Chair Stefanko called the meeting to order at 5:03 p.m.

ACTION
COMMISSIONER STEFANKO MOVED APPROVAL OF THE OCTOBER 7, 2019 REGULAR
MEETING MINUTES. SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION
CARRIED 3-0 (COMMISSIONERS CORRALES-SCHMITT, LEES AND SIMS WERE ABSENT,
AND COMMISSIONER SABECK ABSTAINED).

Action Items
8A. Review 2019/20 Commission for the Arts Work Plan.
Staff liaison Gilliam presented the 2019/20 Commission for the Arts Work Plan and provided
updates regarding the Community Art Survey and discussed the Art Night Encinitas Holiday Art
Sale to be held on November 23 rd at the civic art galleries. Staff liaison Gilliam reported that in
2020, staff will be working on increasing the web presence and marketing efforts for exhibiting
artists.

Informational Items
9A. Public Art Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that staff is working on the RFP for Encinitas Blvd. Undercrossing. Most
of the artists for Santa Fe Drive Undercrossing have completed their Cal Trans agreements. Staff is
going to ask Council for funds for public art that were previously approved in FY 2018-19.
9B. Encinitas Friends of the Arts Report: Commissioner Sabeck

Commissioner Sabeck reported that the 6 annual Encinitas Dia de los Muertos held on October 26
was a successful event. Commissioner Sabeck reported that the Encinitas Friends of the Arts is
working on a date to hold a fundraiser for the purchase of the Orpheus sculpture by Jeffery
Laudenslager. The Member Appreciation Reception will take place on December 5, 2019.

9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that there were approximately 4,000 in attendance at the Dia de los
Muertos event. Staff liaison Gilliam reported that Brigid Parsons joined the Cultural Arts Division and
he is looking forward to working with her.
