COUNCIL AND THE ENCINITAS HOUSING AUTHORITY
OCTOBER 30, 2019, 5:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Since this was a Special Joint meeting between the City Council and the Housing
Authority, Chair Blakespear called the meeting to order at 5:00 P.M.
Housing Authority: Chair Catherine S. Blakespear, Vice-Chair Jody Hubbard,
Commissioners Kellie Shay Hinze, Tony Kranz, Joe Mosca and Tenant Commissioners
Lynn McGruder and Lu Mohler
City Council: Mayor Catherine S. Blakespear, Deputy Mayor Jody Hubbard, Council
Members Kellie Shay Hinze, Tony Kranz and Joe Mosca
Absent: None
Also Present: City Manager Brust, Board Attorney Devaney, Principal Planner Gates,
Development Services Director Wisneski, Housing Contract Employee Schwarm, Board
Clerk Hollywood and Deputy Board Clerk Bingham
There being a quorum present, the meeting was in order.
Board Clerk Hollywood announced that the Encinitas Housing Authority Members receive
an independent stipend of $50 for convening the Housing Authority meetings pursuant to
Housing Authority Resolution No. 94-04.
AGENDA ITEMS
H1. Approval of the minutes of the October 10, 2018 Special Meeting and February 6,
2019 Special Joint Meeting. Contact Person: City Clerk Hollywood
Recommended Action: Approve the Minutes.
BOARD/COUNCIL ACTION:
Kranz moved, Mosca seconded to approve the minutes of the October 10
2018 Special Meeting and the February 6, 2019 Special Joint Meeting. Motion
carried. Ayes: Blakespear, Kranz, Mohler, Mosca. Nays: None. Abstain: Hinze,
Hubbard, McGruder.
H2. Potential affordable housing incentives to encourage the creation of more
affordable housing units than what is required under the City's current
inclusionary housing ordinance. Contact Person: Principal Planner Gates

Recommended Action: Staff recommends that the City Council provide
direction as appropriate regarding affordable housing incentives to be further
analyzed.
Housing Contract Employee Schwarm presented the staff report.
BOARD/COUNCIL CONSENSUS:
The Board/Council discussed and provided direction to staff regarding affordable
housing incentives to be further analyzed for future consideration.
