CITY OF ENCINITAS YOUTH COMMISSION

1.CALL TO ORDER
Vice-Chair Kulick called the meeting to order at 4:31 P.M.
2. ROLL CALL
Present: Commissioners Gilligan, Kulick, Schneider, Colombo, Sakai, Foo and one
vacancy.
Also Present: Recreation Supervisor Hernandez, Recreation Services Manager Karlen,
Climate Action Plan Program Administrator Najera and Management Analyst Gilliam
Absent: Commissioners Robinson and Diaz

4A. Presentation by Climate Action Plan Program Administrator Najera
Program Administrator Najera presented a Power Point presentatio
Citys Climate Action Plan and the direction the City is headed
change.
5. ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF
Public Speaker Kelly McCormick spoke to the issue of Solana Beachs flavored
tobacco ban.
Public Speaker Michael von Neumann spoke to Bike Walk Encinitas.
Public Speaker Kristine Schindler spoke to Bike Walk Encinitas.

REGULAR YOUTH COMMISSION MEETING MINUTES, SECOND BY
COMMISSIONER FOO, AND THE MOTION CARRIED 6-0 (COMMISSIONERS
ROBINSON AND DIAZ WERE ABSENT, AND THERE WAS ONE VACANCY).
8. ACTION ITEMS
8A. Appoint a Commissioner to serve on the Evaluation Panel for the
Program.
Commissioner Kulick nominated himself to serve on the Evaluation Panel, second by
Commissioner Gilligan, and the motion carried 6-0 (Commissions Robinson and Diaz were
absent, and there was one vacancy).

8B. Review 2019/20 Youth Commission Work Plan.
Supervisor Hernandez presented the 2019/20 Youth Commission Work Plan and provided
updates regarding several focus areas.
9. INFORMATIONAL ITEMS
9A. Department Updates Manager Karlen
Manager Karlen reported that Summer registration is open and some camps are already
full with waiting lists. The patio project at the Community & Senior Center is expected to
begin soon and the design contract is under negotiations. Applic
employment will be accepted soon through the Citys website.
