Chair Stefanko called the meeting to order at 5:03 p.m.

COMMISSIONER LEES MOVED APPROVAL OF THE SEPTEMBER 10, 2018
SPECIAL MEETING MINUTES, SECOND BY COMMISSIONER SIMS, AND THE
MOTION CARRIED 4-0. (COMMISSIONERS SCHMITT AND FILSINGER WERE
ABSENT AND COMMISSIONER ABRAHAM ABSTAINED.)

8A. Commission for the Arts Work Plan
Staff liaison Gilliam led the work plan discussion.
Commission discussion included review of the Santa Fe Undercrossing application
process, marketing and installation timeline and an update on the Encinitas Blvd.
Undercrossing Request for Proposal.

9B. Public Art Report
Staff liaison Gilliam provided an update on the sculpture pad location in Cardiff placing it
on the public right of way and reported the RFP is pending a location for the sculpture
pad in Olivenhain.
9C. Encinitas Friends of the Arts (EFA) Report
Commissioner Sabeck reported EFA discussed fundraising toward the purchase of the
Orpheus sculpture, establishing
theme will be Passport to International Dance.
9D. Cultural Arts Division Report
Staff liaison Gilliam reported that October is Arts and Humanities month and that the City
is participating with the North County Arts Network in their marketing campaign.
