9. NO GRADING OPERATIONS SHALL COMMENCE UNTIL A PRE - CONSTRUCTION MEETING HAS BEEN
HELD ONSITE WITH THE FOLLOWING PEOPLE PRESENT: CITY INSPECTOR, CIVIL ENGINEER, SOILS
ENGINEER, GRADING CONTRACTOR AND PERMITTEE. THE PRE - CONSTRUCTION MEETING SHALL

10. PRIOR TO HAULING DIRT OR CONSTRUCTION MATERIALS TO ANY PROPOSED CONSTRUCTION
SITE WITHIN THIS PROJECT THE DEVELOPER SHALL SUBMIT TO AND RECEIVE APPROVAL FROM
THE CITY ENGINEER FOR THE PROPOSED HAUL ROUTE. THE DEVELOPER SHALL COMPLY WITH
ALL CONDITIONS AND REQUIREMENTS THE CITY ENGINEER' MAY IMPOSE WITH REGARDS TO THE
HAULING OPERATION.
11. UPON FINAL COMPLETION OF THE WORK UNDER THE GRADING PERMIT, BUT PRIOR TO FINAL
GRADING APPROVAL AND /OR FINAL RELEASE OF SECURITY, AN "AS GRADED CERTIFICATION"
SHALL BE PROVIDED STATING: "THE GRADING UNDER PERMIT NO. 13846 -G HAS BEEN

13. THE CONTRACTOR SHALL PROPERLY GRADE ALL EXCAVATED SURFACES TO PROVIDE POSITIVE
DRAINAGE AND PREVENT PONDING OF WATER. HE SHALL CONTROL SURFACE WATER AND
AVOID DAMAGE TO ADJOINING PROPERTIES OR FINISHED WORK ON THE SITE AND SHALL TAKE
REMEDIAL MEASURE TO PREVENT EROSION OF FRESHLY GRADED AREAS UNTIL SUCH TIME AS
PERMANENT DRAINAGE AND EROSION CONTROL MEASURES HAVE BEEN INSTALLED.
14. ALL AREAS TO BE FILLED SHALL BE PREPARED TO BE FILLED AND FILL SHALL BE PLACED IN
ACCORDANCE WITH STANDARD SPECIFICATION. ALL VEGETABLE MATTER AND OBJECTIONABLE
MATERIAL SHALL BE REMOVED BY THE CONTRACTOR FROM THE SURFACE UPON WHICH THE

15. CUT AND FILL SLOPES SHALL BE CUT AND TRIMMED TO FINISH GRADE TO PRODUCE SMOOTH
SURFACE AND UNIFORM CROSS SECTION. THE SLOPES OR EXCAVATION AND EMBANKMENTS
SHALL BE SHAPED, PLANTED, AND TRIMMED AS DIRECTED BY THE ENGINEER OF WORK AND
LEFT IN A NEAT AND ORDERLY CONDITION. ALL STONES, ROOTS AND OTHER WASTE MATTER
EXPOSED OR EXCAVATION OR EMBANKMENT SLOPES WHICH ARE LIABLE TO BECOME
LOOSENED SHALL BE REMOVED AND DISPOSED OF. THE TOE AND TOP OF ALL SLOPES SHALL
BE ROUNDED IN ACCORDANCE WITH THE GRADING ORDINANCE.

Construction of retaining walls, except those less than 3 feet in height and not supporting surcharge,
requires a permit and is regulated by the 2013 California Building Code (CBC) as amended and
adopted by the County of San Diego. This form outlines the County's minimum requirements. The
companion form PDS #084 provides information on retaining walls with level backfill. For site retaining
walls proposed to be constructed in a public way or associated with Department of Public Works
grading, County of San Diego Regional Standards shall be used.
1. INSPECTIONS
Please call for inspections at the following times:
1. When the footing excavations have been completed, the reinforcing steel has been securely
tied into final position, and before the placement of concrete.
2. When the block has been laid and the reinforcing steel is in position, but before any grout has
been placed. Steel is to be securely fastened in place to prevent movement during grouting.
Lifts are not to exceed 6 feet high and blocks are not to be laid higher than the grout pour.
3. After grouting is completed and after rock or rubble wall drains are in place, but before backfill
is placed.
4. When all work has been completed.
IL WALL HEIGHT
Wall height is measured from the top of the footing to the top of the wall. Walls that are not
specifically shown in this form must be designed by a California licensed architect, civil or
structural engineer. No building foundation, driveway, parking or other loading on the upper level
is allowed within a distance equal to the height of the wall. Walls with such loading must be
designed by a California licensed architect, civil or structural engineer.
III. BLOCK
All concrete masonry unit blocks must be type "N" grouted solid with f'm = 1,500 psi.
IV. CONCRETE MIX DESIGN
The concrete mix for footings must meet a minimum compressive strength of f', = 2,500 psi.
V. MORTAR MIX DESIGN
The mortar mix for block placement must meet a minimum compressive strength of 1,800 psi.
Mortar shall conform to ASTM C 270 and articles 2.1 and 2.6 A of TMS 602 / ACI 530.1 / ASCE 6
NOTE: The use of plastic cement is not permitted for mortar.
VI. GROUT MIX DESIGN
Grout used for filling block cells must meet a minimum compressive strength of 2,000 psi and
shall conform to CBC 2013 section 2103.13. Rod or vibrate grout immediately. Re -rod or re-
vibrate grout about 10 minutes after pouring to ensure solid Consolidation. Stop grout 2" from top
of masonry units when an additional grout lift is required.
NOTE. The use of plastic cement is not permitted for grout.

VII. MORTAR KEY
To insure proper bonding between the footing and the first course of block, a mortar
key must be
formed by embedding a flat 2 "x4" flush with and at the top of the freshly poured footing. It should
be removed after the concrete has started to harden (about one hour). A mortar key may be
omitted if the first course of block is set into fresh concrete when the footing is poured and a good
bond is obtained.
VIII. WALL DRAINS
Wall drains, four inches diameter, must be places at 6 feet intervals along the length of the wall
and located at the level of the bottom course of block. The drains may be formed by placing a
block on its side at 6 feet intervals or by leaving out the mortar in the vertical spaces between all
the blocks (head joint) in the first course. Backfill behind wall drains or open head joints must be
gravel with a minimum thickness of 12 inches. Alternative drainage systems may be allowed, if
approved by the plan check group of the County of San Diego, Planning & Development
Services.
IX. SOILS
All footings must extend at least 12" into undisturbed natural soil or compacted fill which has
been compacted to at least 90% density. Soil should be dampened prior to placing concrete
footings. A soils report, compiled by a licensed engineer, may be required. Footing sizes given in
this handout are based on 1000 psi maximum soil bearing value; use of different bearing values
will require design by a licensed architect, civil or structural engineer specifically for the existing
conditions and may also require a soils report.
X. REINFORCING STEEL
Reinforcing steel must be deformed and comply with ASTM specification A615 -85, Grade 40 or
60. When one continuous bar cannot be used, a lap or splice of 40 bar diameters is required.
Two #3 bars, minimum, must be placed longitudinally in the footing as shown. For 6" and 8"
blocks one #3 bar must be placed longitudinally in the center of the wall in a mortar joint every
16" as blocks are laid up. For 12" blocks one #4 bar must be placed longitudinally in the center of
the wall in a bond beam block course every 16" as blocks are laid up.
XI. USE OF TABLES - EXAMPLE
Specify the height of the wall required for site conditions and the slope of the retained earth
Using Table A for appropriate wall height and slope of retained earth, determine T, R, K, and W
designations.
Example:

SC1 SPECIFIC CONDITIONS:
SC4 Approval of the Tentative Parcel Map and all associated permits will expire on September 7, 2019, at 5 p.m., two years after the approval
of this project, unless the conditions have been met or an extension of time has been approved pursuant to the Municipal Code.
SC5 This project is conditionally approved as set forth on the application and project drawings stamped received by the City on January 30,
2017, consisting of four sheets including Cover Sheet, Tentative Map / Grading Plan, Erosion Control Plan and Steep Slope Analysis, all
designated as approved by the Planning Commission on September 7, 2017, and shall not be altered without express authorization by
the Development Services Department.
SCA The following conditions shall be completed and /or fulfilled to the satisfaction of the Olivenhain Municipal Water District (OMWD):
1. The proposed water meter locations shall not be installed in the driveway. Water services must be a minimum of 1 -inch and shall not
be installed prior to the lot subdivision being complete.
SCB The following engineering conditions shall be completed and /or fulfilled to the satisfaction of the Development Services Department:
1. For storm water quality this project shall be considered a Standard Development Project. Applicant shall take care to minimize
impervious surfaces to avoid more stringent BMP's required for Priority Projects and Hydromodification.
2. Unless previously constructed, the applicant shall be responsible for the construction of a sewer main built to public standard along
Berryman Canyon Road to connect to the existing sewer main in Tennis Club Way. Additionally, the applicant shall provide a minimum
of 12 feet wide all weather access road over the required sewer main. There is currently not a Public Sewer Easement over the
Berryman Canyon private road so the sewer main shall remain private until such time that the City can obtain adequate Public Sewer
Easements over the corridor at which time the City will take ownership of and maintenance responsibility for the sewer main.
3. Unless previously constructed, the applicant shall be responsible for the construction of full width private road improvements along the
entire property frontage to Berryman Canyon Road including a 24 feet wide paved AC road and adequately sized stormwater
treatment facilities to collect and treat all runoff generated by the paving.
4. The applicant shall provide an adequate stormdrain system to collect and route the runoff generated on the road to the
adjacent/easterly creek.
5. There is currently several other subdivisions in process along this corridor of Berryman Canyon Road, all of which are conditioned to
install the same road and utility improvements. If the improvements are constructed as part of another project along this corridor, this
project will not have to construct them, however if they are not constructed, the applicant must have approved improvement plans and
adequate surety must be in place prior to the recordation of the Parcel Map.
SCC The following Mitigation Monitoring and Reporting Program shall be implemented and /or fulfilled to the satisfaction of the Development
Services Department:
1. Prior to grading permit issuance, the project applicant shall mitigate impacts to 0.73 -acre of Diegan coastal sage scrub at a 2:1
replacement ratio. In addition, the applicant shall mitigate impacts to 0.10 -acre of maritime chaparral at a 3:1 replacement ratio.
Mitigation for the loss of sensitive on -site habitat shall occur through the purchase of 1.46 acres of Diegan coastal sage scrub and
0.30 acres of maritime chaparral at a mitigation bank approved by the Wildlife Agencies. The mitigation bank shall contain habitat
supporting Nuttall's scrub oak.
2. Prior to grading permit issuance, an open space easement shall be recorded to protect habitat outside the development footprint and
fuel modification zones, as shown on the proposed Tentative Parcel Map. Prior to final inspection for the grading permit, permanent
fencing shall be installed along the outer limits of Fuel Zone 2 and the private driveway, as shown on the preliminary grading plan, to
the satisfaction of the Development Services Department.
3. To avoid and /or minimize indirect impacts to the adjacent native habitat, the project shall incorporate the measures provided below for
grading and /or building plans to the satisfaction of the Development Services Department:
a. All construction activity adjacent to native habitat areas shall be required to adhere to measures outlined in the City's Grading,
Erosion, and Sediment Control Ordinance to avoid degradation to sensitive upland habitats from erosion. These measures include
restrictions on the timing and amount of grading. For example, grading shall be prohibited during the rainy season (October 1st
through April 15th) without an approved erosion control plan and program in place. Grading or vegetation removal shall be
prohibited adjacent to preserve areas during the rainy season unless determined to be allowable on a site - specific basis. In
addition, all necessary erosion control devices must be in place, and appropriate monitoring and maintenance must be
implemented during the grading period.
b. Prior to building permit issuance, building plans shall specify that all outdoor lighting on the project site shall be shielded with
full -cutoff light fixtures and directed away from adjacent native habitat areas. The project applicant shall ensure that development
lighting adjacent to all on- or off -site habitat shall be directed away from and /or shielded so as not to illuminate native habitats. If
night work is necessary, night lighting shall be of the lowest illumination necessary for human safety, selectively placed, shielded
and directed away from natural habitats.
c. Prior to final landscape plan approval, landscape plans shall specify the following:
e All project site landscaping shall comply with the City's Invasive Plant Policy.
e For landscaping proposed adjacent to native habitat, the use of non - native, invasive plant species (i.e., container stock and
hydroseed material) shall be prohibited. Irrigation, fertilization, pest control, and pruning practices shall be controlled and
monitored in these landscaped areas to avoid alteration of habitat conditions and prevent shifts in species composition from
native to non - native flora.
d. Prior to construction permit issuance, the on- and off -site native habitat areas shall be protected with on -site construction fencing.
The construction fencing shall be portrayed on the construction plans to the satisfaction of the Development Services Department.
The construction plans shall specify that construction fencing shall be maintained for the entire duration of construction activity until
permanent fencing is installed.
e. Prior to construction permit issuance, grading and building plans shall specify the following:
e Employees shall strictly limit their activities, vehicles, equipment, and construction materials to the fenced project footprint.
e To avoid attracting predators of the gnatcatcher, the project site shall be kept as clean of debris as possible. All food related
trash items shall be enclosed in sealed containers and regularly removed from the site.
e Pets of project personnel shall not be allowed on the project site.
f. Prior to construction permit issuance, grading and landscape plans shall specify the following for Fuel Modification Zone 2 areas, to
the satisfaction of the Fire Marshal:
e Brush management should be monitored by a field biologist familiar with local native species.
e All clearing activity shall be done by hand.
e Dry or dead undergrowth shall be removed.
e Selective hand thinning shall be used.
e No grubbing of vegetation shall occur to promote soil stability.
e Sensitive plants as identified within this report ( Nuttall's scrub oak shrubs) shall be avoided.
e All work within the Fuel Modification Zone 2 shall be conducted during the non - breeding season of the California gnatcatcher and
raptors (September 1 to February 14).
DESIGN REVIEW
g. Prior to construction permit issuance, construction plans shall specify applicable Standard MHCP Best Management Practices,

G6 Approval of this request shall not waive compliance with any sections of the Municipal Code and all other applicable City regulations in
effect at the time of Building Permit issuance unless specifically waived herein.
G11 All retaining and other freestanding walls, fences, and enclosures shall be architecturally designed in a manner similar to, and consistent
with, the primary structures (e.g. stucco - coated masonry, split -face block or slump stone). These items shall be approved by the
Development Services Department prior to the issuance of building and /or grading permits.
G13 Prior to any use of the project site pursuant to this permit, all conditions of approval contained herein shall be completed or secured to
the satisfaction of the Development Services Department.
G14 The applicant shall pay development fees at the established rate. Such fees may include, but not be limited to: Permit and Plan
Checking Fees, Water and Sewer Service Fees, School Fees, Traffic Mitigation Fees, Flood Control Mitigation Fees, Park Mitigation
Fees, and Fire Mitigation /Cost Recovery Fees. Arrangements to pay these fees shall be made prior to Final Parcel Map approval to
the satisfaction of the Development Services Departments. The applicant is advised to contact the Development Services Department
regarding Park Mitigation Fees, Flood Control and Traffic Fees, applicable School District(s) regarding School Fees, the Fire Department
regarding Fire Mitigation /Cost Recovery Fees, and the applicable Utility Departments or Districts regarding Water and /or Sewer Fees.
G15 A plan shall be submitted for approval by the Development Services Department and the Fire Department regarding the security
treatment of the site during the construction phase, the on- and off -site circulation and parking of construction workers' vehicles, and any
heavy equipment needed for the construction of the project.
G22 All utility connections shall be designed to coordinate with the architectural elements of the site so as not to be exposed except where
necessary. Locations of pad mounted transformers, meter boxes, and other utility related items shall be included in the site plan
submitted with the building permit application with an appropriate screening treatment. Transformers, terminal boxes, meter cabinets,
pedestals, ducts and other facilities may be placed above ground provided they are screened with landscaping.
G24 Any wall, fence or combination thereof exceeding six feet in height and facing any neighboring property or visible from the public
right -of -way shall be subject to design review pursuant to Section 23.08.040.A.1 of the Encinitas Municipal Code. Where a minimum two
feet horizontal offset is provided, within which screening vegetation is provided to the satisfaction of the Development Services
Department, the fence /wall may not be considered one continuous structure for purpose of measuring height and may be exempted from
design review provided none of the offset fences or walls exceed six feet in height pursuant to Section 23.08.030.B.1.
LANDSCAPING
L1 The project is subject to Chapter 23.26 of the Municipal Code (Water Efficient Landscape Program), which requires a landscape and
irrigation plan to be prepared by a State licensed landscape designer. The requirements for the plans are listed in Chapter 23.26. The
landscape and irrigation plans including the required signature block of the State licensed landscape designer must be submitted as part
of the building permit application for the project.
L2 All required plantings and automated irrigation systems shall be in place prior to use or occupancy of new buildings or structures. All
required plantings and automated irrigation systems shall be maintained in good condition, and whenever necessary, shall be replaced
with new materials to ensure continued compliance with applicable landscaping, buffering, and screening requirements. All landscaping
and irrigation systems shall be maintained in a manner that will not depreciate adjacent property values and otherwise adversely affect
adjacent properties. All irrigation lines shall be installed and maintained underground (except drip irrigation systems).
L4(a)AII landscaping, fences, walls, etc. on the site, in any adjoining public parkways (the area between the front property line and the street)
shall be permanently maintained by the owner, assigns or any successors in interest in the property. The maintenance program shall
include normal care and irrigation of the landscaping; repair and replacement of plant materials and irrigation systems as necessary; and
general cleanup of the landscaped and open areas, parking lots and walkways, walls, fences, etc. Failure to maintain landscaping and
the site in general may result in the setting of a public hearing to revoke or modify the approval. This condition shall be recorded with the
covenant required by this Resolution.
L5 All masonry freestanding or retaining walls visible from points beyond the project site shall be treated with a protective sealant coating to
facilitate graffiti removal. The sealant shall be of a type satisfactory to the Development Services Department. The property owner shall
be responsible for the removal in a timely manner of any graffiti posted on such walls.
