Presentation on the Proposed Downtown Encinitas
Dave de Cordova, Community Development Management Analyst, gave a brief presentation on the
Historic Encinitas Landmark Sign. Mr. de Cordova indicated that the history of the original sign is

sketchy. They were able to locate a 1928 Coast Dispatch article announcing plans to put up a
landmark sign. Funding for the sign would come from local businesses. It was to be illuminated
by neon blue and red lighting. Mr. de Cordova indicated that the sign ended up being illuminated;
however, not with red and blue. Dark green background with white letters was used instead. From
what they can determine, the sign remained until the mid -late 30's. No one seems to know what
happened to the sign once it was removed.
The new historic sign is being designed and fabricated by Ultra Signs. It will be constructed of
aluminum. Each letter will be outlined with white neon lighting. There will also be neon lighting
behind the letters to illuminate the background and give halo effect. The background will be dark
green. The sign will be suspended by steel cable across Highway 101. The posts will differ
slightly from the original design, which were telephone posts. The posts will be constructed of
steel posts using the color scheme similar to the sign with square, aluminum cladding and painted
with a semi -gloss finish. The design will be simple so it will not distract from the sign itself. A
brass monument sign with an etching and some text giving the history of the original sign will be
put on the posts.
The project is in the design and review phase. The review phase should conclude around June 19,
2000. Then written notice will be issued so fabrication can begin. This phase should take about
eight weeks with two weeks for installation. The sign should be installed by the end of September
or the first of October — in time for the City's birthday.
The sign will be located on Highway 101, north of the "D" Street intersection. The original sign
was located at the intersection. However, for safety reasons, the new sign will be moved away

from the intersection, close to La Paloma Theatre.
Peder Norby, executive director of DEMA, gave a presentation on DEMA's marketing video. He

worked with Media 101 for about one year to create the video. The video is seven minutes long. Mr.
Norby indicated that he is aware that one of the sub -committee's is looking into creating a video. He
stated that DEMA's video may be used as a base and then the sub - committee can edit the scenes to
suit their needs.
The video was shown to the members. It was all music and imagery with no dialogue. It showed
various scenes of people, local places, and events.
After the video ended, there was discussion of how the sub - committee would create its video.

Kerry Miller stated that the next budget meeting will take place on Tuesday, June 6, 2000. At the last
meeting, Ms. Cameron indicated that she would like some funding dedicated towards the Tourism &
Development of a Strategic Plan
Marketing Committee. The Council requested details for allocating the funds. Mr. Miller indicated
that we will create such a list.
Each group then presented their opinions on priority projects. With the assistance of Mr. Miller, a list
of projects with proposed funding was created which will be presented at the next budget meeting.

Included in the proposed city funding list is $50,000 for a Rail Corridor Study. There was discussion
on this issue. Mr. Miller noted that $50,000 has been set aside for a rail study and that the Council is
prepared to fund a comprehensive study. He noted that NCTD is having a meeting regarding Double
Tracking. Our representative will note the City's opposition; however, we will likely be the only city
with this position. Mr. Miller indicated that we need to preserve our quality of life and the City is
prepared to fund our own study for this purpose if necessary.
Ms. Cameron stated that she and Mr. Miller met with Senator Morrow, Assemblywoman Bates, and
Assemblywoman Zettel while they were in Sacramento for City Action Days last month. They
presented and explained the City's position on this issue. Ms. Cameron suggested everyone write
letters to our representatives about this.

Mr. Norby noted that the triangular shaped piece of land in front of the NAPA company would be a
great location for a monument.
Oral Communications
Mr. Miller stated that he spoke with Gary Gallegos with Caltrans regarding Transportation
Management Associations (TMA). Mr. Gallegos informed Mr. Miller hat Caltrans is out of the TMA
business. However, there is an existing TMA in Coronado. Mr. Miller indicated that he will request
Coronado's TMA director to give a presentation a future meeting.
Ms. Cameron indicated that she would like the flower committee to work on getting a greater
presence of flowers throughout the City. She would also like to see restaurants promoting our image
as flower capital by giving out flowers to customers.
