Approve theJuly 10, 2017SpecialMeeting Minutes ACTION COMMISSIONER SCHMITTMOVED APPROVAL OF THE JULY 10, 2017 SPECIAL MEETING MINUTES, SECOND BY COMMISIONER KUTA, AND THE MOTION CARRIED 6-0. (COMMISSIONERFILSINGERWASABSENT.) 8. Action Items Review and Vote on a Proposal for a Donation of Public Art to the City of 8A. Encinitas: Moonlight Beach Tribute Bench by Stephen Dalton Architects and Artist Betsy K. Schulz . Stephen Dalton and Betsy Schulz spoke about the tributebench designand construction process,andSandy and Peter Mossy provided context for the donation. Marine Safety Captain Giles spoke in favor of the bench and described the strategic placementin front of the Marine Safety Center facing the ocean.The Commission requested specific wording that would be on thesurface of thebench,which was then provided by Schulz, Dalton and the Mossys. ACTION: COMMISSIONER STEFANKOMOVED TO ACCEPT A DONATION OF PUBLIC ART TO THE CITY OF ENCINITAS, MOONLIGHT BEACH TRIBUTE BENCH BY STEPHEN DALTON ARCHITECTS AND ARTIST BESTY K. SCHULZ, WITH THE MAIN PHRASE “LEAVE FOOTPRINTS OF LOVE AND KINDNESS,”AND SINGLE WORDS: LOVE, JOY, SHARE, KINDNESS, SMILE, EMPOWER, DREAM, CREATE, LAUGH, INSPIRE, HOPE, STRENGTH, COMPASSION, JOY, NURTURE, THRIVE, PEACE, AND THE TRIBUTE TEXT, “THE MOSSY POSSE HAS YOUR BACK. JOHN PEYTON MOSSY.”SECOND BY COMMISSIONER SABECK. THE MOTION CARRIED 6-0. (COMMISSIONER FILSINGERWAS ABSENT.) Appoint Commissioners to Ad Hoc Committees for the Master Plan Update, as 8B. part of the 2017/18 Commission for the Arts Work Plan . Contact Person: Arts Program Administrator Gilliam. There was discussion on the Master Plan Update, including a resident survey. The Arts Master Plan Ad Hoc Committee(Kuta, Sabeck and Stefanko)will meet.Arts Program Administrator Gilliam offered to distribute innovative and current Arts Master Plans from seven other cities and distribute to commissioners for their review and discussion at the October meeting. 9. Informational Items 9A. Visual Art Program 2018 Application Process Arts Program Administrator Gilliam announced the divisionis actively soliciting artiststo apply. The exhibitions are a service to local artists that provides economic benefit from the sale of art and exposure to a wider audience while beautifying public buildings in Encinitas. Applications to exhibit in 2018 will be accepted throughOctober 15, 2017. http://www.encinitasca.gov/VisualArt 9B. Cultural Arts Division Report Arts Program Administrator Gilliam reported the public art survey has currently garnered 300-500 responsesfrom community membersfor each of the three proposals.Gilliam announced he is working to developa ceramicsprogram at the Community Center.As part of the North County Arts Network, Gilliam is co-chair of the Arts & Economic Summit: October 17, 7-10 am at the California Center for the Arts in Escondido. 9C. Commission-sponsored and Co-sponsored Events Arts Program Administrator Gilliam announced the following: Wednesdays@Noon concerts: Sept. 6, 13, 20, and 27, at the Encinitas Library. Music by the Sea concert: Sept. 15, 7:30pm, at the Encinitas Library. nd Opening Reception: Sept. 23, 1-4pm. North County Photographic Society, 22Annual Members Exhibitionat the Encinitas Library. Opening Reception: Sept.29,6-8pm.SusanSnyder,SongsInMyHeadatCityHall. MoonlightBeachBash:October7,3–6pmatMoonlightBeach. Dia de Los Muertos: October 28,12-4 pm at the Encinitas Community Center. 10. Commissioners’ Reports Commissioner Schmitt announced a dedication ceremony will take place for the mural at the Bar Leucadian in October. He will announce the details and encouraged commissioners to attend. Schmitt reported theLeucadiART Walk was a great success with the largest attendance to date.He requested more information on how to facilitate arts events and the permit process. Commissioner Stefanko reported she oversawfour children’s art projects at LeucadiART Walk. Stefanko announced the event: “Art After Dark: Dia de los Muertos” at the Oceanside Museum of Art October 28, 7-10 pm. Chair Thum reported there was excellent attendance at the Coastal Communities Concert Bandpresentation of“Back in the Saddle,” at the California Center for the Arts onAugust 20. CommissionerAbraham reportedon the LeucadiART Walk. Commissioner Sabeck announced she installedpublic artin the City of San Luis Obispo; she was awarded the commission seven years ago. Commissioner Kuta stated she served on a panelfor the San Diego International Airport and gave input on two public art murals. She announced The New Children’s Museum is working on a Strategic Plan, led by Pomegranate Consulting. The Museum is working with La Jolla Playhouse to host the WOW Festival (Without Walls), including Basil Twist’s puppetry,performing arts, and interactive experiences. 13.
