Call to Order
Commissioner Abraham called the meeting to order at 5:21 p.m.

COMMISSIONER LEES MOVED APPROVAL OF THE DECEMBER 2, 2019 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER REDLITZ, AND THE MOTION
CARRIED 4-0 (COMMISSIONER STEFANKO ARRIVED AT 5:24 PM AND COMMISSIONER
SABECK WAS ABSENT)

Action Items
8A. Review 2019/20 Commission for the Arts Work Plan.
Staff liaison Gilliam presented the 2019/20 Commission for the Arts Work Plan and provided
updates regarding the goal of implementing more recognition and an improved web presence
for exhibiting artists. The KPBS Arts Brief, in January, will be promoting the February 1
Encinitas Arts Night with publicity via TV, radio, and internet. Four of the six Arts Nights in 2020
have been confirmed with a KPBS Arts Brief. The Betty Scalise Foundation through the Coastal
Communities Foundation is funding the music Encinitas Arts Nights for a second year by
awarding a grant in the amount of three thousand dollars. Staff Liaison Gilliam announced a
new public art project has been brought forth to the Commission, the Undercrossing at El Portal.
Commissioner Redlitz shared that he submitted a draft of the Community Survey and Arts
Master Plan Update to Arts Program Administrator Gilliam and Chair Stefanko. Staff liaison
Gilliam encouraged the commissioners to work on creating a draft Public Art Ordinance during
Spring 2020.
Staff liaison Gilliam reported that Council approved the name of the Standard Pacific Park Site to
be Olympus Park. The public art component of the park happens at the end of the build.

9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that the mosaic at Stonesteps was vandalized and is undergoing
repair.
9B. Encinitas Friends of the Arts Report: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that there will be a dedication concert for the new piano at the
Community and Senior Center which is tentatively scheduled for January 26, 2020 at 4:00 p.m.
The Memorandum of Understanding with Encinitas Friends of the Arts has been approved and
is effective through December 2021.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reminded the Commissioners if they are going to miss a commission meeting,
if they provide advance notice to staff, arrangements can be made for them to have remote
access via phone to the meeting and it will not be counted as an absence.
