9A. Cabaret zoning and license requirements
SeniorPlanner Sapau spoke on Entertainment Establishment Permits and
ActiveConditional Use Permits and answered questions from Commissioners.
9B. Arts Master Plan Discussion
Arts Program Administrator Gilliamreviewedthe Arts Master PlanExecutive
Summaries submitted by Commissioners.

City of Austin, TX(Commissioner Abraham)
City of Mankato, MN(Chair Thum)
Commissioners discussedelements of the master plansthat could be of
interest for Encinitas, along with cultural tourism, andthe possibility of including
an economic impact reportby Encinitas arts organizations and artists. Arts
Program Administrator Gilliam indicated the City’s Cultural Tourism Committee
meets at City Hall on the first Thursday of the month at 9 a.m.
9C. Public Art Survey Report
Arts Program Administrator Gilliamupdated the Commission on the public art
survey results onthe Moonlight Beach Tribute Bench by Stephen Dalton
Architects and Artist Betsy K. Schulz. The survey garnered over 1,100
responses, overwhelmingly positive.
Gilliam indicated four proposed public art projects wouldgo to the City Council
for their considerationon December 13, 2017.
9D. Cultural Arts Division Report
Arts Program Administrator Gilliamreported there were more than 200
applications to exhibit art in 2018 at the city’s three art galleries. The city will
mount a total of 56 art exhibits. An art exhibit review panel will evaluate the
applications. Commissioner Abraham volunteered to join the review panel and
Commissioner Filsinger stepped down.
Arts Program Administrator Gilliam gave an updateon the Dia de los
Muertos festivalat the Community and Senior Center October 28. Gilliam
announced a fundraising concert at the Community and Senior Center on
January 20; proceeds will help fund a new piano at the Community and
th
Senior Center. The Encinitas Library will host a 10anniversary
celebration on February 24.

Commissioner Schmitt announced a mural dedication ceremony with reception at
the Leucadia Pour House wouldbe November 12.
Commissioner Sabeck announced she wouldmiss the December meeting.
Commissioner Filsinger announcedthe seasonfinale of her TV show ‘WinPlace
Show’willairNovember 7on the TVG network. She reported on the American
Indian & Indigenous Film Festival at PechangaResort & Casino.
Commissioner Abraham reported she traveled to Switzerland and Germany and
observed public art.

Chair Thum announced Coastal Communities Concert Band will present the 23
Annual Holiday Concert December 3 at Carlsbad Community Church. Proceeds
benefit Meals on Wheels.
