Chair Stefanko called the meeting to order at 5:05 p.m.

COMMISSIONER LEES MOVED APPROVAL OF THE SEPTEMBER 9, 2019 SPECIAL
MEETING MINUTES. SECOND BY COMMISSIONER CORRALES-SCHMITT, AND THE
MOTION CARRIED 5-0 (COMMISSIONERS SABECK AND SIMS WERE ABSENT.)

Action Items
8A. Review 2019/20 Commission for the Arts Work Plan.
Staff liaison Gilliam presented the 2019/20 Commission for the Arts Work Plan and reviewed the
ad hoc committee members for each goal.
8B. Approve Ad Hoc Committee Updated Recommendations for Artistic Content for the
Encinitas Blvd. Undercrossing.
Staff liaison Gilliam, Chair Stefanko and Commissioner Abraham presented as Commissioner
Sabeck was absent. The proposed changes in the wording of the artistic content was discussed
at length.
ACTION
COMMISSIONER ABRAHAM MOVED APPROVAL OF THE AD HOC COMMITTEE
RECOMMENDATIONS. SECOND BY COMMISSIONER LEES, AND THE MOTION CARRIED
5-0 (COMMISSIONERS SABECK AND SIMS WERE ABSENT).

Informational Items
9A. Public Art Report. Contact Person: Arts Program Administrator Gi
Staff liaison Gilliam reported that Encinitas Friends of the Arts is actively working to fundraise and
purchase the Jeffery Laudenslager sculpture, Orpheus, at the K Street Parkway and gift it to the City
of Encinitas.

9B. Encinitas Friends of the Arts Report: Arts Program Administrator Gilliam

Staff liaison Gilliam provided information on the 6 annual Encinitas Dia de los Muertos event to be
held on October 26 from 12pm 4pm. Passport to Italy will be held on May 30, 2020.
9C. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam
Staff liaison Gilliam reported that Cheryl Ehlers retired and the City is in the process of filling the
position. The idea of having a Holiday Art Sale as part of Art Night Encinitas on November 23 was
suggested to the commissioners and they were in enthusiastic support.
