2000-10-05CITY OF ENCINITAS ACTION MINUTES OF REGULAR COMMITTEE MEETING TOURISM AND MARKETING COMMITTEE October 5, 2000 Present: Council Members Sheila Cameron, City Manager Kerry Miller, Paul Davis, Peder Norby, Sid Shaw, Joe Koch, John Mclsaac, Jim Clark, Barbara Miller, Bruno Schrarer, Judianne Shannon, Lois Rotsheck, and Kristen Richter. DIRECTION /ACTION # 1 Meeting called to order at 8:13 A.M. by Council Member Sheila Cameron. Ms. Cameron thanked Call to Order everyone for coming. Everyone introduced themselves and the following announcements were Announcements made: Jim Clark announced that the turn out for the Rob Machado Surf Classic was outstanding. Joe Koch noted that Bob Bonde's last two articles in the North County Times were very good. Paul Davis announced that the Encinitas Chamber of Commerce will be starting a series in their newsletter on parklands. Barbara Miller announced that the Arts Commission will be having a chalk drawing event at the Encinitas Days Celebration on Saturday, October 7, 2000. Council Member Cameron announced that the Encinitas Days Celebration is Saturday, October 7 starting at 7:30 a.m. with the 5K Race, followed by all day activities and including the lighting of the Encinitas sign at 8:00 p.m. Peder Norby added that DEMA's Installation Dinner will be held Saturday evening. Three new board members are being installed: Cyd Shaw, Dotie Tucker, and Ida Lou Coley. Rusty Wells and Crystal Wells will be returning and Bart Smith who has been the vice - president will serve as the president. This year's theme is 20's and 30's. The dinner will take place in a tent on D Street at 6:00 p.m. Tickets are $45 /person or $80 /couple. From 8:00 to 9:00 p.m. the City will have the sign lighting ceremony and two brass plaques will be unveiled and later mounted on the signposts. Swing dancing will take place following the sign ceremony. Ms. Cameron also announced that the deadline for the Holiday Parade entries is October 7, 2000. ITEM # 2 Update on Coast Highway 101 and Sand Ms. Cameron reported that she spoke with Steve Aceti; however, he was out of town and could not attend today's meeting. He indicated to her that the Army Corp of Engineers is conducting a feasibility study on the San Elijo Lagoon. The study will allow for Federal funding: $500,00 in Federal funding and $200,000 in State funding. The study would entail moving the mouth of the lagoon and a portion of Highway 101 in order to allow more sand on the beaches. The 3 year study should start in January or February. Ms. Cameron also reported that the Army Corp of Engineering is looking at the Oceanside Jetty since some of our lack of sand problems is caused from the jetty. Mr. Miller noted that by the end of the study, there will be a complete study that provides for an environmentally engineered project which is ready to go out for bid. Ms. Cameron further noted that Howard Marlowe sent a letter indicating to the Council that beach nourishment was a major funding winner in the appropriations bill. ITEM #3 Ms. Cameron reported that the property with the boathouses is for sale. The boathouses were built in Yd Street 1929. Ms. Cameron stated that, should the new owners want to tear down the boathouses, she would The Boathouses on want the City to have them and place them in " Iwannapark" or elsewhere in the City since they are a major tourist attraction. Ms. Cameron noted that she has contacted the real estate agent and asked that they let her know if the new owners do not want the boathouses. Ms. Cameron reported that it is the City's responsibility to preserve our heritage, which is also why she advocates the purchase of the La Paloma Theatre as well as the boathouses. ITEM #4 Peder Norby reported that the City did a parking survey. The survey was mailed to all the property owners on Highway 101, 2nd Street, and all the side streets. The survey focused on the existing Downtown Parking Survey Results parking and whether to go to back to the two hour parking enforcement. The consensus was to leave the current 24 -hour parking and the two -hour parking as they are. 106 out of 250 people responded to the survey. Mr. Norby also noted that City is also working on three parking projects: 1) Diagonal parking to be put on the west side of 2"d Street. This is inconsistent with the Downtown Specific Plan; however, amendments to the plan are being made for both the parking and the library. 2) Additional parking spaces will be picked up on Highway 101 by re- striping the road and closing off three driveways. 3) The City has approved approximately $100,000 to do the engineering and design for a parking lot behind 25 East E (on the Southwest corner of Vulcan and E Streets). This lot will be a city parking lot leased from NCTD. Mr. Norby added that with respect to the Streetscape Plan, the goal is to get it completed as quickly as possible. There will obviously be a burden to the businesses and residents in the immediate area; however, it will be for a short time. During construction, Highway 101 will not be closed. It is anticipated that the work on the sidewalks will be the main problem for the businesses. During this time, DEMA will act much like a liaison between the residents, businesses, and the City. ITEM #5 Ms. Cameron reported on what appears to be the City projects scheduled for the year 2001 from South to North: Soccer fields in Cardiff, Feasibility Studies on Highway 101 and moving the Lagoon Oral Communications mouth; the Downtown Streetscape will be implemented; Parking between D &E Streets; Iwannapark will be in development including daylighting the creek; City Hall will be drawing plans for the Civic Center; a new library; Quail Gardens and San Dieguito Heritage Museum will be planning the community use site; and, Leucadia will be getting a new drainage system. Ms. Cameron announced that she has been working with the City in getting wheelchair access to Moonlight Beach. She reported that an ADA path was laid down yesterday. Ms. Cameron further reported that when she was elected as Mayor, she and the Council worked with the Baykeepers to put in a storm water division plan. One of the elements that end up in our storm water runoff and oceans is dog feces. She noted that 65% of residents in Encinitas own dogs. To help clean up the ocean, the City will be placing "Thank you for cleaning up after your pet" signs in parks and along trails. The public can call the City and let them know where these signs should be placed. Council member Cameron is also going to ask that the posts with bags be put in for this purpose as well.
