REGULAR MEETING MINUTES
CITY OF ENCINITAS YOUTH COMMISSION
JUNE 3, 2020 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA
1.CALL TO ORDER
Due to the COVID-19 Pandemic, all Commissioners were in attendance via video
conference.
Staff Liaison Hernandez called the meeting to order at 4:36 P.M.
2. ROLL CALL
Present: Commissioners Schneider, Colombo, Sakai, Foo, Robinson, and one vacancy.
Also Present: Recreation Supervisor Hernandez, Acting Parks and Recreation Director
Karlen and Management Analyst Gilliam.
Absent: Commissioners Kulick, Diaz and Gilligan

6. APPROVAL OF THE MINUTES
Approval of the May 6, 2020 regular meeting minutes
ACTION
COMMISSIONER COLOMBO MOVED APPROVAL OF THE MAY 6, 2020 REGULAR
YOUTH COMMISSION MEETING MINUTES, SECOND BY COMMISSIONER SAKAI,
AND THE MOTION CARRIED 5-0 (COMMISSIONERS DIAZ, GILLIGAN AND KULICK
WERE ABSENT, AND THERE WAS ONE VACANCY).
7. ACTION ITEMS
7A. FY 2019-20 Youth Commissions Annual Work Plan
Staff Liaison Hernandez reviewed the FY 2019-20 Youth Commission Work Plan and the
final outcomes. He informed the Commissioners that many items on the Work Plan w
accomplished, however, some of the stated goals were not accomplished due to the
ongoing Covid-19 pandemic.
Commissioner Colombo made a motion to approve the FY 2019-20 Work Plan outcomes,
second by Commissioner Foo, and the motion carried 5-0 (Commissioners Diaz, Gilligan
and Kulick were absent, and there was one vacancy).
8. INFORMATIONAL ITEMS
8A. Department Updates Acting Director Karlen
Director Karlen praised the Commissioners for their discussion a
regarding the Work Plan Goal set forth by City Council. Construction on Olympus
began last week, and the Citys website will be updated periodically regarding
construction updates. He announced that beach programs will be c

4and staff will bereassessing the remainder of summer beach programs sometime
around June 15. Various online programs are being offered for youth through July
is working on guidelines and general rules for when in-person classes resume. Director
Karlen shared that the dog park at Encinitas Community Park reopened last week.
Director Karlen announced that four Commissioner applications have been received
next years term. The deadline to receive new applications has b
