2020-08-18 MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION MEETING
AUGUST 18, 2020, 2:00 P.M., 505 SOUTH VULCAN AVENUE
1. CALL TO ORDER
Due to the COVID-19 Pandemic, all Commissioners were in attendance via video conference.
Chair Lerchbacker called the meeting to order at 2:02 P.M.
2. ROLL CALL
Present: Commissioners Lerchbacker, Powell, Angel, Hanwit, Stewart and one vacancy
Also Present: Senior Center Manager Goodsell, Acting Parks and Recreation Director Karlen, and
Management Analyst Colombo
Absent: Commissioner Greenwald
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Acting Parks and Recreation Director, Travis Karlen
Acting Director Karlen announced that the Moonlight Beach Playground Project has been completed. In
addition, he provided updates on the Senior and Community Center Patio Project and Olympus Park Project.
Acting Director Karlen indicated that virtual programming continues for seniors and some youth programs. He
reported that the Parks and Recreation Fall 2020 Program Guide is underway and on schedule to be
published electronically on our website, with notifications sent by way of Constant Contact. Acting Director
Karlen indicated that the Senior and Community Center remains closed and will reopen based on San Diego
County guidance on the opening and loosening of restrictions. Lastly, it was announced that all 2020 events
are will on hold at this time.

SECOND BY COMMISSIONER POWELL, AND THE MOTION CARRIED 4-0 (COMMISSIONER ANGEL
ARRIVED LATE, COMMISSIONER GREENWALD ABSENT AND ONE COMMISSION VACANCY).
7. APPROVAL OF THE MINUTES
Approval of the June 16, 2020 regular meeting minutes.

COMMISSIONER STEWART MOVED APPROVAL OF THE JUNE 16, 2020 REGULAR MEETING
MINUTES, SECOND BY COMMISSIONER POWELL, AND THE MOTION CARRIED 4-0
(COMMISSIONER ANGEL ARRIVED LATE, COMMISSIONER GREENWALD ABSENT AND ONE
COMMISSION VACANCY).

8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review and Goal Setting
Ad-Hoc Committees reported updates on the FY2020-21 Senior Citizen Work Plan.
8B. Senior of the Year Award Program
Subcommittee members provided recommendations for award recipients for the Senior of the Year Award.
The subcommittee members announced that the two top scoring nominees were a tie score, and both
(Gregory Butler and Lynne Calkins) are both equally deserving of the award.
ACTION
CHAIR LERCHBACKER MOVED APPROVAL OF AWARDING THE TWO (TIED) TOP SCORE
NOMIINEES AS RECIPIENTS OF THE SENIOR OF THE YEAR THE AWARD; AND IF ADDITIONAL
FUNDS ARE REQUIRED FOR AWARDING TWO RECIPIENTS, COMMISSIONERS OFFERED TO
PROVIDE A DONATION OF FUNDS IN ORDER TO MAKE THIS POSSIBLE, SECOND BY
COMMISSIONER POWELL, AND THE MOTION CARRIED 4-0 (COMMISSIONER ANGEL ABSTAINED,
COMMISSIONER GREENWALD ABSENT AND ONE COMMISSION VACANCY).
Staff will determine costs for additional award and notify Commissioners if donation of funds will be
necessary.

9A. Senior Center Operations Report.
Senior Center Manager Goodsell provided an update on Senior Center programs, services and projects.
