SUBJECT: SANDAG 2008/09 RTIP/FSTIP AMENDMENT NO. 1
We have completed our review of Amendment No. 1 to the San Diego Association of
Governments ( SANDAG) 2008 Regional Transportation Improvement Program (RTIP) that was
submitted by your letter dated December 18, 2008. The SANDAG Board of Directors adopted
Resolution No. 2009 -07 on November 7, 2008, approving this RTIP modification and
reaffirming the conformity of the transportation improvement program with the State
Implementation Plan (SIP) for air quality. As detailed in the enclosure to your letter, this
SANDAG RTIP amendment proposes to modify the source and/or amount of funding for 23
projects currently listed in the 2008 RTIP and California's Federal Statewide Transportation
Improvement Program (FSTIP), and to add twelve new project listings to the 2008/09 RTIP and
FSTIP.
We find that the SANDAG 2008 RTIP, including Amendment No. 1, was developed through a
continuing, cooperative and comprehensive transportation planning process in accord with the
metropolitan transportation planning provisions of 23 U.S.C. §134 and 49 U.S.C. Chapter 53.
We have determined that the adopted modifications to the SANDAG RTIP are exempt from the
regional emissions analysis requirements of the U.S. Environmental Protection Agency's
(EPA's) Transportation Conformity Rule as amended. The metropolitan transportation planning
and regional air quality conformity findings have been coordinated with the regional offices of
the U.S. EPA and Federal Transit Administration (FTA). By letter dated December 30, 2008, the
Federal Transit Administration Region IX office approved the inclusion of the Transit Element
projects included in SANDAG Amendment No. 1 into the California 2008/09 FSTIP. This letter
constitutes approval of the State and Local Highway Element projects into the FSTIP.

Based on our review of the RTIP financial constraint documentation submitted with the subject
amendment, we have determined that the amended RTIP is financially constrained as required by
the Federal surface transportation programs authorizing legislation and statewide and
metropolitan planning and programming regulations.

The California Department of Transportation has completed the review of the following
amendment to the San Diego. Association of Governments' (SANDAG) 2008/09 - 2012/13
Federal Transportation Improvement Program (F TIP):
No. Description.
I State, Local and Transit Elements
Adds new projects and modifies existing projects from various funding
programs in San Diego County. The amendment includes projects with
funding from the Regional. Surface Transportation Program, State
Highway Operation and Protection Program, Job Access and Reverse
Commute Program, New Freedom'Program, Highway Safety
Improvement Program, Safe Routes to School Program, High Priority
Projects Program, Recreational Trails Program and other Federal
Highway Discretionary Programs.

The SANDAG Board Resolution adopting this FTIP amendment certifies that projects
included meet all applicable transportation planning requirements per Title 23 Code of
Federal Regulation Part 450, and satisfy the applicable air quality conformity
requirements.

Pursuant to the authority delegated to me, I approve SANDAG's Amendment No. 1. I
also recommend that the Federal Highway Administration and the Federal Transit
Administration approve this FTIP amendment for inclusion into California's 2009 Federal
Statewide Transportation Improvement. Program (FSTIP). Projects included in this FTIP,
in fiscal years not within the four -year cycle of the current FSTIP, are not approved as
part of this FTIP amendment and are shown for information only.
Please note that the approval of this amendment does not constitute an eligibility
determination for the projects that are federally funded.
