4A. Geoff Plageman,AssociatePlanner, co-presentedwithAnna Yentile,Senior
Planner,onthe Coastal Mobility & Livability Study (CMLS)Rail Corridor Vision Study
results.Plagemanreviewed outreach efforts, long and short term vision, policies, and
design guidelines. Plagemanannounced the next Coastal Mobility & Livability Working
Group (CMLWG) meeting is January 30 to reviewtheCoastal Business Districts Parking
Study and the Active Transportation Plan. Plagemanannounced the draft Rail Corridor
Vision Study,a component of the CoastalMobility and Livability Study (CMLS),will go to
City Council for review and approval February 14, 2018.
4B. Standard Pacific Park Site Proposed Public Art. Contact Person: Parks and Recreation
Director Campbell and Park OperationsManager Saul.DirectorCampbell announced the
proposed design for Standard Pacific Park Site will go to City Council for consideration March
14, 2018. Campbell reviewed the design process, public input,and two proposed areas for
public art. She announced there will be a Request for Proposal (RFP) process to choose
artists and designs and the Commission for the Arts will be involved in the process.

Tina Thomas gave an update on the Lux Institute and announced the 20Anniversary of
Lux Art Institute will be celebrated at the‘Art After Dark’ event on May 19.
Kathleen Lees spoke on the Standard Pacific Park Site design process and about the
view of the sunsetfrom the park.

9B. Art Night ProposalReport.Contact Person: Arts Program Administrator Gilliam.
Arts Program Administrator Gilliamannounced that after review, staffwill need to
reorganize the schedule of exhibits into two month sessions to better facilitate the art night
openings. Gilliam plans tomake the changesand launch the Art Night program in 2019.
9C. Public Art Report. Contact Person: Arts Program Administrator Gilliam.
Arts Program Administrator Gilliamannounced the City Council approved four proposals
for public art on January 8, 2018 and gave an update on the status of the installations.
The Moonlight Beach Tribute Bench has been installed and an unveiling will be Saturday,
March 3at 10:00 a.m. The Pacific Playground mosaic by the Surfing Madonna Oceans
Foundation has been installed at the Marine Safety Center. Two new public art projects
have been added at the new I-5 undercrossings at Encinitas Blvd. and Santa Fe Drive.
9D. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam.
Arts Program Administrator Gilliamgave an update on submitted Art Commissioner
applications. Commissioner Abrahamreapplied; Commissioners Kuta and Thum have not
reapplied. Gilliam announced the Commission will elect a Chair and Vice Chairat the April
meetingand approve the meeting schedule. Gilliam announced that 10 keys have been
sold, as part of the 88 Key Fundraising Campaignfor a newgrand piano for the Encinitas
Community & Senior Center; keys may be purchased for $300 at www.encinitasarts.org.
