VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Vice Chair Bruhahncalled the meeting to order at 4:31p.m. 2.ROLL CALL Present:CommissionersBruhahn, Drewelow,Galloway, Hendriks, Vitenson, Waldvogel, Tommy Yarbrough, and Tyler Yarbrough Also Present:Staff Liaison Rundle,Park andRecreation Director Campbell,Council Member Boerner-Horvath,Management Analyst Morrow, and Program Administrator Weldon Absent:CommissionersBarth, Conger, Muir, Sakai 3.PLEDGE OF ALLEGIANCE 4.SPECIAL PRESENTATIONS AND PROCLAMATIONS Jennifer Crump, student intern in the Development Services Department, gave a presentation on Shore Birds, explaining habitat, eating habits, migration, their important role in the ecosystem and how to help their diminishing populations. Crystal Najera, Climate ActionPlanProgram Administrator, was unable to attend. 5.ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF None 6.CHANGES TO THE AGENDA None 7.APPROVALOF THE OCTOBER 4, 2017YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER VITENSONMOVED TO APPROVE THE OCTOBER 4, 2017 YOUTH COMMISSION REGULAR MEETING MINUTES.SECONDED BY COMMISSIONER WALDVOGEL.THE MOTION CARRIED7-0. (COMMISSIONERSHENDRIKS ABSTAINED.COMMISSIONERSBARTH, CONGER, MUIR AND SAKAI WERE ABSENT.) 8.ACTION ITEMS 8A. Proposed FY 2017-18 Youth Commission Annual Work Plan Commissioners reported on Work Plan related activities. CommissionerGalloway reported she attended a special meeting on the Standard Pacific Park Site at Capri Elementary School. Participants gave input and shared concernsaboutnoise and additional traffic. She indicated there would be no sports fields, sports lighting, or restroomsat the park.Galloway noteditis a three acre park on a hill with a target opening date of April 2019. Commissioner Vitenson said he visited the Birmingham Park and Ride. He noted suggestions to make it a more welcoming place and will be giving his recommendations to Mayor Blakespear. Commissioner Drewelow reported she and two other Commissioners attended the Sea Level Rise Subcommittee Meeting on October 24. She indicated the group will be planning a workshop with guest speakers discussingthe related issues encountered in Encinitas. Recreation Supervisor Rundle indicated the FY 2017-18 Youth Commission Annual Work Plan will be brought to City Council for approval on November 29. 8B. Commissioners reviewed and approved the 2017-18 Youth Commission meeting calendar. ACTION COMMISSIONER VITENSONMOVED TO APPROVE THE 2017-18 YOUTH COMMISSION CALENDAR. SECONDED BY COMMISSIONERWALDVOGEL. THE MOTION CARRIED 8-0. (COMMISSIONERS BARTH, CONGER, MUIR AND SAKAI WERE ABSENT.) 9.INFORMATIONAL ITEMS 9A.City Council Liaison report –Council Member Boerner Horvath Council Member Boerner Horvathgave an update on the process of transitioning to a system where City Council members are elected by district.She reportedCity Council decided to send the issue of marijuana cultivation in Encinitas to vote in the November 2018 ballot. For now, the City Council is maintaining the status quo, a temporary ban on all marijuana activities, including growing and dispensaries. Council Member Boerner Horvath gave an update on Safe Routes to Schools and a pedestrian gate at Encinitas Community Park. 9B.Department updates –Director Campbell Director Campbell advised the Commission of EXPOSURE Skate, a women’s skate boarding event co-sponsored by the Park, Recreation,and Cultural Arts Department, November 4at the Encinitas Community Park.Los Angelitos Day, a Community Outreach Event,will be November 5 at the Encinitas Communityand SeniorCenter; the event is intended to be inclusive and provide access for low-income families in Encinitas that otherwise may not be able to afford recreational services for their children. Campbell announced the first community meeting was heldfor the Standard Pacific Park Site, a 3.1 acre neighborhood park in Leucadia. She announced upcoming public meetings November 14 and December 12 and encouraged Youth Commissioners to attend.Director Campbell announced the Holiday Parade will be December 2 at 5:30 p.m. The Youth Commissioners are invited to participate in the final float with Santa. Campbell announced the City received a $5,000 Grant from ‘Pet Safe’for the Maggie Houlihan Dog Park. Four new shade structures will be installed at the Dog Park. Campbell indicated the new playground equipment willbe installed at Encinitas Viewpoint Park and Mildred Macpherson Parkafter the New Year. Director Campbellannounced AssemblymemberEvan Low introduced a State ConstitutionalAmendmenttolowervoting age to 17 years-old. This item will be added to the December Youth Commission Meeting Agenda. Campbell and Council Member Boerner-Horvath encouraged Commissioners to solicit feedback from fellow teens. 10.COMMISSION MEMBER INITIATED AGENDA ITEM None. 11.FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS None. 12.COMMISSION REPORTS Commissioners provided informational updates on youth related topics. 13.ADJOURNMENT ACTION VICE CHAIR BRUHAHNREQUESTED A MOTION TO ADJOURN AT 5:25 P.M.
