Announce administrative changes to the agenda in compliance with the Brown Act.

Approve the September 11, 2017, special meeting minutes.
Commissioner Sabeck moved approval, second by Commissioner Kuta and the
motion carried 5-0. (Commissioners Filsinger and Abraham were absent.)

Review and Vote on the Revised Text for the Moonlight Beach Tribute Bench

Commissioner Sabeck moved approval, second by Commissioner Schmitt and the
motion carried 5-0. (Commissioners Filsinger and Abraham were absent.)

Staff Liaison Gilliam presented information and plans from other cities for Commission review
and reporting at the November 2017 meeting.
9B. Public Art Survey Report. Arts Program Administrator Gilliam.
Staff Liaison Gilliam reported on the survey results.
9C. Entertainment Permit Discussion. Commission Secretary Morrow.
Management Analyst Roff reviewed the special event permit process. Commissioners
requested Planning provide information on cabaret zoning and license requirements.
9D. Cultural Arts Division Report. Contact Person: Arts Program Administrator Gilliam.
Staff Liaison Gilliam provided an update.
9E. Commission-sponsored and Co-sponsored Events. Contact Person: Arts Program
Administrator Gilliam.

Commissioner Kuta provided information on public art in Portland and the October 14,
2017 Annual Art Gala.
Commissioner Stefanko provided information on the Arts Master Plan for the City of
Laguna Beach.
Commissioner Thum provided information on performances by the High Society Jazz
Band, Coastal Communities Concert Band, and an October 21, 2017 presentation on
Human Trafficking at the Dove Library.
