HOUSING AUTHORITY SPECIAL JOINT MEETING
FEBRUARY 6, 2019, 6:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Because this was a Special Joint Meeting of the Encinitas City Council and the Encinitas
Housing Authority, Mayor Blakespear called the meeting to order at 6:12 P.M.
Present: Chair Catherine S. Blakespear, Vice-Chair Jody Hubbard, Commissioners
Kellie Shay Hinze, Tony Kranz and Joe Mosca, and Tenant Commissioners
Lupita Chavez and Lu Mohler
Absent: None
Also present: City Manager Brust, Board Attorney Sabine, Housing Analyst Piano-Jones,
Principal Planner Langager, Director of Development Services Wsneski,
Special Counsel Eric Phillips, Board Clerk Hollywood and Deputy Board
Clerk Bingham
There being a quorum present, the meeting was in order.
Board Clerk Hollywood announced that the Encinitas Housing Authority members receive
an independent stipend of $50 for convening the Housing Authority meetings pursuant to
Housing Authority Resolution No. 94-04.
AGENDA ITEMS
H1. Contract Amendment #2 with Hyder & Company to extend the contract term and
allow for additional costs for Property Management Services and Maintenance of
sixteen Encinitas Housing Authority Owned Condominium Units at Pacific Pines.

Recommended Action: Authorize the Executive Director, or designee, in
consultation with the City Attorney, to sign Contract Amendment #2 in substantial
form with Hyder & Company to: 1) Extend the term of the existing Property
Management and Maintenance Contract for a three-month period, from April 1,
2019 to June 30, 2019, and increase the contract amount $10,000; with all other
contract provisions to remain in place; and 2) Effective July 1, 2019, further
extend the term of the existing Property Management and Maintenance Contract
for a three-year period, from July 1, 2019 to June 30, 2022; include clarifying
language related to eligible personnel and mileage expenses; and increase the
contract amount by $137,649 for a total contract amount, from April 1, 2016 to
June 30, 2022, not to exceed $267,282.

Before Agenda Item H1 was heard, Housing Tenant Commissioners Lupita
Chavez and Lu Mohler recused themselves from this item because they both
reside at Pacific Pines Condominiums. Commissioners Chavez and Mohler left
the Council Chambers.
Housing Analyst Piano-Jones presented the staff report.

COUNCIL ACTION:
Mosca moved, Kranz seconded to authorize the Executive Director, or
designee, in consultation with the City Attorney, to sign Contract
Amendment#2 in substantial form with Hyder & Company to: 1) Extend the

Housing Tenant Commissioners Chavez and Mohler returned to the Council
Chambers.
H2. General Discussion of Housing Issues including review and direction in response
to the State Housing and Community Development (HCD) 45-day Review
Comment Letter regarding the draft Housing Plan Update 2019. Contact Person
Principal Planner Langager
Recommended Action: Staff recommends that the Council: 1) Provide direction
as appropriate related to the HCD 45-day Review Letter regarding the draft
Housing Plan Update; and 2) Review and discuss other housing issues and
provide direction as appropriate.
Principal Planner Langager presented the staff report and introduced Special
Counsel Eric Phillips who reviewed the recommended actions related to the HCD
Findings letter dated February 4, 2019.

BOARD/COUNCIL CONSENSUS:
There was Board/Council consensus to direct staff to move forward with the
recommended actions as presented and to direct the City's lobbyist,
Jonathon Clay, to work on behalf of the Board/City to reduce the threat of
litigation from the State.
