Meeting called to order at 8:17 A.M. by Council Member Sheila Cameron. Ms. Cameron thanked

everyone for coming. Everyone introduced themselves and the following announcements were

Marietta Rogers indicated that a new exhibit opens this weekend at the Children's Discovery
Museum.
John McIsaac noted that the Self - Realization Fellowship is having their annual Halloween party on
October 31" and everyone is welcome.
Paul Davis announced that the Encinitas Chamber of Commerce will start a series in their
newsletter on parklands.
Chuck Ades announced he is having an Open House at his nursery on November 18, 2000.
ITEM # 2
Presentation on the "South Entrance GardenBus Stop
There has been discussion about the need to change the looks of the triangular shaped piece of land
at South Coast Highway 101 and "K" Street.
at Highway 101 and K Street. Dave de Cordova Community Development Analyst gave a

presentation on the City's plans to redesign this area, including the us stop location.
A few months ago, staff heard about a "Walkable Communities" grant program from SANDAG,
which could assist the City with this project. The grant program is open only to cities and is very
competitive; however, SANDAG is looking for "partnership" projects. The city submitted a
request for a grant in the amount of $85,000. The total estimated cost to complete the project is
$114,000. The City will look for assistance from private sources for the balance.
Peder Norby, Executive Director of DEMA, reviewed the conceptual plans for the site as designed
by Dugmore Design Studio. He indicated that the overall design reflects Encinitas' flower industry
and beach culture.
Mr. de Cordova indicated that the City will find out by the first of the year whether we will receive
any of the grant money from SANDAG. If the grant is successful, the City will start work on the
project immediately. If no money is received from the grant program, the project will take longer.

Vanessa Williams reported that at the suggestion of City Manager Kent' Miller, she attended a
meeting with the Encinitas Chamber of Commerce in order to establish a relationship with them for

purposes of developing the website. The Chamber of Commerce is in the process of developing a
website for the Chamber and the Visitor's Center and it is a good idea to have someone from the
Tourism and Marketing Committee working with them. November 1, 2000 is the deadline for
submitting bids to develop the website.
At this time, Ms. Williams was unsure how to proceed within her subcommittee. It was suggested
that the committee request a presentation from the Chamber at the next T &M meeting.
Also, Richard Phillips, the City Manager's Management Analyst, indicated that staff is working on a
significant redesign of the City's website. Mr. Phillips suggested that MIS give a presentation in the
Council Chambers at the next meeting..

Paul Davis noted that Encinitas was promoted in the "Conde Nast Traveler" Magazine.
Oral Communications
Council Member Cameron indicated that Encinitas should try to emphasize the month of February for
tourism since we have wonderful weather and other parts of the country are knee deep in snow.
Chuck Ades asked if the City would have its trolley service running by August, 2001. Ms. Cameron
indicated that she hopes to have the service in place by June, 2001. She noted that the committee
needs to go to the Council and request this.
