2000-04-20CITY OF ENCINITAS ACTION MINUTES OF REGULAR COMMITTEE MEETING TOURISM AND MARKETING COMMITTEE April 20, 2000 Present: Council Member Sheila Cameron; Patrick Murphy; Phil Cotton; Mark Skok; John Mclsaac, Julian Duval, Gary Tucker, Judy Cunningham; Kirk Van Allyn; Joe Koch; Vanessa Williams; Judianna Shannon; Chuck Ades; Rob Spence; Lynne Love; Barbara Miller; Shawn Smart, Fred Caldwell; Crystal Wells; Dan Hare; Peder Norby; Charles Marvin; Westin Wells; Jim Clark; Paula Kirpalani; Kirk Van Allyn. #1 Call to Order and Announcements DIRECTION /ACTION Meeting called to order at 8:10 A.M. by Council Member Sheila Cameron. Ms. Cameron thanked everyone for coming. Everyone introduced themselves. The following announcements were made: Cottonwood Creek is having an Earth Day celebration on Saturday, April 22, 2000 from 10:00 a.m. to 2:00 p.m.; The City's Spring Egg Hunt will take place on Saturday, April 22, 2000 from 10:00 a.m. to Noon at the Ball Fields on Saxony -North of the YMCA; Encina Wastewater Authority is also having an Earth Day celebration on Saturday, April 22, 2000 at 9:00 a.m.; Capri School is still looking for donations for their silent auction, which will take place on May 5, 2000. Anyone with donations should contact Ms. Cameron; A benefit concert for Beth Ivy will take place on Saturday, April 29, 2000 at 8:00 p.m. at the Seaside Church on 2"d Street; Western City Magazine, published by the League of CA Cities, has an article on Encinitas entitled "Encinitas Focuses on Teens." This publication goes to many cities across California; A double header Classic Summer Nights and Independent Film Society showing of "Blue Moon" will take place on May 11, 2000; The statewide Mainstreet Conference will take place May 10 —12, 2000. Thirty plus cities will be attending this event; A Spring plant sale will take place on Saturday, April 29, 2000 at the Quail Botanical Gardens; At the May 17, 2000 City Council Meeting, there will be a special presentation on double tracking and everyone is invited and encouraged to attend. ITEM # 2 Special Presentation on Parks, Recreation, and Greenways in the Moonlight Beach Arena and How it Fits into the Downtown Streetscape Ms. Cameron introduced Patrick Murphy, City Consultant with the Planning Department. Mr. Murphy indicated that he will be giving a presentation on "Iwannapark " (ESD park site). This is the park site located at Encinitas Blvd. and the northeast corner of Vulcan Avenue. The park site is 8.1 acres in size. The park is already funded for improvements. The City Council is working on the Cottonwood Creek extension/restoration and it will be incorporated into the park design. Mr. Murphy indicated that the City Council gave directions for the park features. Some of Council's directions are as follows: Parking off Vulcan Avenue; two acres for the museum and space for the visitor's center (it was noted that Council supports the Center's current location, but is allowing space in the park in case there are future needs); two tennis courts; a large grass area; a Veterans Peace Memorial site; a good portion of the land will be natural setting; a children's playground; a half basketball court; a large gazebo, on -site security; and, opportunities to grow with the adjoining commercial owners. It was also noted that the only entrances /exits will be on Vulcan Avenue. Mr. Murphy indicated that Council further gave direction to redirect the creek to a pond. There is also a pedestrian bridge over the creek in the plans. Mr. Murphy indicated the funds have been allocated for this project and it goes to Council on April 26, 2000. The City will likely begin construction in Spring, 2001. Ms. Cameron then introduced Phil Cotton, Parks and Recreation Superintendent. Mr. Cotton's presentation was on the Moonlight Beach Master Plan. He noted that the Master Plan for Moonlight Beach is very old. It was created by the State in 1984. When the City took over Moonlight Beach, it was decided that the City would maintain the beach although it was still a State Beach. Mr. Cotton noted that through the implementation of the Downtown Streetscape, Moonlight Beach will be linked to the downtown area and Iwannapark. The Master Plan is still being worked on. It is scheduled to be implemented in 2001 or 2002. They have attained a grant to provide a bike lane and pedestrian trail access leading down to Moonlight Beach from the downtown area. In the Moonlight Beach area, a new lifeguard tower with a Sheriff's Sub - station will be built; the concession stand will be moved and the volleyball courts will be expanded; accommodations for wheelchair access to the sand will be implemented; parking spaces will be added to B Street; and the current parking area will be redesigned to allow for a bike lane. # 3 Ms. Cameron indicated that one of her long term goals and visions is to see the Smart and Final Oral Communications Shopping Center developed into an "Old Town" with access to the park and the downtown area. Eventually, there could be a trolley to the downtown area along Hwy 101. The shopping center is located directly off the freeway so it is easy access for visitors. Ms. Cameron also indicated that she would like to see the City purchase La Paloma Theatre. It would provide an Arts Center with rooms large enough for meetings and art galleries.
