VULCAN AVENUE, ENCINITAS, CA 1.CALL TO ORDER Chair Muircalled the meeting to order at 4:31p.m. 2.ROLL CALL Present:CommissionersBarth(arrived at 4:35 pm),Bruhahn, Conger,Drewelow, Muir, Sakai(arrived at 4:33 pm),Vitenson, Waldvogel,Tommy Yarbrough, and Tyler Yarbrough Also Present:Staff Liaison Rundle,Parks and Recreation Director Campbell,City of Encinitas Project ManagerO’Grady,and Management AnalystMorrow Absent:CommissionerGalloway, Hendriks 3.PLEDGE OF ALLEGIANCE 4.SPECIAL PRESENTATIONS AND PROCLAMATIONS Jim O’Grady, City of Encinitas Project Manager,presented on the transition to district- based elections for City Council members.O’Grady distributed information packets and answered questions from Youth Commissioners. 5.ORAL COMMUNICATIONS/POSSIBLE DIRECTION TO STAFF None 6.CHANGES TO THE AGENDA None 7.APPROVAL OF THE SEPTEMBER 6, 2017YOUTH COMMISSION REGULAR MEETING MINUTES ACTION COMMISSIONER VITENSONMOVED TO APPROVE SEPTEMBER 6,2017 YOUTH COMMISSION REGULAR MEETING MINUTES.SECONDED BY COMMISSIONER BARTH. THE MOTION CARRIED 10-0. (COMMISSIONERSGALLOWAY AND HENDRIKS WEREABSENT.) 8.ACTION ITEMS 8A. Proposed FY 2017-18 Youth Commission Annual Work Plan ACTION COMMISSIONERBRUHANMOVED TO APPROVE THE FY 2017-18 YOUTH COMMISSION WORK PLAN.SECONDED BY COMMISSIONER VITENSON.THE MOTION CARRIED 10-0. (COMMISSIONERS GALLOWAY AND HENDRIKS WERE ABSENT.) 9.INFORMATIONAL ITEMS 9A.City Council Liaison report –Council Member Boerner Horvath Council Member Boerner Horvathwas unable to attend the meeting. 9B.Department updates –Director Campbell Director Campbell advised the Commission of upcoming Park, Recreation,and Cultural Arts Department sponsored events: Moonlight Beach Bash, October 7, 3-6 pm; Dia de los Muertos, October 28, 12-4 pm at the Community and Senior Center. EXPOSURE Skate, a girls skating event co-sponsored by the Park, Recreation and Cultural Arts Department, will be November 4-5 at the Encinitas Community Park. Campbell announced design efforts have begun for the Standard Pacific Park Site, a neighborhood park in Leucadia. She announced upcoming related workshops and encouraged Youth Commissioners to attend and to provide input. Campbell announced the City received a $5,000 Grant from ‘Bark Park’ for the Maggie Houlihan Dog Park. There were 215 applicants and only 25 recipients. Campbell indicated staff made public outreach efforts to determine the new playground equipment to be installed at Encinitas Viewpoint Park and Mildred Macpherson Park.Thecurrent equipment 25 years old, and is due to be replacedin January 2018. 10.COMMISSION MEMBER INITIATED AGENDA ITEM None. 11.FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMBERS None. 12.COMMISSION REPORTS Commissioners provided informational updates on youth related topics. 13.ADJOURNMENT ACTION CHAIR MUIR REQUESTED A MOTION TO ADJOURN AT 5:15P.M.
