Commissioner Abraham called the meeting to order at 5:04 p.m.

ACTION
COMMISSIONER REDLITZ MOVED APPROVAL OF THE FEBRUARY 3, 2020 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER CORRALES-SCHMITT, AND THE
MOTION CARRIED 3-0 (COMMISSIONERS ABRAHAM, SEELERT, VALENZUELA AND
SIMS ABTAINED)

8A. Commission for the Arts Chair and Vice Chair
Commissioner Abraham opened the floor for nominations for Chair. Commissioner Lees
nominated Commissioner Abraham for Chair and Commissioner Redlitz supported the
nomination. Commissioner Abraham accepted the nomination. Commissioners voted 7-0 in
support of Commissioner Abraham.
Commissioner Abraham opened the floor for nominations for Vice Chair. Commissioner Lees
nominated Commissioner Corrales-Schmitt and Commissioner Redlitz supported the
nomination. Commissioner Corrales-Schmitt accepted the nomination. Commissioners voted 7-
0 in support of Commissioner Corrales-Schmitt.
8B. Commission for the Arts 2020/21 Meeting Calendar
Staff liaison Gilliam presented the commission with dates for meetings and events for
FY2020/21. Commissioner Lees moved approval of the Commission for the Arts 2020/21
Meeting Calendar, second by Commissioner Sims, and the motion carried 7-0.
8C. Review the 2019/20 Commission for the Arts Work Plan and Develop Draft 2020/21 Work
Plan.
Staff liaison Gilliam reviewed the 2019/20 Work Plan and the Commissioners collaboratively
drafted the 2020/21 Commission for the Arts Work Plan. Commissioner Corrales-Schmitt moved
approval, second by Commissioner Redlitz, and the motion carried 7-0.

8D. Appoint a Commissioner to Serve on the Evaluation Panel for the Community Grant
Program.
Commissioner Lees volunteered to serve on the panel. Commissioner Sims moved approval,
second by Commissioner Valenzuela, and the motion carried 7-0.

Informational Items
9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that there will be a presentation at next months meeting regarding the
El Portal project. Staff liaison Gilliam provided an update regarding the Caltrans Santa Fe
Undercrossing project and the Encinitas Blvd Undercrossing project. An RFP will be released soon
for artists to submit their artwork for consideration.
9B. Encinitas Friends of the Arts Report: Commissioner Sims
Commissioner Sims reported that the Balalaika Orchestra concert was a success. Funds will go
toward the purchase of public art. The next event will be Passport to Italy with an Italian themed
wedding.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam shared that 270 tickets were sold for the Balalaika concert held on March 1,
2020. The March 13 concert will feature Czech violinist Pavel Sporcl and Russian pianist Svetlana
Smolina.
