2018-01-08 SPECIAL MEETING MINUTES CITY OF ENCINITAS COMMISSION FOR THE ARTS Monday, January 8, 2018, 5:00 p.m. 1. Call to Order Chair Thum called the meeting to order at 5:06 p.m. 2. Roll Call Present: Commissioners Abraham, Kuta (arrived at 5:15 p.m.), Schmitt, Stefanko, and Thum Also Present: Arts Program Administrator Gilliam, Management Analyst Morrow, and Program Assistant Ehlers Absent: Commissioners Filsinger, Sabeck 3. Approve the December 4, 2017 Regular Meeting Minutes ACTION COMMISSIONER STEFANKO MOVED APPROVAL OF THE DECEMBER 4, 2017 REGULAR MEETING MINUTES, SECOND BY COMMISIONER ABRAHAM, AND THE MOTION CARRIED 5-0. (COMMISSIONERS FILSINGER AND SABECK WERE ABSENT.) 8. Action Items None 9. Informational Items Information Items 9A – 9E were heard out of order. 9E. Commission-sponsored and Co-sponsored Events Arts Program Administrator Gilliam announced upcoming events: Wednesdays@Noon concerts, Jan. 3, 10, 17, 24, and 31, Encinitas Library Music By The Sea: Cristina Montes Mateo, harp, Jan. 19, 7:30pm, Encinitas Library James Stone Reception, Jan. 20, 1-4pm, Encinitas Community and Senior Center Gallery Los Angeles Balalaika Orchestra, Jan. 20, 7pm, Encinitas Community and Senior Center 9D. Cultural Arts Division Report Arts Program Administrator Gilliam announced three scheduled vacancies on the Arts Commission: Irene Abraham appointed November 2016, Tomoko Kuta appointed February 2016 and Judy Thum reappointed March 2015. He announced two application deadlines: January 18, 2018 at 6:00 p.m. for incumbents wishing to reapply, and January 25, 2018 at 6:00 p.m. for all other applicants. 9C. Public Art Discussion Arts Program Administrator Gilliam announced four proposed public art projects will go to the City Council for their consideration on January 10, 2018. Initial discussions have begun to add public art to the new I-5 undercrossings at Encinitas Blvd. and Santa Fe Dr. 9B. Arts Master Plan Discussion Commissioner Stefanko discussed the Arts Master Plan for Palo Alto, CA. Arts Program Administrator Gilliam indicated the Chicago Master Plan discussion will be deferred to next month when Commissioner Sabeck is present. 9A. Art Gallery Open House Discussion Arts Program Administrator Gilliam reviewed various cities’ art walk events. Arts Program Assistant Ehlers gave input based on her experience coordinating the Thursdays on the Coast art walk in Carlsbad. Commissioner Stefanko discussed the Oceanside Art Walk, which includes the visual and performing arts. She indicated the biggest challenge was logistics and organization. Commissioner Abraham said she believed the original intent, brought forward by Commissioner Sabeck, was for City of Encinitas gallery openings only, at least to start. The Commission discussed possible event names, including Art Crawl, Opening Night, Pop Up, and Art Night. The proposed frequency was every other month. Commissioners recommended including live music, a dee-jay, raffles, an event passport, food trucks, and wine at the receptions. 10. Commissioner Initiated Agenda Items None 11. Future Agenda Items Added by Commission Members a. Commissioner Stefanko recommended adding an agenda item to discuss the public art at the I-5 undercrossings. This was seconded by Commissioner Abraham. b. Commissioner Schmitt recommended adding an agenda item of periodic updates regarding Pacific View. This was seconded by Commissioner Stefanko. 12.
