MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING
NOVEMBER 19, 2019, 2:00 P.M., 505 SOUTH VULCAN AVENUE
1. CALL TO ORDER
Commissioner Lerchbacker called the meeting to order at 2:00 p.m.
2. ROLL CALL
Present: Commissioners Lerchbacker, Powell, Angel, Lennox, Schnack, Stewart and one
vacancy
Also Present: Parks and Recreation Director Campbell, Senior Center Manager Goodsell,
Recreation Services Manager Karlen, and Management Analyst Gilliam
Absent: None
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Parks and Recreation Director, Jennifer Campbell
Parks and Recreation Director Campbell provided updates on the progress of the plans for the
Standard Pacific Park site. Director Campbell informed the Commission that the potential park
names are being provided to the Parks and Recreation Commission for review tonight and their
recommendation will be provided to the City Council on December 18, 2019 for consideration.
Updates regarding Trails 82 and 95 were given and completion of their connectivity is
anticipated to occur in Summer/Fall of 2020. The Encinitas Holiday Parade will take place on

December 7, 2019 with the following theme: Encinitas on the Move. Director Campbell
announced that there will be a new event, Cyclovia, happening, on January 12, 2020 to
promote the Climate Action Plan. Director Campbell thanked the Commissioners for their
service to the City.
4B. Intergenerational Program Assistant for North County HHSA, Brooke Lunquist
Intergenerational Program Assistant Brook Lunquist shared a PowerPoint presentation which
outlined services offered through the County of San Diego Health and Human Services Agency
that incorporate activities or programs connecting generations.
4C. Gary and Mary West Pace, Community Outreach Manager, Mary Jurgensen
Outreach Manager Jurgensen shared a PowerPoint presentation which summarized services
offered to seniors to remain healthy and living in their own home.

Approval of the October 15, 2019 regular meeting minutes.

8. ACTION ITEMS
8A. Senior Citizen Commission Annual Work Plan Review and Goal Setting
Commissioners provided updates regarding the FY 2019/20 Senior Citizen Commission Work
Plan goals.
9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report.
Senior Center Manager Goodsell provided an update on Senior Center programs and services.
The City is still accepting applications to fill the unscheduledncy on the Senior Citizen
Commission for the term ending March 1, 2021. The deadline was extended until the position is
filled. Information regarding Encinitas Art Night, to be held on Saturday, November 23 was
presented and Manager Goodsell announced that the Community and Senior Centers parking
lot will be undergoing ADA improvements. Manager Goodsell applied for a grant from the
Sahm Family Foundation. If the City is awarded the grant, funds will be applied towards the
purchase of outdoor patio furniture, shade structures and outdoor fitness equipment for
installation at the Community and Senior Center.
