William Sparks spoke aboutLos Angelitos de Encinitas, the nonprofit public charity he
founded with wife Sarah Garfield, tobenefit economically disadvantaged youth in the
community. Recreation Supervisor Ken Rundleaddressed the Memorandum of
Understanding (MOU)between the City of Encinitas and Los Angelitos de Encinitas. He
announced Los Angelitos Day will be November 5, 2017 at the Encinitas Community Center.

Ronette Youmans spoke in favor of Agenda Item 9A, the Coastal Mobility and Livability Study.

5As directed by City Council, Chair Brady reported she and Director

Commissioner Kohl, working with

south east corner or Manchester Ave. and El
Camino Real; several areas on the south
side of Manchester Ave. Kohl indicated she
will research which areas are not owned by
the San Elijo Lagoon Conservancy.
Commissioner Gjata, working with
CommissionerElliott,emphasized the
importance of trees and noted: the Self
Realization pumpkin patch at San Elijo Ave.;
ocean viewpoints at F and G Streets; La
Costa corridor abutting the south side of the
Batiquitos Lagoon; Quail Gardens Dr.; El
Camino Real lot north of the San Diego
County Credit Union. Chair Brady
encouraged Gjata to work with staff to
decipher the zoning of these parcels.
Commissioner Elliott recommended taking
time to overlay where the walkable areas of
the Coastal Rail Trail will likely be in order to
improve connectivity withnewopen space

9.INFORMATIONAL ITEMS
9A. Coastal Mobility and Livability Study Update
Commissioner Gjata reported on theCoastal Mobility & Livability Working Group
(CMLWG) meetings. The discussionsincludedissues affecting the Coastal Rail Trail,
the Active Transportation Plan,and Coastal Business Districts Parking Study.
Commissioner Gjata indicated minutes and reports are available on the City website.

9B. Park and Beach Operations Report
Park Operations Manager Saulnoted the first Standard PacificPark Sitepublic
workshop was held October 10 with RRM Design. Approximately 40 people attended
and most of the feedback was positive; there wereconcerns about parking and privacy
by surrounding home owners. Workshop participants indicated interest in a dog park,
doggie fun zone, pump track, and shade.
Community members at the Leucadia Farmers Market pop up meeting were most
interested in park amenities such as shadestructures, pump track, unique play
structures like a tree house, trees,andanatural landscape.About 40 people gave
feedback there as well. Consultants are compiling all the comments and input from the
community meetings.
Saulreported three contracts wereawardedfor as needed maintenance and general
services.
Saul noted sheis working with an intern from CSU San Marcos on trails projects.
Dog Park amenities and grant spending will be discussed at the next Parks and
Recreation Commission meeting November 21.
9C. Recreation Services Operations Report
Recreation Supervisor Thill reported on activity in the month of September; the
Recreation Division administered 53 room rentals, 28 special event and commercial use
permits; the Recreation Division hosted 51 programs with 446 participants; the Senior
Center hosted 50 senior programs, with 1,494 participants.A dance was held at the
Senior Center onSeptember 15 with 65 dancers.
Thill indicated aRequest for Proposal for recreation instructors was put out electronically
using ‘Planet Bids’ electronic bidding software.
Thill highlighted new surf class for 4-8 year olds with parent participation: Moms and
Groms and Rad Dads. Thill gave a recapof theMoonlight Beach Bash, October 7,and
thanked Commissioners Brady and Kohl for their participation and help.Thill announced
upcoming events:Dia de Los Muertos October 28, EXPOSURE Skate November 3-4,
and Los Angelitos Day November 5.

CommissionerNava encouraged all Commissioners to attend Los Angelitos Day at the
Community Center November 5 and emphasized the importance of beingParks and
Recreation ambassadorsto all members of the community. Nava noted she attended the
Standard Pacific Park Site meeting and had met with Los Angelitos of Encinitas staff,
specifically on the Trail Blazer program at Paul Ecke Central.
CommissionerKohl reported on the Moonlight Beach Bash where she promoted the Park
Paver program.
Commissioner Goad noted he appreciated the Los Angelitos speaker and discussed
scholarship options and cultural differences.
CommissionerGjatadiscussed benefits of thedual language immersion model. He
announced the Surfing Madonna Beach Run will be November 5.
CommissionerElliott thanked Keith Greer of SANDAG for meeting to discuss open space
and planning. Elliott expressed appreciation for the opportunity to participate in the planning
of the Standard Pacific Park Site.She praised the Harbaugh Park cleanup, spoke on Walk
Wednesdays, and Safe Routes to School.
Chair Brady thanked staff and fellow Commissioners.
