CITY OF ENCINITAS COMMISSION FOR THE ARTS
Monday, July 6, 2020, 5:00 p.m.

Call to Order
Due to the COVID-19 Pandemic, Commissioners were in attendance via video conference.
Commissioner Abraham called the meeting to order at 5:04 p.m.

COMMISSIONER SIMS MOVED APPROVAL OF THE JUNE 1, 2020 REGULAR MEETING
MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION CARRIED 5-0
(COMMISSIONER LEES ARRIVED AT 5:10PM).

Action Items
8A. Review and Approve the 2020/21 Commission for the Arts Work Plan
Staff liaison Gilliam reviewed the 2020/21 Work Plan. Staff liaison Gilliam shared that there may
be some opportunity to utilize empty retail spaces for pop up galleries, etc. because of COVID-
19. He encouraged the Commissioners to be aware of available spaces. The Arts Master Plan
Update is being worked on by the ad hoc committee. Due to COVID-19, City buildings have
been closed to the public. Only the first two of the scheduled six art exhibits this year have been
installed. All exhibits not allowed this calendar year will be moved to the 2021 calendar year.
Staff liaison Gilliam reported that if needed, the Music By The Sea concert series can be pre-
recorded and made available for viewing on the Citys YouTube channel. The
Wednesdays@Noon concerts are on hold pending guidelines of the COVID-19 shutdown.

Informational Items
9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that the Santa Fe Undercrossing project received Cal Trans
approval last week and staff is working with Cal Trans to receive an encroachment permit. The
53 mosaics are slated for installation between August 24-28. Due to the current San Diego
County Health Order restricting gatherings, the unveiling ceremony for the project may need to
be postponed.

The Request for Proposal for the Encinitas Blvd undercrossing public art project is open and the
deadline to submit is August 5 th.
Staff has identified four parks and one site in Cardiff, one in each of the five communities in
Encinitas, to place concrete pedestals for sculpture installations. The Request for Bid went out
last week for contractors to pour the concrete pedestals and should be in place beginning in
2021.
Staff is working on a Request for Bid to install an LED art lighting system in the art gallery at the
Encinitas Community Center.
9B. Encinitas Friends of the Arts Report: Commissioner Sims
Commissioner Sims reported that the Friends of the Arts plans to hold Passport to Encinitas as
a virtual event on August 22. They will present pre-recorded and live segments by local artists.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that Council has renewed the agreement with the Encinitas Arts,
Culture and Ecology Alliance (EACEA) to continue clean-up of the Pacific View School site.
