2019-01-15 MINUTES OF THE ENCINITAS SENIOR CITIZENCOMMISSIONMEETING JANUARY 15,2019,2:00P.M., 505 SOUTH VULCAN AVENUE 1.CALL TO ORDER Commissioner Lerchbackercalledthe meeting to order at 2:00p.m. 2.ROLL CALL Present:CommissionersLerchbacker, Powell, Schnack, Lennox, Stewart, Schneiderman andVance(2:03). Also Present:SeniorCenter Manager Goodsell,Recreation Manager Karlen, Director Campbell,andProgram Assistant Gilliam Absent: None There being a quorum present, the meeting was in order. 3.PLEDGE OF ALLEGIANCE 4.SPECIALPRESENTATIONS AND PROCLAMATION 4A.Seniors on the Go, City of Oceanside Program Specialist, Christopher Palmer presented information regarding the Oceanside Transportation Program.The program receives grant funding through SANDAG, and they partner with FACT and Yellow Cab. 4B. Foundation for Senior Wellbeing, Executive Director, Sarah Benson presented information regarding TheFoundation for Senior Wellbeing. The Foundation is dedicated to improving the wellbeing of a growing population of seniors throughout North San Diego County. 4C. Encinitas Parks, Recreation and Cultural Arts Department Director Campbell provided updates regarding the Standard Pacific Park site, trail projects,and theEasy2Hike trail app. Updates were provided regarding staffs’ work on the second year of the two year budget. ADA upgrades are being implemented at the Community andSenior Centerparking lot and maintenance work willbedone on the stairs at Swami’s and Grandview. Additional programming will be introduced for seniors. The Senior Dance on New Year’s Eve was a selloutand Director Campbell thanked the Commissioners for their continued service to the Department and theCity. 5.ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF Janaira Quigley spoke regarding partnering stay-at-home parents with homebound seniors who need assistance with transportation, handyman services and companionship. 6.CHANGES TO THE AGENDA None ACTION COMMISSIONER VANCEMOVEDAPPROVAL OFTHE JANUARY 15,2019MEETING AGENDA, SECOND BY COMMISSIONERSCHNEIDERMAN, AND THE MOTION CARRIED 7-0. APPROVAL OF THE MINUTES 7A.Approval of the November 20,2018meeting minutes ACTION COMMISSIONER STEWARTMOVEDAPPROVAL OF THE NOVEMBER20,2018 MEETING MINUTES,SECOND BY COMMISSIONER VANCE,AND THEMOTION CARRIED7-0. 7.ACTIONITEMS 8A.Senior Center Commission Annual Work Plan Goals and Outcomes Goal 1–none nd Goal 2 –The Senior Health and Wellness Expo on Saturday, February 2will be held at the Encinitas Community and Senior Center from 10am-2pm. Four Commissioners participated in st, the Encinitas Holiday Parade on December 12018. Goal 3 –none Goal 4–Commissioner Stewart mentionedCouncil’s pre-approved back yard plan Goal 5–Encinitas Rotary Club has confirmed their partnership with the Senior Awards Program. Nominations are being accepted through February 14, 2019. Goal 6–none Goal 7 –The Encinitas Library will host another Death Café on April9th from 3:30pm-5:30pm. Recreation Manager Karlen addressed that the Youth Commission is looking to conduct some intergenerational programming. Youth Commissioners have been asked to connect with Senior Citizen Commissioners to conduct a joint ad-hoc committee meeting. Commissioner Stewart addressed the changes to the computer area in the Senior Center. Commissioner Powell discussed the possibility of a partnership with a local fitness company. Goal 8 –Commissioner Schnack will be offering another Advance Care Planning course at the Senior Center. Commissioner Lennox requested an update regarding the Pedestrian Safety Update that was presented to the Commission in November. Commissioner Schnack plans to continueto visit other facilities to look for practices that the Encinitas Senior Center might adopt. 8.INFORMATIONAL ITEMS 9A. Senior Center Operations Report Recreation Manager Karlen provided updates regarding department staff changes.
