On February 14, 1990, the City issued Building Permit No. 90-140 approving an addition to the existing single-family residence. Government Code Section 66499.34 states that"the issuance of a permit shall constitute real property which has been approved for development." Government Code Section 66499.35(c) further states "A certificate of compliance shall be issued for any real property that has been approved for development pursuant to Section 66499.34."
