Chair Stefanko called the meeting to order at 5:33 p.m.

4A. Conduct the Oath of Office for Commissioner Redlitz.
Commissioner Redlitz completed the oath of office.

Oral Communications / Possible Direction to Staff
Public speakers Jim Filanc and Carolyn Cope requested the Commission include an agenda
item in April to discuss Commission support of the 2019 Heritage Tree Topper Contest
celebrating 25 years.

COMMISSIONER STEFANKO MOVED APPROVAL OF THE DECEMBER 3, 2018 REGULAR
MEETING MINUTES, WITH CHANGES REFLECTING COMMISSIONER LEES WAS
PRESENT FOR THE MOTION OF ITEM 7 APPROVAL OF THE NOVEMBER 5, 2018
REGULAR MEETING MINUTES AND COMMISSIONER ABRAHAM ABSTAINED. SECOND
BY COMMISSIONER SABECK, AND THE MOTION CARRIED 5-0 (COMMISSIONERS
REDLITZ ABSTAINED AND COMMISSIONER SIMS WAS ABSENT.)

8A. Commission for the Arts Work Plan
Staff liaison Gilliam reviewed the existing work plan, requested Commissioners review members
serving on the Ad-Hoc Committee and provide updates.
ACTION
COMMISSIONER SABECK MOTIONED TO HAVE COMMISSIONER REDLITZ SERVE ON
THE PUBLIC ART AD-HOC COMMITTEE. FOLLOWING COMMISSION DISCUSSION
COMMISSIONER SABECK MADE A SUBSTITUTE MOTION TO HAVE COMMISSIONER
REDLITZ SERVE AS AN ALTERNATE ON THE PUBLIC ART AD-HOC COMMITTEE,
SECOND BY COMMISSIONER ABRAHAM, AND THE MOTION CARRIED 6-0.
(COMMISSIONER SIMS WAS ABSENT.)
8B. Approve Recommendation from the Ad Hoc Committee for Public Art at the Santa Fe Drive

Staff liaison Gilliam provided updates on the Santa Fe Drive Undercrossing mosaic project and
reviewed the proposed four new mosaic designs.
ACTION
COMMISSIONER STEFANKO MOVED APPROVAL OF THE FOUR COUNCIL MOSAICS
FOR THE SANTA FE UNDERCROSSING PROJECT, SECOND BY COMMISSIONER
ABRAHAM, AND THE MOTION CARRIED 6-0. (COMMISSIONER SIMS WAS ABSENT.)
8C. Commission for the Arts chair and Vice Chair. Contact Person: Arts Program Administrator
Gilliam.
Chair Stefanko reviewed the nomination process and opened the floor for nominations for Chair.
ACTION
COMMISSIONERS ABRAHAM AND SABECK NOMINATED COMMISSIONER STEFANKO
FOR CHAIR, AND COMMISSIONER STEFANKO ACCEPTED. THERE WERE NO
ADDITIONAL NOMINATIONS AND COMMISSIONER STEFANKO WAS ELECTED CHAIR
WITH A 6-0 VOTE. (COMMISSIONER SIMS WAS ABSENT.)
Chair Stefanko opened the floor for nominations for Vice Chair.
ACTION
COMMISSIONER SCHMITT NOMINATED COMMISSIONER ABRAHAM AS VICE CHAIR
AND COMMISSIONER ABRAHAM ACCEPTED. THERE WERE NO ADDITIONAL
NOMINATIONS AND COMMISSIONER ABRAHAM WAS ELECTED VICE CHAIR WITH A 6-0
VOTE. (COMMISSIONER SIMS WAS ABSENT.)
8D. Commission for the Arts 2019-20 Meeting Calendar. Contact Person Arts Program
Administrator Gilliam.
Staff liaison Gilliam reviewed the proposed 2019-20 meeting calendar.
ACTION
CHAIR STEFANKO MOVED APPROVAL OF THE 2019-20 COMMISSION FOR THE ARTS
MEETING CALENDAR, SECOND BY COMMISSIONER SCHMITT, AND THE MOTION
CARRIED 6-0. (COMMISSIONER SIMS WAS ABSENT.)

Informational Items
9A. March Commission Calendar, contact person Arts Administrator Gilliam.
1. Balalaika Orchestra, March 2 at the Encinitas Community Center
Staff liaison Gilliam shared photos of the March 2 event and accepted event
recommendations.
2. Wednesdays@Noon, March 6, 13, 20 and 27 at the Encinitas Library
Staff liaison Gilliam reported the noon concerts are at capacity for attendance.
3. Humanity Sculpture Unveiling, March 9, 10:00 a.m. at the J Street Overlook
Staff liaison Gilliam invited Commissioners to the unveiling ceremony.
4. Music By The Sea, March 16 concert at the Encinitas Library
Staff liaison Gilliam shared the musicians, performing on March 16, are from Russia.
9B. Public Art Report, contact person Arts Program Administrator Gilliam.
Staff liaison Gilliam had no additional updates.
9C. Encinitas Friends of the Arts Report, contact person Commissioner Sabeck.
Commissioner Sabeck shared the next event is Passport to Dance on May 11.

9D. Cultural Arts Division Report, contact person Arts Program Administrator Gilliam.
Staff liaison Gilliam shared he has PC Forms 700 available for completion following the meeting and
that he will begin looking for a concert grand piano in March.

Commissioner Initiated Agenda Items
None
11.
Future Agenda Items Added by Commission Members
Commissioners Less and Abraham requested an agenda item to discuss the Heritage Tree
topper project at the April meeting. Commissioner Schmitt and Stefanko requested an
agenda item that wine and beer be served at Art Night Encinitas. Staff liaison Gilliam will
schedule a meeting for the Ad Hoc committee to discuss the details of including this at future
events.

Commissioners gave updates on arts related topics.
