MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION REGULAR MEETING
FEBRUARY 20, 2018, 2:00 P.M., 505 SOUTH VULCAN AVENUE
1. CALL TO ORDER
Commissioner Vance called the meeting to order at 2:03 p.m.
2. ROLL CALL
Present: Commissioners Lennox, Stewart, Powell and Vance
Also Present: Senior Center Manager Goodsell, Recreation Services Manager Karlen and
Program Assistant Gilliam
Absent: Commissioners Lerchbacker and Quinn
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Parks, Recreation and Cultural Arts Department Update, Recreation Services Manager
Karlen
Recreation Services Manager Karlen provided an update on the Community & Senior Center
carpet and paint project. The Center will reopen on March 5, 2018. The first day of spring
programs and summer camp registration opened February 20, 2018. RFP process is still open
for potential instructors. Recreation Services Manager Karlen also presented a Certificate of
Appreciation for Commissioner Kevin Quinn for his term of service.
4B. Advanced Care Planning Educational Offerings presented by “Sisters in Life” Donna
Taylor, RN, Jane Savage, RN and Judith Schnack, FNP.
Their goal is to inform and educate people to make well informed decisions as to what they
would like at the end of life.
4C. North County Village and Senior Survey presented by Liam Dunfey, Board Chair.
North County Village is a non-profit, membership organization that connects Carlsbad and
Encinitas aging adults to community resources for sustaining a self-directed life with purpose,
promise and independence. Adults over the age of 55 are welcome to join. North County
Village is having a free launch party on Sunday, March 25, 2018 from 1:00pm - 4:00pm at the
La Costa Valley Club House. Dunfey also provided an opportunity for seniors to participate in a
shared housing survey.

MEETING MINUTES, SECOND BY COMMISSIONER LENNOX, AND THE MOTION
CARRIED 4-0.

8A. Senior Citizen Commission Annual Work Plan Goals and Outcomes
Goal 1 – no updates
Goal 2 – no updates
Goal 3 – no updates
Goal 4 – Commissioner Vance stated that the Mayor sent an email blast regarding Granny flats
and the City and State ordinances have been expanded.
Goal 5 – Center Manager Goodsell provided an update on the Senior Awards Program which
received five nominations for Senior Citizen of the Year Award and two nominations for Service
to Seniors. Last date to submit nominations is March 1, 2018. Commissioner Lennox
volunteered to serve on the ad hoc committee as Commissioner Quinn’s term has ended.
Goal 6 – Commissioner Powell is continuing to promote the Out & About Program in an effort
to recruit volunteers.

Goal 7 – Commissioner Powell moved approval to have March 15 as the end date for the
survey, second by Commissioner Vance, and the motion carried 4-0.
9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report
Senior Center Manager Goodsell provided an update on Senior Programs; Volunteer

Appreciation Party will be held on April 24 at 1:00pm at the Encinitas Community & Senior
Center.
9B. Coastal Mobility and Livability Study
Commissioner Stewart stated that at the last meeting they focused on railroad crossings and
trials. The CMLS group has been pleased with the community response.

12A. Roundtable – All Commissioners

Commissioner Stewart attended the February 14 Council meeting and is looking forward to
being re-appointed. Commissioner Lennox was encouraged by all the activity at the
Community and Senior Center.
