CALL TO ORDER Chair Diaz called the meeting to order at 4:30 P.M. 2. ROLL CALL Present: Commissioners Colombo, Diaz, Foo, Gilligan, Kulick, Robinson, Sakai and Schneider (Commissioners Gilligan and Schneider arrived late 4:33 P.M.) APPROVAL OF THE OCTOBER 2, 2019 YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER KULICK MOVED APPROVAL OF THE OCTOBER 2, 2019 REGULAR YOUTH COMMISSION MINUTES, SECOND BY COMMISSIONER SAKAI, AND THE MOTION CARRIED 7 -0. (COMMISSIONER ROBINSON ABSTAINED) 8. ACTION ITEMS 8A. FY 2019 -20 YOUTH COMMISSION WORK PLAN Focus Area: Civic Engagement (Youth Commission Government, All Term: Tour of City Hall, Speakers from Commissioners August 19 - None Departments) June 20 -1- Commissioners will learn more about various City departments and City policies through speakers, tours, and hands on activities. VULCAN AVENUE, ENCINITAS, CA -2- Collaborate with the Senior Commission Citizen Commission Ad Focus Area: Intergenerational Term: Revenue Hoc to formulate 2 Recreation Programming Gilligan, Sakai August 19 - Potential recreational, social, and June 20 educational opportunities between the youth, adult, and senior community. Commissioners will learn the importance of recycling Focus Area: Zero Waste, Food All Commission and implementation of a 3 Recycling Program and Commissioners Term: None zero -waste food recycling Recycling /Clean Up Efforts August 19 - program. The Commission June 20 will explore other strategies for recycling and promotion of a clean environment. Commissioners gain awareness of the Commission importance of our local 4 Focus Area: Coastal Science Colombo, Diaz, Term: None environment and natural Education Program Kulick, Sakai August 19 - resources, and gain June 20 knowledge about conditions in a coastal community. Commissioners will learn about urban forestry and its importance to the community. ACTION COMMISSIONER GILLIGAN MOVED APPROVAL OF THE FY 2019 -20 YOUTH COMMISSION WORK PLAN, SECOND BY COMMISSIONER FOO, AND THE MOTION CARRIED 8 -0. 9. INFORMATIONAL ITEMS 9A.DEPARTMENT UPDATES — MANAGER KARLEN Manager Karlen reported that construction on the Standard Specific Park site is tentatively scheduled to start in January, and tentatively scheduled to be completed in the summer. He reported that suggested names for this park have been collected through an online survey, and the name selection process will be based on the City's naming standards. Manager Karlen also reported that staff are working on the Winter Recreation Guide. In addition, Manager Karlen requested that if Commissioners are aware of any new potential programs or qualified new instructors to notify him. He also notified the Commission that the January 2020 Youth Commission Regular Meeting will be on January 8th, instead of January 1, 2020 due to the New Year's Day Holiday. 10.
