COMMISSIONER SIMS MOVED APPROVAL OF THE MARCH 2, 2020 REGULAR MEETING
MINUTES. SECOND BY COMMISSIONER LEES, AND THE MOTION CARRIED 7-0.

Action Items
8A. Review and Approve the 2020/21 Commission for the Arts Work Plan
Staff liaison Gilliam reviewed the proposed 2020/21 Work Plan and the Commissioners
collectively made changes. Commissioner Lees moved approval of the Work Plan, second by
Commissioner Abraham, and the motion carried 7-0.

Informational Items
9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that the RFP (Request for Proposal) for the Encinitas Blvd
undercrossing public art project is with the City attorney and will be provided to Commissioners
for review. Staff has developed an RFB (Request for Bid) for the five concrete pedestals for
Sculpture Installation Program and an RFB to install an LED lighting system in the art gallery at
the Encinitas Community Center. Caltrans has reviewed the application for the Santa Fe
undercrossing and we are awaiting approval. Installation of the mosaics is anticipated to begin
the last week of August.
9B. Encinitas Friends of the Arts Report: Commissioner Sims
Commissioner Sims had nothing new to report. Staff liaison Gilliam reported that the Friends of
the Arts has postponed the Passport to Italy and is developing a Passport to Encinitas as a
virtual event.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam

Staff liaison Gilliam shared that the City has the necessary licensing agreements with ASCAP
and BMI in order to present online concerts and is awaiting the results of a grant for funding.
Staff is currently updating the Citys arts organization document.
