1. CALL TO ORDER
Commissioner Muir called the meeting to order at 4:28 p.m.
2. ROLL CALL
Present: Commissioners Bruhahn, Gilligan, Vitenson, Muir, Galloway, Kulick, Sakai,
Schneider, Tommy Yarbrough, and Tyler Yarbrough
Also Present: Staff Liaison Rundle, Recreation Services Manager Karlen, Recreation
Supervisor Hernandez, and Management Analyst Morrow
Absent: Commissioner Drewelow

8. ACTION ITEMS
8A. FY 2018-19 Youth Commission Work Plan
Recommended Action: Discuss work plan and report on work plan related
activities.
Focus Area: Sea Level Rise Staff Liaison Rundle indicated he contacted Scripps Institute of
Subcommittee Oceanography; they may be able to send a speaker to the Youth
Commission. Manager Karlen indicated the City is recruiting for
the Program Administrator- Coastal Zone position.

Focus Area: EV Charging Station
Manager Karlen reported the Youth Commission will be involved
2 in helping with the design of the display screens. A preliminary
meeting will be held January 17.
Focus Area: Coastal Science Staff Liaison Rundle noted the City is recruiting for the Program
3 Education Program Administrator-Coastal Zone position.
4 Focus Area: Urban Forestry Staff Liaison Rundle indicated the Arbor Day event will be in
May.
Focus Area: Buffer Bike Lanes Staff Liaison Rundle is trying to set up a presentation for the
5 Youth Commission.
Focus Area: Standard Pacific Manager Karlen stated the design is completed and on budget;
6 Park Site a field trip will be scheduled in Spring. Commissioner Bruhahn
reported that he attended the meeting where designs were
discussed.
Focus Area: Intergenerational Staff Liaison Rundle announced new programming at the
7 Recreation Programming Encinitas Community and Senior Center. Manager Karlen stated
the Department is working on partnerships with the library.
Karlen asked for additional Commissioners to provide input.
Focus Area: I-5 North Project Commissioner Tommy Yarbrough announced he with
8 Commissioners Tyler Yarbrough and Bruhahn participated in the
I-5 underpass mosaic art review meeting.
9 Focus Area: School District Manager Karlen stated Director Campbell asked that a tour of
Liaison Committee safe routes to school be scheduled.
Focus Area: Beacon's Beach Bluff Manager Karlen stated we're at a standstill. The Parks,
10 Improvement Project Recreation and Cultural Arts Department continues to do the
regular maintenance. Staff is waiting for results of a Whale Tail
grant application.
Focus Area: Cardiff Train Platform
11 and Trail Project Staff Liaison Rundle indicated he will be planning a site visit.
Focus Area: Encinitas Fire Staff Liaison Rundle announced the Day in the Life of a
12 Department Firefighter event on February 9. It will take place at Station 5 and
Commissioners are encouraged to participate.
Focus Area: Zero Waste/ Food Commissioner Galloway reported she volunteered with food
Recycling Program waste recycling at the State of the City event in 2018. Staff
13 Liaison Rundle announced volunteers are needed for the 2019
State of the City and more information will be provided.
Focus Area: Attend a minimum of Commissioner Kulick announced he attended the Holiday
two City Sponsored Events Parade. Tyler Yarbrough said he attended the Moonlight Beach
Bash. Staff Liaison Rundle announced the February 15
Sweetheart's Ball. Manager Karlen said a step and repeat will be
14 used for photos; volunteer photographers and ticket takers are
needed.

9. INFORMATIONAL ITEMS
9A. Department Updates — Manager Karlen
Manager Karlen gave Department staffing updates. He indicated the
recreation guide will go out to homes at the end of February. Summer job
opportunities include positions with day camps, youth sports groups, and a
new Ambassador Program. He reported on meetings with the Boys and
Girls Club and County Library. Karlen stressed the importance of
communicating with Staff Liaison Rundle regarding upcoming
announcements and events.
9B. New Recreation Supervisor Christian Hernandez— Manager Karlen
Manager Karlen introduced the Department's new Recreation Supervisor
Christian Hernandez. Supervisor Hernandez will take over the Staff
Liaison role for the Youth Commission the following year.
9C. Important upcoming meeting dates — Supervisor Rundle
Staff Liaison Rundle emphasized the importance of accomplishing goals
on the Work Plan.
