Call to Order
Chair Stefanko called the meeting to order at 5:05 p.m.

Present: Commissioners Abraham, Lees, Sims, and Stefanko
Also Present: Arts Program Administrator Gilliam and Management Analyst Morrow
Absent: Commissioners Filsinger, Sabeck, and Schmitt
Chair Stefanko announced Commissioner Filsinger has resigned.

COMMISSIONER LEES MOVED APPROVAL OF THE OCTOBER 1, 2018 REGULAR
MEETING MINUTES, SECOND BY COMMISSIONER SIMS, AND THE MOTION
CARRIED 4-0. (COMMISSIONERS FILSINGER, SABECK, AND SCHMITT WERE
ABSENT.)

Action Items
8A. Commission for the Arts Work Plan
Staff liaison Gilliam led the work plan discussion.
Related to Arts Advocacy, Gilliam reported on the October 30 Dia de los Muertos
Celebration at the Encinitas Community and Senior Center, a partner event with
Encinitas Friends of the Arts. The event was established to foster an appreciation and
awareness of Latino Cultural Celebration. Gilliam showed a video of the event and
reported that there were 90 volunteers and approximately 4,000 attendees. Posi
feedback received included that the event was family friendly, safe, and did not offer
alcohol.
Discussion of Public Art was tabled to Informational Item 9B.
Related to Visual Art, Gilliam announced 200 applications were r
Division for 2019 exhibitions in City spaces. Gilliam indicated the increase in
submissions was most likely tied to the introduction of Art Nig

9B. Public Art Report. Contact Person: Arts Program Administrator Gilliam.
Chair Stefanko reported on the selection process for Encinitas Up Close a city-funded public
art project to create mosaic panels for permanent installation at the I-5 undercrossing at
Santa Fe Dr. 139 applications from Encinitas student and adult artists were receive. The Ad
Hoc Committee, including Commissioners Abraham, Sabeck, and Stefanko, reviewed the
submissions and approved 34 submissions with no changes and an a
submissions with subtle changes. Gilliam indicated two spots have been set aside for City
Council member art work. Gilliam noted there is a need for more
and horses and the submission deadline has been extended to November 15, 2018.
Gilliam noted work has begun on an RFP for the Encinitas Blvd. project and the Humanity
sculpture will be installed at J Street Overlook in November 201

Gilliam stated the Board meeting will be the third week in Novemde los Muertos has
been scheduled for Sunday October 27, 2019.
9D. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam.
Gilliam stated Program Assistant Ehlers will be out of the office for the month
possibly February 2019.
