Dear Frank Florez:
The Planning Department has completed the review of your grading plans for permit 948 -SG at
411 Santa Fe Drive. Based upon this review the project will require revisions. Please provide
the following corrections to the grading plans:
1. Label the associated Coastal Development Permit Number (08- 022CDP) on the plans.
2. A space for the Planning Department approval (By and Date) shall be added to Sheet 1 of
the Plans.
3. Label the following Planning Notes on Sheet 1 of the plans:
a. The associated Coastal Development Permit# 08 -022 shall be approved prior to
the removal of any tanks.
b. The applicant/ representative shall obtain approval of a demolition permit from
the Building Department prior to the removal of any tanks or infrastructure.
c. The Fire Department shall be on -site during the tank removal.
d. All tanks shall be dry iced with 15 lb. per 1000 gallon tank capacity to inert vapor.
e. The lower explosive limit shall be 10% or less prior to the tank removals.
f. No tanks shall be cut on -site, and shall be removed in the same day.

PERMIT CONDITIONS: For tank systems that are to be removed, the excavation shall be exposed prior to the scheduled
inspection and sampling points identified by the DEH inspector. Sampling is required for both tanks) and piping. The tank(s)
and piping must remain in the excavation until the DEH Inspector approves the removal.
1. All piping and underground storage tanks must be removed at the same time. Failure to do so will result in a re- inspection and
$674.00 re- inspection fee.
2. At least one sample must be analyzed for MTBE and related oxygenates (DIPE, TAME, ETBE, TBA) using EPA Method 8260B
3. Certificate of Disposal /manifests required for tank
4. Formerly SW RCB Forms A and B will be required to be submitted
Please be advised:
All underground storage tanks that are to be removed must be cleaned and property inerted prior to the removal
1) The tanks are visually free from all product, sludge, rinsate and debris. Residual staining caused by soil and waste
consisting of light shadows, slight streaks, or minor discolorations, and soil and waste in cracks, crevices and pits may be present.
2) Tanks that held a Hazardous material or hazardous waste that had the potential to generate flammable vapors, must be properly
inerted. A combustible gas indicator (CGI), which is properly calibrated, shall be used to measure the concentration of flammable
vapor at the top, center and bottom of the underground storage tank. The concentration of flammable vapor must be below twenty
percent of the Lower Explosive Limit (LEL) for the material that was contained in the tank(s) and the oxygen concentration shall be the
same as that of ambient air, approximately 20.8 %. The underground storage tank(s) must inerted with dry ice using a minimum of 15
pounds for every 1000 gallons of tank capacity.
3) Failure to have the tank property cleaned prior to the time of the removal will result in the cancellation of the removal and will require a
re- inspection and $385.00 re- inspection fee.
This office must be given at least 48 hours notice for all required Underground Storage Tank Activity. Please call at (619) 338 -2214 to schedule

THIS PERMIT DOES NOT EXCUSE ANY OWNER OR OPERATOR FROM COMPLYING WITH ALL APPLICABLE FEDERAL, STATE, COUNTY OR

In accordance with your authorization, Anthony - Taylor Consultants, Inc. presents the
following recommendations for backfill of the tank excavations on the subject site at 411
Santa Fe Dr. in Encinitas, California. These recommendations are provided at the request of

RECOMMENDATIONS
U Ground Water is Encountered
We recommend that the tank removal excavations be backfilled with either select backfill (I -
inch minus) or float rock (3/4 -inch minus) to slightly above the ground water level
encountered (a minimum of 2 to 3 inches). The material shall be provided some compaction
effort to consolidate the material prior to placing a layer of Mirafi 140N (or equivalent) over
the top of the coarse backfill. Following the filter fabric placement, the remainder of the
excavation can be backfilled with approved fill soils up to finished subgrade elevations. The
backfill above the filter fabric should be predominantly granular and shall be placed in uniform
lifts (not exceeding 8 inches in compacted thickness) and be compacted by mechanical means
to at least 90 percent relative compaction (based on ASTM D 1557 -00). Use of on -site soils
may permitted for backfill if free of deleterious material (trash, debris) and over size material
greater than 6 inches in maximum dimension. Placement and compaction of fill should be
performed in accordance with local grading ordinances under the observation and testing of
the geotechnical consultant.
