SPECIAL MEETING
OCTOBER 10, 2018, 5:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Chair Blakespear called the meeting to order at 5:04 P.M.
Present: Chair Catherine S. Blakespear, Vice-Chair Joe Mosca, Commissioners
Tasha Boerner Horvath, Tony Kranz and Mark Muir, and. Tenant
Commissioners Lupita Chavez and Lu Mohler
Absent: None
Also Present: Board Secretary Brust, Board Attorney Sabine, Temporary Housing
Coordinator Piano-Jones, Development Services Director Wisneski,
Housing Contract Employee Schwarm, Principal Planner Langager, Board
Clerk Hollywood and Deputy Board Clerk Bingham
There being a quorum present, the meeting was in order.
Board Clerk Hollywood announced that the Encinitas Housing Authority members receive
an independent stipend of $50 for convening the Housing Authority meetings pursuant to
Housing Authority Resolution No. 94-04.
AGENDA ITEM
H1. Approval of the Minutes of the March 22, 2017 Special Meeting and June 28,
2017 Special Meeting. Contact Person: City Clerk Hollywood
Recommended Action:Approve the Minutes.
COUNCIL ACTION:
Mosca moved, Kranz seconded to approve the minutes as presented.
Motion carried. Ayes: Blakespear, Boerner Horvath, Chavez, Kranz, Mohler,
Mosca, Muir. Nays: None.
H2. Affordable housing information workshop. Contact Person: Temporary Housing
Coordinator Piano-Jones
Recommended Action: Staff recommends that the Encinitas Housing Authority
Board receive the information and provide direction to staff, if needed.

Temporary Housing Coordinator Piano-Jones presented an overview of
affordable housing in Encinitas.
Housing Contract Employee Schwarm presented an overview of funding
programs, tax credits and what they are and how they work, related to affordable
housing and public/private partnerships.
Ms. Piano-Jones stated that the following affordable housing panel was available
for questions: Ginger Hitzke, President Hitzke Development; Steve Bram,
Principal/CEO, Opportune Companies; John Seymour, Vice-President,
Acquisition & Forward Planning, National Core; and Nicki Cometa, Chief
Financial Officer, Affirmed Housing.
SPEAKERS;
Michael McSweeney, Donna Westbrook and Damien Mavis spoke.
After discussion, there was Council consensus to receive the report.
