MINUTES OF THE ENCINITAS YOUTHCOMMISSIONORIENTATION WORKSHOP
August 26, 2020, 4:30 P.M., 505 S. VULCAN AVENUE, ENCINITAS, CA
Due to the COVID-19 Pandemic, all Commissioners were in attendance via video conference.
1.CALL TO ORDER
Staff Liaison Hernandez called the meeting to order at 4:31 p.m.
2.ROLL CALL
Present: Commissioners Blakely, Burr, Colombo, Foo, Gonzalez, Kulick, Pacheco,
Sakai, and Schneider
Also Present: Staff Liaison Hernandez, Center Manager Goodsell, Recreation
Supervisor Lainfiesta and Management Analyst Gilliam
Absent: None

One public comment was received from Kelly McCormick after the 12:00pm deadline. It
was not read at the meeting but was included as part of the minutes.
6. WELCOME / INTRODUCTIONS
Staff Liaison Hernandez welcomed Commissioners, introduced staff, and gave an
overview of the Youth Commission.
7. TEAM BUILDING EXERCISE
Staff Liaison Hernandez led a team building exercise.
8. CIVIC ENGAGEMENT VIDEO
Staff Liaison Hernandez presented a Civic Engagement video.
9. YOUTH COMMISSION PRESENTATION
Staff Liaison Hernandez gave an overview of Commissioner roles and responsibilities.
10. COMMISSION REPORTS
Commissioners provided updates on various youth activities they are involved in.
11. ADJOURNMENT

Dear Commissioners,
This is Kelly McCormick. Im a Public Health Educator with San Dieguito Alliance. I would like to
welcome new members of the Youth Commission and thank returning members for your
service to the City of Encinitas, particularly for your dedication to improving the lives of young
people in our community.
As you may know, after this meeting, the City Council will hold a Public Hearing on a proposal
to ban the sale of flavored tobacco products in the city. This is due, in large part, to your work
on the issue. Last year, Council Member Joe Mosca asked the Youth Commission to study the
impact of flavored tobacco and make a recommendation on a ban.
You concluded that a ban was warranted, recognizing that companies use flavored tobacco
products and e-liquids to attract young users, that nicotine is highly addictive, and that vaping,
smoking, and smokeless tobacco products can cause serious health problems and premature
death.
Banning the sale of flavored tobacco would send a strong message that you recognize what
the tobacco industry is doing and that youre taking a stand against it. The ban also
would help promote better health for your friends, classmates, and future teenagers by
making these products less available.
