2000-12-07CITY OF ENCINITAS ACTION MINUTES OF REGULAR COMMITTEE MEETING TOURISM AND MARKETING COMMITTEE December 7, 2000 Present: Mayor Dennis Holz, City Manager Kerry Miller, Council Member Christy Guerin, Paul Davis, Peder Norby, Sid Shaw, Joe Koch, Jim Clark, Julian Duval, Gerald Solomon, Fred Caldwell, Robert Mance, Sheila Cameron, Carolyn Cope, Paula Kirpalani, Al Taschaeche, and Vanessa Williams. #1 Call to Order Announcements DIRECTION /ACTION Meeting called to order at 8:16 A.M. by Mayor Holz. Mayor Holz announced that City Manager Miller will be late to the meeting as he is working on issues stemming from last night's fire on Highway 101. He noted that four businesses were lost and one firefighter was injured as a result of the fire. The following announcements were made: Julian Duval announced that the annual Garden of Lights event starts on December 15`h at Quail Botanical Gardens. Al Taschaeche briefly discussed the energy rate crisis. City Manager Miller noted that the City of San Marcos is looking into the possibility of becoming a Municipal Utility. The City of Encinitas has already looked into this concept and concluded that it would not be cost effective to do alone but perhaps can be done jointly. Carolyn Cope noted that she is on the Holiday Parade Committee and would like input on how the parade went. The committee is having a briefing on Tuesday and she would like to discuss any pertinent issues or concerns with the committee members at that time. Some items noted include: the length of the parade, major gaps between entrants, the trash left on the streets, and the idea of having the parade on a Sunday during the daytime rather than on Saturday night. Robert Mance announced that, on December 14, 2000 at 6:00 p.m., the Arts Master Plan Sub- committee will meet at A La Carte. They will be summarizing accomplishments made over the past year. Everyone is welcome to attend. Sheila Cameron commented on electrical prices noting that there are many internet companies using a large amount of electricity. ITEM # 2 Discussion on the Future Role of the Tourism and Mayor Holz indicated that he would like to discuss with the group the future of the committee. He wants to know about changes that the group would like to make. Marketing Committee Gerald Solomon, The Encinitas Chamber of Commerce, discussed with the committee his past experiences with the Economic Development Council Concept and how this type of group /concept may benefit the Tourism and Marketing Committee. Carolyn Cope noted that the committee needs direction and funding from the City in order to complete projects. Sheila Cameron noted that a product needs to be offered to tourists and that won't be possible until the downtown is completed. She also noted the need for a partnership between the City and the private sector. Fred Caldwell indicated that the group needs to keep the focus on the four sub - committees and work on the ideas they developed. Robert Mance also agreed that it will take both the private sector and the City to accomplish the goals set out by the group. He further indicated that the group has placed much emphasis on the downtown area. However, the City has many other areas of interest that also need to be brought into the group's plans. Mayor Holz concluded that it appears the group should continue with the four sub - committees. He would like the sub - committees to begin preparing a budget package and present it to the City Council. Toward that end, he requested that the sub - committee chairpersons meet on January 4, 2001 to revitalize and reaffirm their plans. The chairpersons can report to the group on January 18, 2001.
