A. GENERAL
1. ALL WORK SHALL BE DONE IN ACCORDANCE WITH THESE PLANS, THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION (MOST RECENT EDITION), THE DESIGN CONSTRUCTION STANDARDS OF THE CITY OF ENCINITAS AND THE
SAN DIEGO AREA REGIONAL STANDARD DRAWINGS (MOST RECENT EDITION). ANY CHANGES OR REVISIONS THEREFROM
SHALL BE APPROVED BY THE CITY ENGINEER PRIOR TO ANY REQUEST FOR INSPECTION.
2. WRITTEN PERMISSION SHALL BE OBTAINED FOR ANY OFF -SITE GRADING.
3. CONTRACTOR SHALL TAKE ANY NECESSARY PRECAUTION REQUIRED TO PROTECT ADJACENT PROPERTIES DURING GRADING
OPERATIONS. ANYTHING DAMAGED OR DESTROYED SHALL BE REPLACED OR REPAIRED TO THE SATISFACTION OF THE
ENGINEER AT NO COST TO THE CITY.
4. THE CONTRACTOR SHALL BE RESPONSIBLE THAT ANY MONUMENT OR BENCH MARK WHICH IS DISTURBED OR DESTROYED
DURING CONSTRUCTION SHALL BE REESTABLISHED AND REPLACED BY A STATE OF CALIFORNIA REGISTERED CIVIL
ENGINEER OR A STATE OF CALIFORNIA LICENSED LAND SURVEYOR TO THE SATISFACTION OF THE ENGINEER AND AT NO
COST TO THE CITY.
5. THE CONTRACTOR SHALL DESIGN, CONSTRUCT AND MAINTAIN ALL SAFETY DEVICES, INCLUDING SHORING, AND SHALL BE
RESPONSIBLE FOR CONFORMING TO ALL LOCAL, STATE AND FEDERAL SAFETY AND HEALTH STANDARDS, LAWS AND
REGULATIONS.
6. GRADING AND EQUIPMENT OPERATING WITHIN ONE -HALF (1/2) MILE OF A STRUCTURE FOR HUMAN OCCUPANCY SHALL
NOT BE CONDUCTED BETWEEN THE HOURS OF 4:00 P.M. AND 7:30 A.M. NOR ON SATURDAYS, SUNDAYS AND CITY
RECOGNIZED HOLIDAYS.
7. THE STRUCTURAL SECTION OF ALL RESURFACING SHALL BE IN ACCORDANCE WITH THE CITY OF ENCINITAS ENGINEERING
STANDARDS, AS SHOWN ON THESE PLANS, AND AS APPROVED BY THE CITY ENGINEER.
8. APPROVAL OF THESE IMPROVEMENT PLANS DOES NOT CONSTITUTE APPROVAL OF ANY WORK OUTSIDE THE PROJECT
BOUNDARY
9. ALL UNDERGROUND UTILITIES WITHIN THE STREET RIGHT -OF -WAY SHALL BE CONSTRUCTED, CONNECTED, AND TESTED
PRIOR TO CONSTRUCTION OF BERM, CURB, CROSS GUTTER, AND PAVING.
10. THE EXISTENCE AND LOCATION OF EXISTING UNDERGROUND FACILITIES SHOWN ON THESE PLANS WERE OBTAINED FROM
A BASE UTILITY MAP AND A SEARCH OF THE AVAILABLE RECORDS TO THE BEST OF OUR KNOWLEDGE. HOWEVER, THE
CONTRACTOR IS REQUIRED TO TAKE PRECAUTIONARY MEASURES TO PROTECT THE EXISTING FACILITIES SHOWN HEREON
AND OTHERS WHICH ARE NOT OF RECORD OR NOT SHOWN ON THESE PLANS.
11. LOCATION AND ELEVATION OF IMPROVEMENTS TO BE MET BY WORK TO BE DONE SHALL BE CONFIRMED BY FIELD
MEASUREMENTS PRIOR TO CONSTRUCTION OF NEW WORK. CONTRACTOR SHALL MAKE EXPLORATORY EXCAVATIONS
(POTHOLING) AND LOCATE ALL EXISTING UNDERGROUND FACILITIES IN THE PROJECT AREA SUFFICIENTLY AHEAD OF
CONSTRUCTION TO PERMIT REVISIONS TO PLANS IF REVISIONS ARE NECESSARY BECAUSE OF ACTUAL LOCATION OF
EXISTING FACILITIES.
12. A. THE CONTRACTOR SHALL NOTIFY THE SAN DIEGO GAS & ELECTRIC COMPANY PRIOR TO STARTING WORK NEAR
COMPANY FACILITIES AND SHALL, COORDINATE SAID WORK WITH COMPANY REPRESENTATIVES. 1- 800 - 422 -4133 (DIG

B. THE CONTRACTOR SHALL NOTIFY THE AT &T COMMUNICATIONS COMPANY PRIOR TO STARTING WORK NEAR COMPANY

E. THE CONTRACTOR SHALL NOTIFY THE SAN ELIJO JPA COMPANY PRIOR TO STARTING WORK NEAR COMPANY FACILITIES

13. THE CONTRACTOR SHALL PROTECT EXISTING LANDSCAPING AND IMPROVEMENTS REMAINING IN PLACE AND THAT ARE NOT
CALLED OUT TO BE REMOVED ON THESE PLANS. NO LANDSCAPING OR IMPROVEMENTS SHALL BE DAMAGED OR REMOVED
PRIOR TO APPROVAL OF THE CITY.
14. EXCEPT WHEN WORK IS BEING DONE ON DRIVEWAYS, THE CONTRACTOR SHALL MAINTAIN ACCESS TO PRIVATE DRIVEWAYS
AT ALL TIMES.
15. ALL PRIVATE IMPROVEMENTS IN THE PUBLIC RIGHT OF WAY DESIGNATED TO BE REMOVED SHALL BE SALVAGED AND
RETURNED TO THE PROPERTY OWNER. ALL PRIVATE IMPROVEMENTS OUTSIDE THE PUBLIC RIGHT OF WAY, THAT ARE NOT
DESIGNATED TO BE REMOVED, THAT ARE DAMAGED DURING CONSTRUCTION OF THE PROJECT SHALL BE REPAIRED BY
THE CONTRACTOR AT NO COST TO THE CITY.
16. THE CONTRACTOR SHALL NOTIFY IN WRITING AND OBTAIN APPROVAL OF THE CITY ENGINEER OF WORK PRIOR TO MAKING
CHANGES IN THE FIELD.
17. NOTES AND DETAILS ON THE PLANS SHALL TAKE PRECEDENCE OVER THESE GENERAL NOTES IN CASE OF CONFLICT.
18. THE CONTRACTOR SHALL MAINTAIN AN UP TO DATE SET OF AS -BUILT DRAWINGS ON WHICH ALL CHANGES OR
VARIATIONS IN THE WORK, INCLUDING UTILITIES, ARE RECORDED. A COPY OF SAID AS -BUILT DRAWINGS SHALL BE
PROVIDED TO THE CITY OF ENCINITAS WHEN REQUESTED.
19. MATERIAL OF DEBRIS SHALL NOT BE STORED OR REMAIN IN THE PUBLIC RIGHT OF WAY WITHOUT APPROVAL BY THE
CITY ENGINEER.
20. OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) NOTE: THE CONTRACTOR IS REQUIRED TO OBTAIN A PERMIT
FROM OSHA PRIOR TO COMMENCING CONSTRUCTION OF TRENCHES OF EXCAVATIONS WHICH ARE 5 FOOT OR DEEPER
AND INTO WHICH A PERSON IS REQUIRED TO DESCEND.
B. NOTIFICATIONS
1. THE EXISTENCE AND LOCATION OF UNDERGROUND UTILITY PIPES AND STRUCTURES SHOWN ON THESE PLANS WERE
OBTAINED BY A SEARCH OF AVAILABLE RECORDS. TO THE BEST OF OUR KNOWLEDGE THERE ARE NO EXISTING UTILITIES
EXCEPT AS SHOWN ON THESE PLANS, HOWEVER:
THE CONTRACTOR IS REQUIRED TO TAKE DUE PRECAUTIONARY MEASURES TO PROTECT ANY EXISTING UTILITIES OR

C. GRADING
1. THE CONTRACTOR SHALL PROPERLY GRADE ALL EXCAVATED SURFACES TO PROVIDE
POSITIVE DRAINAGE AND PREVENT PONDING OF WATER. HE /SHE SHALL CONTROL SURFACE
WATER AND AVOID DAMAGE TO ADJOINING PROPERTIES OR TO FINISHED WORK ON THE SITE
AND SHALL TAKE REMEDIAL MEASURES TO PREVENT EROSION OF FRESHLY GRADED AREAS
UNTIL SUCH TIME AS PERMANENT DRAINAGE AND EROSION CONTROL MEASURES HAVE BEEN
INSTALLED.
2. ALL AREAS TO BE FILLED SHALL BE PREPARED TO BE FILLED AND FILL SHALL BE PLACED
IN ACCORDANCE WITH STANDARD SPECIFICATIONS. ALL VEGETABLE MATTER AND
OBJECTIONABLE MATERIAL SHALL BE REMOVED BY THE CONTRACTOR FROM THE SURFACE
UPON WHICH THE FILL IS TO BE PLACED. LOOSE FILL AND ALLUVIAL SOILS SHALL BE
REMOVED TO SUITABLE FIRM NATURAL GROUND. THE EXPOSED SOILS SHALL BE SCARIFIED
TO A DEPTH OF 6" AND THEN COMPACTED TO A MINIMUM OF 92 PERCENT. IT SHALL BE
THE CONTRACTOR'S RESPONSIBILITY TO PLACE, SPREAD, WATER, AND COMPACT THE FILL IN
STRICT ACCORDANCE WITH SPECIFICATIONS.
3. CUT AND FILL SLOPES SHALL BE CUT AND TRIMMED TO FINISH GRADE TO PRODUCE
SMOOTH SURFACES AND UNIFORM CROSS SECTIONS. THE SLOPES OF EXCAVATIONS AND
EMBANKMENTS SHALL BE SHAPED, PLANTED AND TRIMMED AS DIRECTED BY THE ENGINEER
OF WORK AND LEFT IN A NEAT AND ORDERLY CONDITION. ALL STONES, ROOTS AND OTHER
WASTE MATTER EXPOSED OR EXCAVATION OR EMBANKMENT SLOPES WHICH ARE LIABLE TO
BECOME LOOSENED SHALL BE REMOVED AND DISPOSED OF. THE TOE AND TOP OF ALL
SLOPES SHALL BE ROUNDED IN ACCORDANCE WITH THE GRADING ORDINANCE.
4. ALL TREES, BRUSH, GRASS, AND OTHER OBJECTIONABLE MATERIAL SHALL BE COLLECTED
AND HAULED OFF THE SITE BY THE CONTRACTOR SO AS TO LEAVE THE AREAS THAT HAVE
BEEN CLEARED WITH A NEAT AND FINISHED APPEARANCE FREE FROM UNSIGHTLY DEBRIS.
APPROVAL OF LOCATION OF DEBRIS ALL SHALL BE SECURED FROM THE SOILS ENGINEER
AND CITY ENGINEER PRIOR TO THE DISPOSAL OF ANY SUCH MATERIAL.
5. THE CONTRACTOR SHALL MAINTAIN ADEQUATE DUST CONTROL MEASURES THROUGHOUT THE
DURATION OF THE PROJECT CONSTRUCTION. PROJECT SITE MAINTENANCE SHALL CONFORM
TO SECTION 7 -8 OF THE STANDARD SPECIFICATIONS.
D. EROSION CONTROL
1. IN CASE EMERGENCY WORK IS REQUIRED, CONTACT GREG SHIELDS AT (760) 633 -2778.
2. EQUIPMENT AND WORKERS FOR EMERGENCY WORK SHALL BE MADE AVAILABLE AT ALL TIMES
DURING THE RAINY SEASON. ALL NECESSARY MATERIALS SHALL BE STOCKPILED ON SITE AT
CONVENIENT LOCATIONS TO FACILITATE RAPID CONSTRUCTION OF TEMPORARY DEVICES WHEN
RAIN IS IMMINENT.
3. CONTRACTOR SHALL PROVIDE A 24 -HOUR TELEPHONE NUMBER AND NAME OF PERSON
RESPONSIBLE FOR EMERGENCY WORK.
4. THE CONTRACTOR SHALL RESTORE ALL EROSION CONTROL DEVICES TO WORKING ORDER TO
THE SATISFACTION OF THE CITY ENGINEER AFTER RUN -OFF PRODUCING RAINFALL.
5. THE CONTRACTOR SHALL INSTALL ADDITIONAL EROSION CONTROL MEASURES AS MAY BE
REQUIRED BY THE CITY ENGINEER DUE TO AN INCOMPLETE GRADING OPERATION OR
UNFORESEEN CIRCUMSTANCES WHICH MAY ARISE.
6. ALL REMOVABLE PROTECTIVE DEVICES SHOWN FOR EROSION CONTROL SHALL BE IN PLACE
AT THE END OF EACH WORKING DAY WHEN FIVE (5) DAY RAIN PROBABILITY FORECAST
EXCEEDS FORTY PERCENT (40 %). SILT AND OTHER DEBRIS SHALL BE REMOVED AFTER EACH
RAINFALL.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROPER MAINTENANCE OF THE EROSION
CONTROL DEVICES AS NECESSARY.
8. ALL EROSION CONTROL MEASURES REQUIRED TO RETAIN SEDIMENT ONSITE AND TO SAFELY
DISCHARGE ANY ACCELERATED RUNOFF GENERATED BY THE PROJECT SHALL BE INSTALLED
WHEN THE 5 -DAY RAIN PROBABILITY FORECAST EXCEEDS 40 PERCENT.
9. TEMPORARY EROSION CONTROL DEVICES WHICH INTERFERE WITH WORK SHALL BE RELOCATED
OR MODIFIED AS THE WORK PROGRESSES AS RECOMMENDED BY THE ENGINEER OF WORK
AND AS APPROVED BY THE CITY ENGINEER.
10. EROSION CONTROL SYSTEMS SHALL BE SERVICED AND MAINTAINED TO PROVIDE CONTINUOUS
CAPACITY AND ADEQUACY TO FUNCTION AS DESIGNED. AFTER PRECIPITATION EXCEEDING
ONE- QUARTER (1/4) INCH IN ANY 12 -HOUR PERIOD OR UPON THE DIRECTION OF THE CITY
ENGINEER, SILT AND DEBRIS SHALL BE REMOVED FROM CHECK DAMS.
11. THE CONTRACTOR SHALL BE RESPONSIBLE AND SHALL TAKE NECESSARY PRECAUTIONS TO
PREVENT PUBLIC TRESPASS INTO AREAS WHERE IMPOUND WATER CREATES A HAZARDOUS
CONDITION. NECESSARY PRECAUTIONS MAY INCLUDE, BUT NOT BE LIMITED TO, APPROPRIATE
PERIMETER FENCING OR A 24 -HOUR GUARD PREVENTING UNAUTHORIZED PERSONS FROM
ENTERING THE BASINS.
12. PAVED STREETS, SIDEWALKS, AND OTHER IMPROVEMENTS SHALL BE MAINTAINED IN A NEAT
AND CLEAN CONDITION, FREE OF LOOSE SOIL, CONSTRUCTION DEBRIS, AND TRASH. STREET
SWEEPING OR OTHER EQUALLY EFFECTIVE MEANS SHALL BE USED TO CLEAN STREETS
EXCEPT FOR THE REMOVAL OF FINE MATERIAL NOT OTHERWISE REMOVED BY SWEEPING OR
OTHER MECHANICAL MEANS.
13. STANDBY CREWS SHALL BE ALERTED BY THE CONTRACTOR FOR EMERGENCY WORK DURING
RAINSTORMS.
14. GRAVEL BAGS AND NECESSARY MATERIALS SHALL BE AVAILABLE ON SITE AND STOCKPILED
AT CONVENIENT LOCATIONS TO FACILITATE RAPID CONSTRUCTION OF TEMPORARY DEVICES OR
TO REPAIR ANY DAMAGED EROSION CONTROL MEASURES WHEN RAIN IS IMMINENT. A
STANDBY CREW SHALL BE MADE AVAILABLE AT ALL TIMES DURING THE RAINY SEASON.
15. ALL UTILITY TRENCHES SHALL BE BACK FILLED WITHIN 24 HOURS AND MUST BE BACK
FILLED BEFORE THE END OF WORK DAY IF A 40 PERCENT, OR GREATER, CHANGE OF RAIN
IS PREDICTED.
16. A GRAVEL BAG SILT BASIN OR TRAP SHALL BE PROVIDED AT EVERY STORM DRAIN INLET TO
PREVENT SEDIMENT FROM ENTERING THE STORM DRAIN SYSTEM.
E. IMPROVEMENTS
1. A PERMIT SHALL BE OBTAINED FROM THE ENCINITAS ENGINEERING SERVICES
DEPARTMENT FOR ANY WORK WITHIN THE STREET RIGHT -OF -WAY AT NO COST TO
THE CONTRACTOR.
2. APPROVAL OF THESE IMPROVEMENT PLANS AS SHOWN DOES NOT CONSTITUTE
APPROVAL OF ANY CONSTRUCTION OUTSIDE THE PROJECT BOUNDARY. A PERMIT
SHALL BE OBTAINED FROM THE ENCINITAS ENGINEERING SERVICES DEPARTMENT FOR
ANY WORK WITHIN THE STREET RIGHT -OF -WAY AT NO COST TO THE CONTRACTOR.
3. ALL UNDERGROUND UTILITIES WITHIN THE RIGHT -OF -WAY SHALL BE CONSTRUCTED,
CONNECTED AND TESTED PRIOR TO CONSTRUCTION OF BERM, CURB, CROSS GUTTER
AND PAVING.
4. LOCATION AND ELEVATION OF IMPROVEMENTS TO BE MET BY WORK TO BE DONE
SHALL BE CONFIRMED BY FIELD MEASUREMENTS PRIOR TO CONSTRUCTION OF NEW
WORK. CONTRACTOR SHALL MAKE EXPLORATORY EXCAVATIONS AND LOCATE EXISTING
UNDERGROUND FACILITIES SUFFICIENTLY AHEAD OF CONSTRUCTION TO PERMIT
REVISIONS TO PLANS IF REVISIONS ARE NECESSARY BECAUSE OF ACTUAL LOCATION
OF EXISTING FACILITIES.
5. NO PAVING SHALL BE DONE UNTIL EXISTING POWER POLES ARE REMOVED FROM
WITHIN THE AREAS TO BE PAVED.
F. IMPROVEMENTS
1. THE CONTRACTOR SHALL ENFORCE ALL SAFETY MEASURES. THE CONTRACTOR SHALL CONSTRUCT AND MAINTAIN ALL
SAFETY DEVICES AS APPROVED BY THE CITY ENGINEER, INCLUDING SHORING, AND SHALL BE SOLELY RESPONSIBLE
FOR CONFORMING TO ALL LOCAL, STATE, AND FEDERAL SAFETY AND HEALTH STANDARDS, LAWS, AND REGULATIONS.
2. CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS DURING THE COURSE
OF CONSTRUCTION, INCLUDING SAFETY OF ALL PERSONS AND PROPERTY. THIS REQUIREMENT SHALL APPLY
CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MONUMENTATION AND /OR ANY BENCHMARKS WHICH WILL BE
DISTURBED OR DESTROYED BY CONSTRUCTION. SUCH POINTS SHALL BE REFERENCED AND REPLACED WITH
APPROPRIATE MONUMENTATION SET BY A STALE OF CALIFORNIA LICENSED LAND SURVEYOR OR A REGISTERED CIVIL
ENGINEER AUTHORIZED TO PRACTICE LAND SURVEYING. A CORNER RECORD OR RECORD OF SURVEY, AS APPROPRIATE,
SHALL BE FILED BY THE STALE OF CALIFORNIA LICENSED LAND SURVEYOR OR REGISTERED CIVIL ENGINEER, AS
REQUIRED BY THE LAND SURVEYORS ACT.
4. THE LOCATION OF EXISTING BUILDINGS SHOWN ON THESE PLANS ARE APPROXIMATE.
5. THE CONTRACTOR IS RESPONSIBLE TO POTHOLE AND LOCALE ALL EXISTING SUBSURFACE UTILITIES, PRIOR TO THE
START OF DEMOLITION OR CONSTRUCTION. ANY EXISTING UTILITIES THAT REQUIRE REMOVAL OR RELOCATION SHALL BE
COORDINATED WITH THE APPROPRIATE UTILITY AGENCY PRIOR TO THE BEGINNING OF CONSTRUCTION. IF DURING
POTHOLING THE CONTRACTOR DISCOVERS A POTENTIAL CONFLICT BETWEEN PROPOSED UTILITIES AND EXISTING
UTILITIES, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE CITY. THE CONTRACTOR SHALL ALLOW AMPLE TIME FOR
REVISIONS TO BE MADE TO THE PLANS TO AVOID CONFLICTS PRIOR TO THE START OF UTILITY INSTALLATION,
5. THE CONTRACTOR SHALL REQUEST MARKOUT OF EXISTING UNDERGROUND UTILITIES BY CALLING THE LISTED REGIONAL
NOTIFICATION CENTER FOR AN INQUIRY IDENTIFICATION NUMBER, AT LEAST (2) DAYS PRIOR TO START OF ANY
CONSTRUCTION.
TRAFFIC CONTROL NOTES
1. TRAFFIC CONTROL SHALL BE IN ACCORDANCE WITH SECTION 7 -10 OF THE

2. THE CONTRACTOR SHALL MAINTAIN TRAFFIC FLOW IN BOTH DIRECTIONS IN
CONFORMANCE WITH APPENDIX "A" OF THE SAN DIEGO COUNTY REGIONAL
STANDARD DRAWINGS AND THE APPROVED TRAFFIC CONTROL PLAN DURING THE
WORKING HOURS OF 7:30 AM TO 4:00 PM, MONDAY THROUGH FRIDAY, UNLESS
OTHERWISE AUTHORIZED, NO WORK THAT OBSTRUCTS NORMAL TRAFFIC FLOW WILL
BE ALLOWED DURING THE HOURS OF 4:00 PM TO 7:30 AM AND AT ALL TIMES
SATURDAYS, SUNDAYS AND LEGAL HOLIDAYS. THE PROJECT SPECIFICATIONS
AND /OR CONDITIONS OF TRAFFIC CONTROL PLAN APPROVAL MAY FURTHER LIMIT
WORKING HOURS.
3. ACCESS TO PRIVATE PROPERTY SHALL BE MAINTAINED AT ALL TIMES.
4. ALL TRAVEL LANES WILL BE A MINIMUM OF 12 -FEET WIDE UNLESS OTHERWISE
SHOWN.
5. TRENCH PLATES TO BE PROVIDED WITH SKID RESISTANT SURFACE.
6. THE CONTRACTOR SHALL NOTIFY ALL ADJACENT PROPERTY OWNERS AND TENANTS
OF THE PROPOSED POSSIBLE TRAFFIC DETOURS AT LEAST 72 HOURS PRIOR TO
COMMENCING WORK. THE PROJECT SPECIFICATIONS MAY CONTAIN ADDITIONAL
NOTIFICATION REQUIREMENTS THAT SHALL SUPERSEDE THIS REQUIREMENT.
7. ACCESS FOR FIRE AND OTHER EMERGENCY VEHICLES SHALL BE MAINTAINED AT
ALL TIMES DURING PROJECT CONSTRUCTION.
