2019-02-19 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING FREBRUARY 19,2019,2:00P.M., 505 SOUTH VULCAN AVENUE 1.CALL TO ORDER Commissioner Powellcalledthe meeting to order at 2:00p.m. 2.ROLL CALL Present:CommissionersPowell, Schnack, Lennox, Stewart, andVance(2:10p.m.). Also Present:SeniorCenter Manager Goodsell,Recreation Manager Karlen,andProgram Assistant Gilliam Absent: Commissioners Lerchbacker and Schneiderman There being a quorum present, the meeting was in order. 3.PLEDGE OF ALLEGIANCE 4.SPECIALPRESENTATIONS AND PROCLAMATION 4A.Anna Kenneally and Janaira Quigley providedinformation on partnering stay-at-home parents with homebound seniors who need assistance, and building a test community in Encinitas. 4B. Development ServicesDepartment Pedestrian Safety Update, Traffic Engineer, Abraham Bandegan. Traffic Engineer Bandegan provided statistics regarding accidents that occurred over a ten year time span from 1/1/07 –12/31/16 in Encinitas. 5.ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF June Meyers spoke regarding the Senior Center computer lab. Beverly Tierney spoke regarding the Senior Center computer lab. Charles Swan spoke regarding the Senior Center computer lab. Craig Smith spoke regarding the Senior Center computer lab. Gregory Neville spoke regarding the Senior Center computer lab. Gerry Rahill spoke regarding the Senior Center computer lab. Don Laufer spoke regarding the Senior Center computer lab. 6.CHANGES TO THE AGENDA None ACTION COMMISSIONER VANCEMOVEDAPPROVALOFTHE FEBRUARY 19,2019MEETING AGENDA, SECOND BY COMMISSIONERLENNOX, AND THE MOTION CARRIED 5-0 (COMMISSIONERS LERCHBACKER AND SCHNEIDERMAN WERE ABSENT). 7.APPROVAL OF THE MINUTES Approval of the January 15,2019meeting minutes ACTION COMMISSIONER LENNOXMOVEDAPPROVAL OF THE JANUARY15,2019MEETING MINUTES,SECOND BY COMMISSIONER VANCE,AND THEMOTION CARRIED5-0 (COMMISSIONERS LERCHBACKER AND SCHNEIDERMAN WERE ABSENT). 8.ACTIONITEMS 8A.Senior CitizenCommission Annual Work Plan Goals and Outcomes Goal 1–Commissioners Lennox and Stewart attended the Carlsbad Senior Citizen Commission meeting. Goal 2 –Commissioners Powell, Stewart, Lennox and Schnack attended the Senior Expo on February 2, 2019. Goal 3 –Michelle Van Hoff, Development Director Alzheimer’s San Diego will be a guest speaker in March. Tara Guggino, Jewish Family Services, Northern San Diego Rides & Smiles Coordinator On The Go will speak on April16, 2019. Goal 4–Commissioner Vancementionedthe court case has not been resolved by the judge and the details are still being worked out. Goal 5–Senior Awards Programbegan December 27, 2018 and nominations wereaccepted through February 14, 2019. Goal 6–Commissioner Powell mentioned the Ad Hoc committee will request to meet with the Oceanside Transportation Department to address how they handle their passenger wait list. Goal 7 –The Encinitas Library will host another Death Café on April9th from 3:30pm-5:30pm. The Ad Hoc committee met with theYouth CommissionIntergenerational Program Ad Hoc Committeetodiscuss collaborative intergenerational programming.Commissioner Lennox thanked the public speakers for addressing the Commission. Goal 8 –Commissioner Schnack will be offering anAdvance Care Planning course at the Senior Centerto take place on March 14 and March 21. 9.INFORMATIONAL ITEMS 9A. Senior Center Operations Report. Senior Center Manager Goodsell providedanupdate on Senior Center programsand shared that Josh Lainfiesta is the new Recreation Supervisor at the EncinitasCommunity and Senior Center.The Encinitas Senior Center participated in the Love Your Heart programon February th 14.Manger Goodsell thanked the public speakers and shared regarding the background history and reason for changes to the Senior Center computer lab. 10.COMMISSION MEMBER INITIATED AGENDA ITEM None 11.FUTUREAGENDA ITEMS ADDED BY COMMISSION MEMEBERS None 12.COMMISSION REPORTS 12A.Roundtable–All Commissioners Commissioner Schnack spoke about the National Healthcare Interest Day at Lake San Marcos on April 16, 2019.
