Call to Order
Chair Stefanko called the meeting to order at 5:03 p.m.

Present: Commissioners Corrales-Schmitt, Lees, Redlitz, Sabeck, Stefanko and one vacancy
Also Present: Arts Program Administrator Jim Gilliam, Arts Program Assistant Brigid Parsons,
and Management Analyst Julie Gilliam

Staff Liaison Gilliam thanked Commissioners Stefanko and Sabeck for their dedication and
service to the Commission for the Arts.

COMMISSIONER LEES MOVED APPROVAL OF THE JANUARY 6, 2020 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER CORRALES-SCHMITT, AND THE
MOTION CARRIED 5-0 (COMMISSIONER ABRAHAM WAS ABSENT)

Action Items
8A. Review 2019/20 Commission for the Arts Work Plan.
Staff liaison Gilliam presented the 2019/20 Commission for the Arts Work Plan and provided
updates regarding public art at the El Portal underpass. City staff is trying to incorporate more
space for public art for this project. The Commissioners expressed the desire to have input on
the design of the El Portal project.
COMMISSIONER REDLITZ MOVED APPROVAL THAT CITY STAFF PROVIDE A
PRESENTATION OF THE EL PORTAL DESIGN TO THE COMMISSION FOR THE ARTS
WITHIN THE NEXT 60 DAYS FOR REVIEW BY THE COMMISSION FOR THE ARTS.
SECOND BY COMMISSIONER CORRALES-SCHMITT, AND THE MOTION CARRIED 5-0
(COMMISSIONER ABRAHAM WAS ABSENT)
Staff liaison Gilliam informed the Commissioners that due to the change in membership, ad hoc
committee appointments will be shifting for the various sub-committees. Chair and Vice-Chair
positions will be voted on during the March meeting.
Staff liaison Gilliam announced that Council has directed City staff to move forward with a
survey of residents and stakeholders regarding Pacific View. Data collected through the survey
might contain useful information to be included in the Community Art Survey.

Staff liaison Gilliam announced that applications will be open soon accepted for the California
Arts Council for the Cultural Districts and he will work with the ad hoc committee regarding the
application process.
Staff liaison Gilliam shared that Art Night Encinitas was held on Saturday, February 1.
Attendance and art sales were strong in comparison with previous Art Nights. It was noted that
larger passenger vans are needed due to the increased ridership.

9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam provided an update regarding the Caltrans Santa Fe Undercrossing project.
9B. Encinitas Friends of the Arts Report: Commissioner Sabeck
Commissioner Sabeck reported that the dedication concert for the new grand piano at the
Community and Senior Center went very well with 200 in attendance. The Balalaika Orchestra
concert will be held at the community center on March 1, at 3:00 p.m. The Italian Wedding event
will be held on May 30.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam announced that concerts using the new piano will be held in the community
center starting in the spring.
