Parks, Recreation and Cultural Arts Department Update, Director Jennifer Campbell nd Director Campbell’sdepartment update included information on the December 2Holiday Parade, update on the Standard Pacific Park Site, Maggie Houlihan Dog Park amenities to be decided upon at the Parks Commission meeting, new drinking fountains were installed at several parks, Adams Run Trail connector will be worked on,Community and Senior Center will be receiving new paint and carpet, and the new Recreation Services Manager was hired and will begin working on 12/5/17. 4B. Encinitas Library adult program information presented by Adult Services Librarian, Diana Minuzzi 5.ORAL COMMUNICATIONS/ POSSIBLE DIRECTION TO STAFF None 6.CHANGES TO THE AGENDA None ACTION COMMISSIONER VANCEMOVEDAPPROVAL OFTHE NOVEMBER 21,2017MEETING AGENDA, SECOND BY COMMISSIONERPOWELL, AND THE MOTION CARRIED 5-0. 7.APPROVAL OF THE MINUTES 7A.Approval of the September19,2017regularmeeting minutes ACTION COMMISSIONER LENNOXMOVEDAPPROVAL OF THE SEPTEMBER 19,2017 REGULARMEETING MINUTES,SECOND BY COMMISSIONER VANCE,AND THE MOTION CARRIED5-0. 8.ACTIONITEMS 8A.Senior Citizen Commission Vice Chair Commissioner Vance moved approval for Commissioner Quinn to servethe remainder of the one year term, November 2017-February 2018, second by Commissioner Powell, and the motion carried 5-0. 8B. Senior Citizen Commission Annual Work Plan Goals and Outcomes Goal 1 –no updates nd Goal 2 –Holiday Parade on December 2. Commissioner Powell attended MLB Bash, Commissioner Powell attended Dia de Los Muertos, and CommissionerLennox attendedand co-facilitated theDeath Café. Goal 3–Commissioner Lennox attendedCommunity Fair at CSUSM and identified possible guest speakers. Commissioner Lennox moved for Armida Martinez to speak at the January meeting second by Commissioner Powell, and the motion carried 5-0. Commissioner Powell moved that we have 3 women speak in February regarding families looking for support while going through serious health issues and end of life options, second by Commissioner Lerchbacker, motion carried 5-0.Commissioner Lerchbacker suggests that a representative from the North County Food Bank present in March, 2018. th Goal 4 –Commissioner Vance attended the City Council Meeting on November 15and stressed the need for more senior housing in the City. Goal 5 –Commissioners Lerchbacker, Quinn and Powell might attend a Rotary Club meeting in the future. Goal 6 –Commissioner Powell would like to promote the Out & About Program and get more volunteers. Goal 7 –Commissioner Powell is looking into other avenues to distribute the survey. Commissioner Powell moved to add a title and age range to the survey,second by Commissioner Lerchbacker, and themotion carried5-0. 9.INFORMATIONAL ITEMS 9A. Senior Center Operations Report Senior Center Manager Goodsell providedanupdate on Senior Programs;Senior Center has two new staff members. No applications have been received for the Commissioner vacancy. 10.COMMISSIONMEMBER INITIATED AGENDA ITEM None 11.FUTURE AGENDA ITEMS ADDED BY COMMISSION MEMEBERS None 12.COMMISSION REPORTS 12A.Roundtable–All Commissioners Commissioner Lerchbackerpresented on behalf of Commissioner Stewart an update on the Coastal Mobility and Livability Working Group Summary.
