1. CALL TO ORDER
Supervisor Hernandez called the meeting to order at 4:31 p.m.

Present: Commissioners Diaz, Foo, Gilligan, Kulick, Sakai and Schneider
Also Present: Recreation Supervisor Hernandez, Recreation Services Manager Karlen,
and Management Analyst Colombo
Absent: Commissioners Colombo and Robinson

5A. Commissioners took the oath of office conducted by the Commission
Secretary Colombo.

Speaker Nancy Perry- Sheridan provided the Commission an overview of SARDS
(Severe Acute Respiratory Disease Syndrome).

10B. FY 2018 -19 YOUTH COMMISSION WORK PLAN
Commissioners were given City Council goals and also brainstormed ideas for
consideration for ten work plan initiatives to be finalized at the next meeting.
Commissioner Colombo suggested a beach clean -up followed by a beach
volleyball clinic (previously submitted to Supervisor Hernandez).
Commissioner Colombo suggested partnering with the Humane Society on an
event such as an adoption day (previously submitted to Supervisor Hernandez).
Commissioner Colombo suggested a Holiday Light Contest that the Senior
Commission and Youth Commission could sponsor and judge within Encinitas
(previously submitted to Supervisor Hernandez).
Commissioner Kulick suggested public education efforts on bluff safety.
Commissioner Diaz suggested a competition for a beach clean -up.
Commissioner Foo suggested a beach clean -up and public education.
Commissioner Diaz suggested working with the Senior Commission for youth to
provide technology support and assistance to Senior Citizens in the Community
due to a generational gap.
Commissioner Sakai reported she is interested in continuing the
intergenerational program from last year.
Commissioner Kulick reported he is interested in continuing the intergenerational
program but focused on younger children such as preschool children.
Commissioner Sakai, Kulick, Foo, Gilligan interested in learning more about
civics and participating in day in the life of a City employee.
Commissioner Gilligan, Diaz and Foo indicated interest in raising awareness in
the younger generation in recycling and reducing waste.
Commissioner Kulick brought up Commissioner Colombo's suggestion regarding
a partnership with the Humane Society and suggested an event where healing
dogs are brought to schools for a day to interact with students as they currently
do in a program at San Dieguito Academy.
Commissioners Gilligan, Kulick and Foo indicated interest in putting together a
Youth Yard Sale at the Community Center.

10C. FY2019 -20 YOUTH COMMISSION MEETING CALENDAR
Supervisor Hernandez presented the Meeting Calendar.

11. DEPARTMENT UPDATES
11A. RECREATION SERVICES REPORT
Manager Karlen reported that the busy summer season is completed. Fall
programming is underway, and staff are working on putting together
Winter programs. Manager Karlen indicated that the next event is at
Cottonwood Creek Park, if Commissioners would like to volunteer or
attend on October 12th, 2019 with a showing of Dumbo. Interested
Commissioner volunteers can contact Supervisor Rundle.
11B. COMMISSION MEMBER RESOURCE HANDBOOK
Supervisor Hernandez indicated that the Commission Member Handbooks
were provided to Commissioners at the Orientation meeting in August and
highlighted the absence policy.
11C. 2019 -20 CITY EVENTS CALENDAR
Supervisor Hernandez presented the 2019 -20 City Events calendar. The
calendar reflects all the events in Encinitas including non - profit special
events.
