MINUTES OF THE ENCINITAS SENIOR CITIZEN COMMISSION REGULAR MEETING
JANUARY 16, 2018, 2:00 P.M., 505 SOUTH VULCAN AVENUE
1. CALL TO ORDER
Commissioner Lerchbacker called the meeting to order at 2:04 p.m.
2. ROLL CALL
Present: Commissioners Lerchbacker, Stewart, Powell and Vance
Also Present: Senior Center Manager Goodsell, Director Campbell, Recreation Services
Manager Karlen and Program Assistant Gilliam
Absent: Commissioners Lennox and Quinn
There being a quorum present, the meeting was in order.

4. SPECIAL PRESENTATIONS AND PROCLAMATION
4A. Parks, Recreation and Cultural Arts Department Update, Director Jennifer Campbell
Director Campbell’s department update included an introduction to Recreation Services
Manager Travis Karlen. Director Campbell provided updates regarding the final conceptual
design plan for the Standard Pacific Park Site will be presented to the Parks and Recreation
Commission on January 18, 2018 for recommendation for final approval at City Council
meeting in March; shade structures and agility equipment coming to Maggie Houlihan Memorial
Dog Park; going out for public bid for shade structures at ECP; additional bike racks will be
added to ECP; several new drinking fountains will be installed at several parks; playground
equipment for Mildred McPherson Park and Encinitas Viewpoint Park going before Council for
approval on January 24, 2018; RFP went out for new concessionaire at Moonlight Beach and
selection process is underway; working with Parks and Recreation Commission regarding open
space areas; Egg Hunt happening at the end of March; updating some trails with our
Engineering Department; Community & Senior Center will be closed for new carpet and paint
from February 19-March 2; Summer programs coming soon; accepting RFPs for new
instructors at the Community and Senior Center.
4B. Senior Volunteerism presented by County of San Diego, Aging and Independence
Services, SVA & RSVP Manager Aminda Martinez
Presentation included information regarding senior volunteers in action, retired and senior
volunteer program, how they can give back, make an impact and share wisdom with their
community.
4C. San Diego Food Bank presented by President/CEO Jacobs and Cushman San Diego
Food Bank, James Flores
Organization has been serving San Diego County since 1977. San Diego Food Bank acquired
the North County Food Bank to expand their reach. The organization provides food and
education to residents and non-profit businesses in San Diego County.

7A. Approval of the November 21, 2017 regular meeting minutes

COMMISSIONER POWELL MOVED APPROVAL OF THE NOVEMBER 21, 2017
REGULAR MEETING MINUTES, SECOND BY COMMISSIONER STEWART, AND THE
MOTION CARRIED 4-0.

8A. Senior Citizen Commission Annual Work Plan Goals and Outcomes
Goal 1 – no updates

Goal 2 – Commissioners attended the Holiday Parade on December 2
Goal 3 – Guest speakers are scheduled through February
Goal 4 – no updates
Goal 5 – Center Manager Goodsell provided an update on the Senior Awards Program and its
promotion. Nominations will be accepted January 22, 2018 – March 1, 2018.
Goal 6 – Commissioner Powell is continuing to promote the Out & About Program in an effort
to recruit volunteers.
Goal 7 – Center Manager Goodsell provided an update on the survey and how it will be
disseminated. Commissioner Powell volunteered to tally the survey results. Commissioner
Powell will provide an update of when and where she plans to go into the community to
promote the survey.
9. INFORMATIONAL ITEMS
9A. Senior Center Operations Report
Senior Center Manager Goodsell provided an update on Senior Programs; Spring Recreation
Guide is under review currently; the second Nutrition Coordinator position was filled; three
Commission appointments to be made for three year terms ending March 1, 2021 and one
unscheduled vacancy scheduled to end March 1, 2020, deadline for incumbents to reapply is
January 18, 2018 at 6:00pm.
9B. Coastal Mobility and Livability Study
Commissioner Stewart introduced Associate Planner Anna Yentile who provided a presentation
regarding the Coastal Mobility and Livability Study which is comprised of three studies; the Rail
Corridor Vision Study, the Coastal Business Parking Study and the Active Transportation Plan.
The plan is going before City Council on February 14, 2018.
