Brad Roth from the Cottonwood Creek Conservancy presented on Cottonwood Creek
and existing clean-up needs. He announced work party clean-ups take place on the
second Saturday of each month from 8:30 a.m. to12:30 p.m.and invited Youth
Commissioners to attend.

9B.Department updates –Travis Karlen,Recreation Services Manager
Travis Karlenannounced he attended the Holiday Parade and thanked the Youth
Commissioners for participating. Karlen indicated thethirdcommunity workshopfor the
Standard Pacific Park Site wouldbe held December 12, 6 p.m.,at Capri Elementary
School. Karlen announced there are two Requests for Proposals (RFPs) out with
January 2, 2018 deadlines: Concession Services for Moonlight State Beach and the
demolition andinstallation of Mildred Macpherson and Encinitas Viewpoint Parks
Playgrounds. Park and Recreation staff is meeting with Engineering staff to work on the
Adams Run Trail Connections.
9A.City Council Liaison report –Council Member Boerner Horvath
CouncilMember Boerner Horvathannounced a Special City Council Meeting on
Saturday, December 16, 8:00a.m.–12:30 p.m.This will be a Housing Element Task
Force/City Council joint workshop.Boerner Horvath announceda pilot program in the
northernarea of Leucadia aimed at increasing Fire Services and ambulance response
times.Boerner Horvathreported the final districting map was selected –Map 16. She
said City Council reviewed theActive TransportationPlan,specifically addressingbike
lanes and increased pedestrian access.Boerner HorvathreportedCity Council did the
final approvalto send the issue of medical marijuana and marijuana cultivation in
Encinitas to vote in the November 2018 ballot.Boerner Horvathannounced the Cultural
Tourism Committee wouldfinalizea list of 2018 eventsin Encinitasat their December 7
meeting; she encouraged Youth Commissioners to participate in suitable events.
