1.CALL TO ORDER
Commissioner Lerchbackercalledthe meeting to order at 2:02p.m.
2.ROLL CALL

Absent: Commissioner Lennox
There being a quorum present, the meeting was inorder.

4.SPECIALPRESENTATIONS AND PROCLAMATION
4A.Encinitas Parks, Recreation and Cultural Arts Department Director Campbell provided
department updates on the number of participants in Recreation programs over the summer;
update onStandard Pacific Park site;updated progress regarding shade structures at Encinitas
Community Park,Sun Vista and Leo Mullen Sports Park;Moonlight Beach Bash will be held on
th
Saturday, September 29from 2:00pm-5:00pm; and provided updates on Adams Run Trail –in
the environmental phase, Trail 82 (along Rancho Santa Fe Road) –design process almost
complete, Trail 95 (along El Camino del Norte) –beginning the design phase, Trail 79 (along
Manchester) –moved out to 2023-2025.
4B. Active TransportationPlan, Associate Planner, Geoff Plagemann provided a PowerPoint
presentation on the Council approvedActive Transportation Plan.

8A.Senior Center Commission Annual Work Plan Goals and Outcomes
Goal 1 –Commissioners Schnack and Powell,and Recreation Supervisor Rubenstein visited
the City of Oceanside El Corazon Senior Center. Commissioner Schnack suggested that the
City supply Sharps containers at the Senior Center. She also suggested checking with Scripps
to see if they offer a senior resource center similar to Sharp. Finally she suggested that retired
nurses provide blood pressure checks at the senior center and for the senior center to keep
glucose food on hand.
Goal 2 –No updates
Goal 3 –One guest speaker scheduled for October
Goal 4 –No updates
Goal 5 –No updates
Goal 6 –Commissioner Powell stated they will be meetingthe first Friday of each month
Goal 7 –Commissioner Powell moved approval of Death Café, second by Commissioner
Schnack, and the motion carried 6-0. Date of Death Café to be determined.
Goal 8 –CommissionersPowell, Schanck and Schneiderman will meet to discussthis goal
9.INFORMATIONAL ITEMS
9A. Senior Center Operations Report
Senior Center Manager Goodsell providedanupdate on Senior Center Programsfor June, July
and August,a new program called Recreated Cards and an upcoming program called
Advanced Care Planning which will beginin the fall. Manager Goodsell attended the Aging
Summit in Escondido. For more information on what was discussed at the Aging Summit, visit
www.aarp.org/agefriendly.
Recreation Manager Karlen recognized Senior Center Manager Goodsell for submitting the
Nutrition Grant Proposal to the County of San Diego to obtain funding for the Nutrition and
Transportation Program.
9B. Coastal Mobility and Livability Study
Commissioner Stewart expressed her appreciation for the time and work staff has put into this
project.

12A.Roundtable–All Commissioners
Commissioner Powell suggested that the Commissioners collectively go as a group to lunch at
the Senior Centeron November 2, 2018.Commissioner Vance suggested that the spaghetti
dinner be reintroduced as a fundraiser program. Commissioner Powell volunteered to take
charge of that event.
