Your approved plan will remain valid for six months. If the permit is not issued within six months from the date of approval of the drawings, the plans will be subject to review by City staff for compliance with current codes and regulations before a permit can be issued, and changes to the approved plans as well as additional fees may be required. Additionally, work covered by an Engineering permit shall commence within 90 days of the permit issuance or the permit shall become invalid. Engineering permits expire following 90 days of inactivity on the work covered by the permit. Please read through this letter carefully and contact the City with any questions you may have. It contains information about many requirements that may apply to your project and can make the process clearer and easier for you. In order to obtain the permits to construct the work shown on your approved plans, you will need to satisfy the requirements below. All of the items listed below must be submitted to the Engineering front counter in one complete package at the time the applicant comes in to pull the permit. Partial submittals of any kind will not be accepted. Your project planchecker will not accept any of the documents listed on behalf of the Engineering front counter staff; all items must be submitted to the front counter directly together and at one time. The correct number of each of the requested documents must be provided; copies of documents submitted to the City during plancheck do not reduce the necessary quantities listed below. (1) Provide 4 print sets of the approved drawing 10433 -G and I Provide 2 copies of soils report "Geotechnical Investigation, Proposed Four Parcel Residential Subdivision, 680 Westlake Street, Encinitas, California" prepared by Martin R. Owen, Geotechnical Engineer and dated November 12, 2009 (Project No. 091027). Submit 2 copies of the approved, signed (not draft) Resolution of Approval or Notice of Decision for Planning Case # 07 -164 TPM /CDP to be routed by the City to inspector and file. Pay additional plancheck fees in the amount indicated in the fee table below Pay NPDES plancheck fees in the amount indicated in the fee table below. (2) Post Security Deposits to guarantee all of the work shown on your approved drawings. The amounts of security deposits are determined directly from the Approved Engineer's Cost Estimate generated by your engineer according to a set of predetermined unit prices for each kind of work shown on your plans. You will be required to post security deposit(s) as follows: (a) Security Deposit for Grading Permit 10433 -G: in the amount $109.288.00 to guarantee both performance and labor/ materials for earthwork, drainage, private improvements, and erosion control. (c) Security Deposit for Undergrounding of Overhead Utilities: N/A (d) Security Deposit for Deferred Monumentation: in the amount of $2,063.00 to guarantee the setting of the monuments for your project. The amount of the security deposit is based directly upon the Monumentation Cost Estimate provided by your project engineer. A minimum of 20% and up to 100% of the amount listed in item(s) 2(a) must be in the form of cash, certificate of deposit, letter of credit, or an assignment of account. Up to 80% of the amount listed in item 2(a) may be in the form of auto - renewing Performance and Labor and Materials Bonds issued by a State of California licensed surety company. Up to 100% of the amount(s) listed in item(s) 2(b), 2(c), and /or 2(d) may be in the form of auto - renewing Labor and Materials bonds issued by a State of California licensed surety company. Cash, certificates of deposit, letters of credit, and assignments of account are also acceptable financial instruments. The flood control fee is assessed at a rate of $0.21 per square foot of net new impervious surface area for driveway and parking areas as created per the approved plan. (4) Provide the name, address, telephone number, state license number, and license type of the construction contractor. The construction of any improvements within the public riaht -of -way or public easements is restricted to qualified contractors possessing the required state license as listed in the table below. The contractor must also have on file with the City current evidence of one million dollar liability insurance listing the City of Encinitas as co- insured. Additional requirements are described in the handout "Requirements for Proof of Insurance" available at the Engineering front counter. (6) This project does not propose land disturbance in excess of one acre and is exempt from the State Storm Water Pollution Prevention Plan (SWPPP) requirement. An erosion control plan shall be implemented per the approved grading plan. Preconstruction Meeting: A preconstruction meeting at the project site is mandatory for all projects. The preconstruction meeting may not be scheduled until the Engineering permit(s) have been issued, and the applicant/contractor must give the assigned Engineering inspector a minimum of 48 hours advance notice prior to the scheduled meeting time. Right -of -Way Construction Permit: A separate right -of -way construction permit will be required for any work in the public right -of -way or public easements. Typically, this work may include construction or reconstruction of a portion of the driveway within the public right -of -way, excavation, backfill, and resurfacing to install electric, gas, telephone, and cable television lines, or water and sewer connections. A permit fee of $300.00 per application and a site plan, preferably the work order issued by the public utility, will be required. Contractor license and insurance requirements apply. Permits must be issued at least 48 hours in advance of the start of work. Haul Routes, Traffic Control Plans, and Transportation Permits: These separate permits may be required for your project and are handled by the Traffic Engineering Division. A fee of $250.00 is required for traffic control plans. For more details, contact Raymond Guarnes, Engineering Technician, at (760) 633 -2704. Release of Project Securities: The partial or complete release of project securities is initiated project inspector. The processing and release of securities may take up to 4 weeks after the release process is initiated by the project Engineering inspector. Any cash releases will be mailed to the address on this letter unless the City is otherwise notified, and all letters mailed to a financial institution will be copied to the owner listed hereon. Satisfactory completion of Final Inspection certified by the project Engineering inspector is a prerequisite to full release of the Security Deposit assigned to any Grading Permit. A sum in the amount of 25% of the securities posted for improvement permits will be held for a one -year warranty period, and a release is automatically initiated at the end of that warranty period. Construction Changes: Construction changes prepared by the Engineer of Work will be required for all changes to the approved plans. Requests for construction change approval should be submitted to the Engineering Services Department front counter as redlined mark -ups on 2 blueline prints of the approved Drawing. Changes are subject to approval prior to field implementation. Substantial increases in valuation due to the proposed changes may be cause for assessment and collection of additional inspection fees and security deposits. Construction change fees of $200.00 and $350.00 will be assessed for minor and major construction changes, respectively. Construction changes necessitating a new plan sheet will be assessed the per -sheet plancheck and NPDES plancheck fees in lieu of the construction change fee. Construction changes not previously approved and submitted as as -built drawings at the end of the construction process will be rejected and the securities release will be delayed. Change of Ownership: If a change of ownership occurs following approval of the drawing(s), the new owner will be required to submit to the City a construction change revising the title sheet of the plan to reflect the new ownership. The construction change shall be submitted to the Engineering front counter as redline mark -ups on two blueline prints of the approved drawing together with two copies of the grant deed or title report reflecting the new ownership. Construction change fees apply. The current owner will be required to post new securities to replace those held by the City under the name of the former owner, and the securities posted by the former owner will be released when the replacement securities have been received and approved by the City. Change of Engineer of Work: If a change in engineer of work occurs following the approval of the drawing(s), a construction change shall be submitted for review and approval by the Engineering Department. Two copies of the forms for the assumption of responsibility by the new engineer and the release of responsibility by the former engineer shall be completed and submitted to the City. Construction change fees apply. As- builts: Project as -built drawings prepared by the Engineer of Work will be required prior to Final Grading acceptance by Engineering Services. Changes to the approved plans require a construction change to be submitted to the City prior to field implementation. Construction changes may not be submitted as as- builts at the end of the construction process. This letter does not change owner or successor -in- interest obligations. Construction is a dynamic operation where changes are expected. Stormwater BMPs for construction sites are usually temporary measures that require frequent maintenance to maintain effectiveness and may require relocation, revision, and re- installation, particularly as project grading progresses. If minimum BMPs are infeasible or deemed inadequate at any specific site, the City will require the implementation of equivalent or alternative BMPs in order to minimize and /or eliminate non- stormwater discharge. DEFINITIONS Best Management Practices or "BMPs" means schedules of activities, pollution treatment practices or devices, prohibitions of practices, general good housekeeping practices, pollution prevention and educational practices, operation and maintenance procedures, and other management practices or devices to prevent or reduce the discharge of pollutants directly or indirectly to Storm Water, Receiving Waters, or the Storm Water Conveyance System. Illegal Discharge is any discharge to the Storm Water Conveyance System that is not composed entirely of Storm Water. Inactive Construction Site means that construction activities have ceased for a period of 7 or more consecutive calendar days. At any time of the year, an inactive site must be fully protected from erosions and discharges of sediment. State General Construction Storm Water Permit means State Water Resources Control Board Water Quality Order No. 2009-0009 - DWQ, Waste Discharge Requirements for Discharges of Storm Water Associated with Construction Activities, and any amendments thereto. Storm Water Conveyance System means private and public drainage facilities within the City of Encinitas by which Storm Water may be conveyed to waters of the United States, including but not limited to, streets, roads, catch basins, natural and artificial channels, natural and artificial drainage features, aqueducts, canyons, stream beds, gullies, curbs, gutters, ditches, and storm drains. Wet Season means October 1 thru April 30 of each year. EMC 20.08.040 • ILLEGAL DISCHARGES A. Discharge of Storm Water. The grading operations involved backfill of utility trenches reestablishment of subgrade and installation of base material The earthwork operations during removal and recompaction were observed and tested under the supervision from a representative of IET. This as- graded report summarizes our geotechnical observations, field and laboratory test results and the geotechnical conditions encountered during the grading operations on the site. In addition, this report provides conclusions and recommendations for the site work. The grading was performed by Pacific Coast Development Group. IET was not responsible for line and grade. 20 SUMMARY OF AS- GRADED CONDITION AND FIELD OPERATIONS Grading work started and finished in February 2012 .Grading operations included: 1) removal of soils for trench excavation and replacing the soils as compacted fill. 2) placement of compacted fill and base material to design grade. 2.l Site Preparation Prior to grading, undocumented fill, topsoil, and alluvium were removed down to competent material, which generally consists of competent silty sand. The maximum depth of remedial removals on the site, below the existing surface, was approximately 2 feet below the existing grade. Areas to receive fill were scarified a minimum of 6 inches, moisture- conditioned as needed to obtain a near -optimum moisture content and compacted to a minimum 90 percent relative compaction, as determined by ASTM Test Method D1557. 2.2 Fill Placement After processing the areas to receive fill, soils were generally spread in approximately 6 -inch lifts (when needed) , moisture- conditioned as needed to attain near -optimum moisture content and compacted to at least 90 percent of the maximum dry density in accordance with ASTM Test Method D1557. Compaction was achieved by use of heavy -duty construction equipment. Areas of fill in which either field density tests indicated less than 90 percent relative compaction or the soils exhibited nonuniformity and/or showed an inadequate or excessive moisture content, were reworked, recompacted, and retested until a minimum 90 percent relative compaction and near -optimum moisture content was achieved. Additionally, the relative compaction for the base materials directly beneath the asphalt pavement met or exceeded 95 percent Project No. 11 -2311 Page 1 May 3, 2012 23 2.4 Laboratory Testing Laboratory maximum dry density tests of representative onsite/import soils were performed in general accordance with ASTM D 1557. The test locations were within the proposed new street improvement. The results of the field density tests are summarized in Appendix A. The field density testing was performed in general accordance with the applicable ASTM standards and the current standard of care in the industry. In -situ soil density testing is intended to verify the effectiveness of the earthmoving operation in general and is performed on a spot -check basis; as such, some variations in relative compaction should be expected from the results documented herein. 3.0 CONCLUSIONS AND RECOMMENDA TIONS Grading operations for the subject improvement was performed in general accordance with the geotechnical recommendations made during the course of grading and the City of Encinitas requirements. It is our professional opinion that the subject grading is suitable for its intended commercial use provided proper landscaping, irrigation, and maintenance programs are implemented. 4.0 LIMITATIONS Our services were performed using the degree of care and skill ordinarily exercised, under similar circumstances, by reputable engineers and geologists practicing in this or similar localities. No other warranty, expressed or implied, is made as to the conclusions and professional advice included in this report. However, changes in the conditions of a property can and do occur with the passage of time, whether they be due to natural processes or the works of man on this or adjacent properties. The grading operations involved removal and recompaction for the proposed building pads. The earthwork operations during removal and recompaction were observed and tested under the supervision from a representative of 1ET. This as- graded report summarizes our geotechnical observations, field and laboratory test results and the geotechnical conditions encountered during the grading operations for the building pads. In addition, this report provides conclusions and recommendations for the proposed site work. The grading plan prepared by the Project Civil Engineer was utilized as a base map to present the approximate locations of the field density tests within the limits of the grading. The Field Density Test Location Map (Plate 1) is included in this report (rear of the text). The grading was performed by Pacific Coast Development. IET was not responsible for line and grade. 1.0 SUMMARY OFAS- GRADED CONDITIONAND FIELD OPERATIONS Grading work began and finished in November 2011. Grading operations included: 1) removal of buried debris surficial 2) removal of potentially compressible soils down to competent native soils and 3) placement of compacted fill soils to design grade. 2.1 Site Preparation Following remedial removals, which included buried debris, the removal bottoms were approved by a representative of IET, removals were 3 feet below the bottom of the new proposed footing and 5 feet outside the building footprint. Areas to receive fill were scarified a minimum of 6 inches, moisture- conditioned as needed to obtain a near - optimum moisture content and compacted to a minimum 90 percent relative compaction, as determined by ASTM Test Method D1557. 1.1 Fill Placement After processing the areas to receive fill, native soils were generally spread in approximately 8 -inch lifts, moisture - conditioned as needed to attain near - optimum moisture content and compacted to at least 90 percent of the maximum dry density in accordance with ASTM Test Method 131557. Compaction was achieved by use of heavy -duty construction equipment. Areas of fill in which either field density tests indicated less than 90 percent relative compaction or the soils exhibited nonuniformity and/or showed an inadequate or excessive moisture content, were reworked, recompacted, and retested until a minimum 90 percent relative compaction and near - optimum moisture content was achieved. The results of these tests are presented in the table below. Table l — Maximum Dry Density and Optimum Moisture Content 2.4 Field Density Testing Field density testing was performed using the Sand Cone Method (ASTM Test Method D 1556) and Nuclear -Gauge Method (ASTM Test Methods D2922 -96 and D3017 -96). The approximate test locations are shown on the Field Density Test Location Map (Plate 1). The results of the field density tests are summarized in Appendix A. The field density testing was performed in general accordance with the applicable ASTM standards and the current standard of care in the industry. In -situ soil density testing is intended to verify the effectiveness of the earthmoving operation in general and is performed on a spot -check basis; as such, some variations in relative compaction should be expected from the results documented herein. 3.0 CONCL USIONS AND RECOMMENDATIONS Grading operations for the site work at the proposed subdivision were performed in general accordance with the geotechnical recommendations made during the course of grading and the City of Encinitas requirements. The samples taken and submitted for laboratory testing, the observations made and the in -situ field testing performed are believed representative of the entire building pad; however, soil and geologic conditions revealed by excavation may be different than our preliminary findings. If this occurs, the changed conditions must be evaluated by the project soils engineer and geologist and design(s) adjusted as required or alternate design(s) recommended. This report is issued with the understanding that it is the responsibility of the owner, or of his/her representative, to ensure that the information and recommendations contained herein are brought to the attention of the architect and/or project engineer and incorporated into the plans, and the necessary steps are taken to see that the contractor and/or subcontractor properly implements the recommendations in the field. The contractor and/or subcontractor should notify the owner if they consider any of the recommendations presented herein to be unsafe. The findings of this report are valid as of the present date. GEOLOGY From published, California Division of Mines and Geology maps of the area, dated 1996, the site is underlain by dense, sandstone bedrock of the Torrey Sandstone Formation. GEOLOGIC HAZARDS AND SEISMICITY There are no known geologic hazards, such as landsliding or mapped earthquake faults at the site. However, buildings are subject to ground shaking and possible damage from earthquakes on nearby, or more distant, active faults. SEISMIC DESIGN VALUES The following 2007 CBC seismic design values were obtained using the USGS Earthquake Hazards Program (based on the 2006 International Building Code). RECOMMENDATIONS 1. EARTHWORK • Removal of Surface Obstructions Any surface obstructions, debris and vegetation should be removed from the site prior to grading. • Removal of Loose Surface Soils In general, dense bedrock exists close to the ground surface. However, pockets of loose surface soils were encountered to a depth of about 4 feet on Parcels 3 and 4. In graded areas, any loose soils should be removed down to dense natural soils or bedrock. Removal depths should be verified by the Geotechnical Engineer during grading. • Overeacavation of Building Pads In addition to the above, building pads should be overexcavated to sufficient depth to provide a 3 feet minimum thickness of compacted fill beneath buildings. The limits of pad overexcavation should extend a minimum distance of 5 feet outside building areas. • Fill Suitability The on -site soils may be reused as compacted fill provided they are free of debris, organic materials, and cobbles or rock fragments over 6 inches in dimension. Import fill soil should be predominantly sandy and low expansive and approved by the Geotechnical Engineer. • Compaction and Method of Filling Prior to placing fill, the exposed soils should be scarified to a depth of 6 to 8 inches, moistened or dried to slightly above optimum moisture conditions, and compacted to at least 90 percent relative compaction. All fill should be compacted to a minimum relative compaction of 90 percent as determined by ASTM D1557. Fill should be placed at slightly above optimum moisture conditions, in lifts 6 to 8 inches thick, with each lift compacted by mechanical means. Fill slopes should also be compacted to at least 90 percent. Martin R. Retaining wall backfill should also be compacted to at least 90 percent. All earthwork, fill placement and compaction should be performed in accordance with the grading requirements of the City of Encinitas. Grading observation and fill placement and compaction should be observed and tested as necessary by the Geotechnical Engineer. SLOPE STABILITY The proposed fill slopes and the existing slope at the north end of the site should be grossly and surficially stable, provided fill slopes are properly compacted and slopes are planted with appropriate deep-rooted vegetation. 2. FOUNDATIONS • Footing Depths One and two -story residential buildings may be supported on continuous and/or individual footings in compacted fill at a minimum depth of 18 inches. Footing depths should be measured below lowest adjacent ground surface or building pad grade, whichever is deeper. Footings near the tops of slopes should extend to sufficient depth to provide a minimum horizontal distance of 7 feet between the bottom outside edge of the footing and the face of the slope. • Reinforcing of Footings Minimum reinforcing of continuous footings should consist of four No. 5 rebars, placed two at the top and two at the bottom of the footing. • Allowable Soil Bearing Value Footings in compacted fill may be designed for an allowable, dead plus live bearing value of 2,000 pounds per square foot, with a one -third increase for all loads, including wind or seismic. • Lateral Load Resistance Lateral loads may be resisted by passive pressures in compacted fill soils. An allowable passive pressure of 300 pcf may be used. A soil/concrete friction factor of 0.35 may also be used for footings in compacted fill. When combining frictional and passive resistance, the passive resistance should be reduced by one - third. Martin R. The Geotechnical Engineer should inspect and approve the footing excavations prior to placing reinforcing steel. 3. FLOOR SLABS Floor slabs should be at least 5 inches thick and reinforced with No. 4 rebars placed at 18 inches on centers in two directions and supported on concrete blocks at mid - height in the slab. Floor slabs should be underlain by 4 inches of clean sand. A 10 -mil visqueen moisture barrier should be placed at mid- height in the sand layer. Some shrinkage cracking of floor slabs is possible. 4. EXTERIOR SLABS AND DRIVEWAYS Exterior slabs and concrete driveways should be at least 5 inches thick and reinforced with No. 4 rebars placed at 18 inches on centers in two directions and supported on concrete blocks at mid - height in the slab. Slabs should be underlain by 4 inches of clean sand. Expansion joints should be provided at 10 feet maximum spacings. Some shrinkage cracking of exterior slabs is possible. 5. RETAINING WALLS Cantilever retaining walls may be designed using the following soil values: • Active, equivalent fluid soil pressure (level backfill) = 40 pcf • Active equivalent fluid soil pressure (2:1 sloping backfill) = 60 pcf The above soil values assume that retaining walls will be properly drained. Wall drainage consisting of a perforated pipe at the base of the wall surrounded by fabric - wrapped drain rock to at least half the height of the wall should be provided. Alternatively, J -Drain composite fabric and pipe may be used for wall drainage. The onsite soils are suitable for wall backfill provided they meet the requirements for fill specified previously. For retaining wall foundation design, please refer to the previous Foundations section. Martin R. DRAINAGE Surface drainage should be directed away from building foundations. This report should be considered valid for a period of three (3) years, and is subject to review and possible change following that time. Your approved plan will remain valid for six months. If the permit is not issued within six months from the date of approval of the drawings, the plans will be subject to review by City staff for compliance with current codes and regulations before a permit can be issued, and changes to the approved plans as well as additional fees may be required. Additionally, work covered by an Engineering permit shall commence within 90 days of the permit issuance or the permit shall become invalid. An erosion control plan shall be implemented per the approved grading plan. Preconstruction Meeting: A preconstruction meeting at the project site is mandatory for all projects. The preconstruction meeting may not be scheduled until the Engineering permit(s) have been issued, and the applicant/contractor must give the assigned Engineering inspector a minimum of 48 hours advance notice prior to the scheduled meeting time. Right -of -Way Construction Permit: A separate right -of -way construction permit will be required for any work in the public right -of -way or public easements. Typically, this work may include construction or reconstruction of a portion of the driveway within the public right -of -way, excavation, backfill, and resurfacing to install electric, gas, telephone, and cable television lines, or water and sewer connections. A permit fee of $300.00 per application and a site plan, preferably the work order issued by the public utility, will be required. Contractor license and insurance requirements apply. Permits must be issued at least 48 hours in advance of the start of work. Haul Routes, Traffic Control Plans, and Transportation Permits: These separate permits may be required for your project and are handled by the Traffic Engineering Division. Release of Project Securities: The partial or complete release of proiect securities is initiated automatically by the Citv after submission of satisfactory as -built drawings to the City and approval by the Droiect Enaineerina inspector. Applicant requests cannot be addressed without release approval from the project inspector. The processing and release of securities may take up to 4 weeks after the release process is initiated by the project Engineering inspector. Any cash releases will be mailed to the address on this letter unless the City is otherwise notified, and all letters mailed to a financial institution will be copied to the owner listed hereon. Satisfactory completion of Final Inspection certified by the project Engineering inspector is a prerequisite to full release of the Security Deposit assigned to any Grading Permit. A sum in the amount of 25 % of the securities posted for improvement permits will be held for a one -year warranty period, and a release is automatically initiated at the end of that warranty period. Construction Changes: Construction changes prepared by the Engineer of Work will be required for all changes to the approved plans. Requests for construction change approval should be submitted to the Engineering Services Department front counter as redlined mark -ups on 2 blueline prints of the approved Drawing. Changes are subject to approval prior to field implementation. Substantial increases in valuation due to the proposed changes may be cause for assessment and collection of additional inspection fees and security deposits. Construction change fees of $200.00 and $350.00 will be assessed for minor and major construction changes, respectively. Construction changes necessitating a new plan sheet will be assessed the per -sheet plancheck and NPDES plancheck fees in lieu of the construction change fee. Construction changes not previously approved and submitted as as -built drawings at the end of the construction process will be rejected and the securities release will be delayed. Change of Ownership: If a change of ownership occurs following approval of the drawing(s), the new owner will be required to submit to the City a construction change revising the title sheet of the plan to reflect the new ownership. The construction change shall be submitted to the Engineering front counter as redline mark -ups on two blueline prints of the approved drawing together with two copies of the grant deed or title report reflecting the new ownership. Construction change fees apply. The current owner will be required to post new securities to replace those held by the City under the name of the former owner, and the securities posted by the former owner will be released when the replacement securities have been received and approved by the City. Change of Engineer of Work: If a change in engineer of work occurs following the approval of the drawing(s), a construction change shall be submitted for review and approval by the Engineering Department. Two copies of the forms for the assumption of responsibility by the new engineer and the release of responsibility by the former engineer shall be completed and submitted to the City.
