REGULAR MEETING MINUTES

ENCINITAS Tuesday, April 24, 2018, at 4:30 p.m.
CALL TO ORDER/ROLL CALL
Chair Houk called the meeting to order at 4:40 P.M.
Directors Present: Chair Richard Houk, Vice Chair Cindy Jacob, Karen Brust (City Manager),
Jennifer Campbell (Director of Parks and Recreation), Chris Magdosku (City
Engineer)
Absent: None
Also Present: John McNair, Erik Johnson and Kent Graff, JC Resorts; Marta Lundgren
(Finance Manager), Kathy Hollywood (Board Secretary), City of Encinitas;
There being a quorum present, the meeting was in order.
ORAL COMMUNICATION
Vicki Fitzgerald spoke in support of the installation of a commercial golf net as previously requested
by Mr. Wuertz.
Surin Mitruca spoke regarding the restaurant/clubhouse and provided suggestions for increasing
the use of the facility.
AGENDIZED BUSINESS ITEMS
1. Approval of the minutes of the February 27, 2018 Regular Meeting.
RECOMMENDED ACTION: Approve the minutes.
ACTION:
Campbell moved, Brust seconded to approve the minutes as presented. Motion
carried. Ayes: Brust, Campbell, Houk, Jacob, Magdosku. Nays: None. Absent:
None. Abstain: None.
2. Review of ERGA Financial Summary of Revenues, Expenditures, and Capital Reserves for
February 2018 and March 2018. Contact Person: JC Resorts, Erik Johnson
RECOMMENDED ACTION: Receive the report.
Mr. Johnson and Mr. McNair reviewed the financial summaries and the Capital Reserves
for February and March 2018.

ACTIONS:
There was Board consensus to direct JC Resorts to extend the hours of food service
during the summer months of May—September 2018, as a pilot project, and to report
back to the board on the results.
There was Board consensus to have JC Resorts return to the next Board meeting
with proposals and options for a sidewalk or trail at the north side of the driveway
entrance.
There was Board consensus to receive the report on the financials for February and
March 2018.
3. Report on incidents and accidents. Contact Person: JC Resorts, Erik Johnson
RECOMMENDED ACTION: Receive the oral report.
Mr. Johnson stated there were no incidents or accidents to report.
REPORTS FROM DIRECTORS AND/OR MANAGER REPORTS
Mr. McNair reported on the status of next year's budget preparation, the 20th Anniversary of the
Encinitas Ranch Golf Course, and a meeting with San Elijo Joint Powers Authority regarding the
installation of a booster pump for the Encinitas Ranch reclaimed water project.
