.

Valenzuela (5:05pm)

ACTION
COMMISSIONER REDLITZ MOVED APPROVAL OF THE JULY 6, 2020 SPECIAL MEETING
MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION CARRIED 5-0
(COMMISSIONER CORRALES-SCHMITT ABSTAINED AND COMMISSIONER LEES
ARRIVED AT 5:08PM).

Action Items
8A. Review and Approve the 2020/21 Commission for the Arts Work Plan
Staff liaison Gilliam reviewed the 2020/21 Work Plan. Staff liaison Gilliam shared that at this
time, there are no projects assigned to the Arts Commission by City Council. Staff liaison Gilliam
shared that Encinitas Friends of the Arts is fundraising to purchase the Orpheus sculpture for
the City and the Arts Master Plan is ready for staff to review.
Staff liaison Gilliam reported that the Santa Fe Drive Undercrossing mosaics have been
installed and that artist signs are to be placed under each of the mosaics. The Encinitas Blvd
undercrossing RFP was revised and reposted. This posting allows for the artists to submit two
design proposals. The application submittal deadline is October 5, 2020. Staff liaison Gilliam
reported that the bid for the concrete sculpture pedestals installation will be awarded September
23, 2020. The pedestals are to be installed at five sites throughout Encinitas: Oak Crest Park,
near the Cardiff Library, Sun Vista Park, Little Oaks Equestrian Park and Leucadia Oaks Park.
Commission Vice Chair Corrales-Schmitt requested to be added to the Public Art Ad Hoc
Committee to review proposals for the El Portal Underpass and Olympus Park.

ACTION
VICE CHAIR CORRALES-SCHMITT MOVED THAT HE SERVE AS AN ALTERNATE ON THE
AD HOC COMMITTEE TO REVIEW PROPOSALS FOR EL PORTAL UNDERPASS AND
OLYMPUS PARK PUBLIC ART PROJECTS. SECOND BY COMMISSIONER REDLITZ, AND
THE MOTION CARRIED 7-0.

9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam provided his report under item 8A
9B. Encinitas Friends of the Arts Report: Commissioner Sims
Commissioner Sims reported that the Friends of the Arts held Passport to Encinitas as a virtual
event on August 22 and it was a success. He also reported that Encinitas Dia de los Muertos
will be a virtual event this year on Sunday, November 1 at 1:00 p.m.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared the fall Music By The Sea concerts have been cancelled. Plans are
in place to resume the series in January pending COVID-19 outcomes.
